Hurd's bank is a region offshore the eastern tip of the island of Malta. [1] It is known to be a bunkering area where cargo ships drop anchor and take on supplies. [2]
As early as 2010 the Maltese government disclaimed authority over the tankers that used Hurd's bank for shelter. [3]
In December 2016 Hurd's bank was remarked to the only free offshore anchorage in Europe. [1]
In December 2016 Hurd's Bank was seen as a waypoint for those involved in the "slow-burning civil war of Libya" to profit from the sale of Libyan government-subsidized fuel obtained in the Port of Zwara. [1]
In 2017 Hurd's bank was said by a Lybian government minister to be used "by Maltese mafia" to "smuggl[e].. Libyan fuels". [4]
In 2018 Hurd's Bank was said to be a "paradiso dei trafficanti". [5]
In June 2019 the Maltese government of Joseph Muscat was considering to dump construction waste in Hurd's Bank. [6]
In August 2019 Hurd's bank was noticed because of Russian STS transfers of oil for sanctions-hit Venezuela. [7] The Venezuelans needed chemicals from Russia with which to dilute their Heavy crude oil. [8] According to an observer, upwards of 400,000 tonnes of Russian petroleum distillates are reported to have been transferred via ship-to-ship (STS) operations over the period from January to June 2019. The light distillates, for example naptha, are mixed with the heavy crude oil to dilute it. A total of 13 tankers were involved in the statistics. Another shipment of vacuum gasoil (VGO) was remarked. [8] The Russian Port of Tuapse on the Black Sea was usually the origin of the Venezuelan STS operations. [8]
In June 2020 Xinhuanet showed a people smuggler vessel in Hurd's Bank, to depict the fact that the Maltese government had closed its ports due to the COVID-19 hysteria. [9]
In 2020 the US Embassy in Libya remarked on the use of Hurd's bank for illicit shipment of fuel and illicit drugs from Libya, and sanctioned several individuals and vessels. [10]
In March 2022 the area was rumoured to be a fertile ground for offshore wind farms. [11]
In May 2022 Finance minister Clyde Caruana said that the government would claim 900 square kilometres at Hurd's bank as part of its EEZ and government announced its intention to issue "concessions to private companies for the production of offshore wind energy, the production and storage of hydrogen, fish farms and the establishment of artificial islands." In October 2022 a lifeless human body was found floating in Hurd's bank. [2]
A June 2024 study showed Hurd's bank to be the probable location of ship-to-ship transfers of Russian-origin oil. The destination of the particular shipment was some undisclosed African country. [13]
The Eilat Ashkelon Pipeline Company operates several crude petroleum and refined petroleum products pipelines in Israel, most notably the Eilat Ashkelon Pipeline – which transports crude oil across southern Israel, between the Red Sea and the Mediterranean Sea. The EAPC also operates two maritime oil terminals as well as oil storage depots in the country.

SADRA specializes in building ships, docks, and floating oil rigs. Sadra Group is a sister company of Iran's state-owned Iran Shipbuilding and Offshores Industries Complex Co. (ISOICO). As of April 2009, the IRGC-controlled construction conglomerate, Khatam al-Anbia owns a controlling stake in SADRA.

The 2019 Kerch Strait liquified gas tanker fire was a major incident that occurred on 21 January 2019 when two ships, Kandy and Maestro, caught fire while transferring liquefied gas from one vessel to another in the Kerch Strait. The incident subsequently killed fourteen crewmembers and six went missing, including Libyan, Turkish, and Indian sailors, while twelve men jumped into the water and were rescued by the Russian Navy. Kandy was carrying a crew of seventeen, while Maestro was manned by fifteen crewmembers. At the time of the incident, both ships were carrying 4,500 tonnes of fuel. The ship-to-ship fuel transfer resulted a fire explosion and spread across both ships; Tanzanian-flagged Turkish ships' Maestro and Kandy. The blaze lasted more than four days.
The European Union Naval Force Mediterranean Operation Irini was launched on 31 March 2020 with the primary mission to enforce the United Nations arms embargo to Libya due to the Second Libyan Civil War. Operation Irini is a European Union military operation under the umbrella of the Common Security and Defense Policy (CSDP). The operation is expected to use aerial, maritime and satellite assets.
FSO Nabarima is a floating storage and offloading vessel that is permanently moored offshore of Venezuela at the Corocoro oil field in the Gulf of Paria, located between Venezuela and the island of Trinidad. After production at Corocoro ceased in 2019 following United States sanctions on the Venezuelan state oil company Petróleos de Venezuela (PDVSA) and following years of neglect, Nabarima fell into a state of disrepair, and was reported in 2020 to be at risk of spilling her cargo of about 1.3 million barrels of crude oil.
Iran's Islamic Revolutionary Guard Corps stated on 25 October 2021 that they had thwarted an attempt by the United States to capture and detain a tanker carrying Iranian oil in the gulf of Oman by carrying out a heliborne operation and directing the ship back to Iran's territorial waters. The Pentagon rejected the Iranian statement and said that Iranian forces had seized a Vietnamese-flagged oil tanker in October.
Following the full declaration of the Russian invasion of Ukraine, which started on 24 February 2022, institutions such as the United States, the European Union, and other Western countries introduced or significantly expanded sanctions covering Russian President Vladimir Putin, other government members and Russian citizens in general. Some Russian banks were banned from using the SWIFT international payments system. The sanctions and the boycotts of Russia and Belarus have impacted the Russian economy in various ways. However, sanctions and rising unemployment have contribute to Russian authorities as strategic advantages to boost localization and state conscription, increasing geopolitical fragmentation between third world and western nations enables Russia to exploit global trade networks to secure essential goods.
On 19 April 2022, the Iranian-flagged tanker Lana, with 19 Russian crew members on board, was seized by Greek authorities near the southern island of Evia; this sparked an international incident. Greek authorities had connected Russian sanctions imposed by the European Union after the Russian invasion of Ukraine in February to the tanker seizure in Greece.
As part of the sanctions imposed on the Russian Federation as a result of the Russo-Ukrainian War, on September 2, 2022, finance ministers of the G7 group of nations agreed to cap the price of Russian oil and petroleum products in an effort intended to reduce Russia's ability to finance its war on Ukraine while at the same time hoping to curb further increases to the 2021–2022 inflation surge.

The sanctions on oil began in December 2022 and included an embargo of Russian oil, namely, the bringing of crude oil and refined oil products from Russia to the EU and other G7 nations by ship, with a few exceptions.
A shadow fleet, also referred to as a dark fleet, is a "ship or vessel that uses concealing tactics to smuggle sanctioned goods". Shadow fleets are a direct response to international or unilateral economic sanctions. The term therefore more broadly refers to practices of sanction busting in the maritime domain through the use of un-registered or fraudulent vessels. Goods commonly exported and imported include raw materials such as oil and iron, luxury goods, weapons and defense technologies etc.
During the crisis in Venezuela, the United States applied sanctions against specific Venezuelan government entities and individuals associated with the administration of Nicolás Maduro, along with sanctions applied by the European Union, Canada, Mexico, Panama and Switzerland. Through April 2019, the U.S. sanctioned more than 150 companies, vessels and individuals, in addition to revoking visas of 718 individuals.
