IT chargeback and IT showback (memo-back) are two policies used by information technology (IT) departments to allocate and/or bill the costs associated with each department's or division's usage. [1]

Chargeback

The need to understand the components of the costs of IT, and to fund the IT organization in the face of unexpected demands from user departments, led to the development of chargeback mechanisms, in which a requesting department gets an internal bill (or "cross-charge") for the costs that are directly associated to the infrastructure, data transfer, application licenses, training, etc., which they generate. The purpose of chargeback includes:

As of 2011, the chargeback mechanisms are often controversial in organizations. Departments rarely pay directly for their own electricity bill, janitorial services, etc. -- these are allocated to departments on the basis of the number of employees or the square footage they occupy. Similarly, departments may expect to pay a fixed allocation for IT and get a flexible set of services that meet their needs in return. While the discussion on such an allocation are always difficult, seeing actual variable charges arrive on a monthly basis for specific levels of usage can create conflict both between IT and its internal customers, and between a department manager and the users who caused resource consumption to increase and therefore costs to rise.

The rise of subscription-based computing services (cloud computing) may make chargeback mechanisms more palatable. [2]

Showback

Around 2010, the concept of IT showback emerged to keep the advantages of chargeback without some of its drawbacks. Showback consists of providing IT management, departments, and corporate management with an analysis of the IT costs due to each department, without actually cross-charging those costs.

The pressure on the departments to limit their usage is less direct, but awareness of the costs usually causes department heads and senior management to question why a department is "spending" more than another in IT.

A chargeback is a return of money to a payer of a transaction, especially a credit card transaction. Most commonly the payer is a consumer. The chargeback reverses a money transfer from the consumer's bank account, line of credit, or credit card. The chargeback is ordered by the bank that issued the consumer's payment card. In the distribution industry, a chargeback occurs when the supplier sells a product at a higher price to the distributor than the price they have set with the end user. The distributor submits a chargeback to the supplier so they can recover the money lost in the transaction.

Software multitenancy is a software architecture in which a single instance of software runs on a server and serves multiple tenants. Systems designed in such manner are "shared". A tenant is a group of users who share a common access with specific privileges to the software instance. With a multitenant architecture, a software application is designed to provide every tenant a dedicated share of the instance - including its data, configuration, user management, tenant individual functionality and non-functional properties. Multitenancy contrasts with multi-instance architectures, where separate software instances operate on behalf of different tenants.

Amazon Elastic Compute Cloud (EC2) is a part of Amazon.com's cloud-computing platform, Amazon Web Services (AWS), that allows users to rent virtual computers on which to run their own computer applications. EC2 encourages scalable deployment of applications by providing a web service through which a user can boot an Amazon Machine Image (AMI) to configure a virtual machine, which Amazon calls an "instance", containing any software desired. A user can create, launch, and terminate server-instances as needed, paying by the second for active servers – hence the term "elastic". EC2 provides users with control over the geographical location of instances that allows for latency optimization and high levels of redundancy. In November 2010, Amazon switched its own retail website platform to EC2 and AWS.

Infrastructure as a service (IaaS) is a cloud computing service model by means of which computing resources are supplied by a cloud services provider. The IaaS vendor provides the storage, network, servers, and virtualization. This service enables users to free themselves from maintaining an on-premises data center. The IaaS provider is hosting these resources in either the public cloud, the private cloud, or the hybrid cloud.

ElasticHosts was a computer service provider based in London, England. It was founded in March 2008, and closed on 30 June 2020. It provided a cloud computing service, which used ten data centres; in the United Kingdom, Netherlands, United States, Canada, Hong Kong and Australia.

<span class="mw-page-title-main">Virtual private cloud</span> Pool of shared resources allocated within a public cloud environment

A virtual private cloud (VPC) is an on-demand configurable pool of shared resources allocated within a public cloud environment, providing a certain level of isolation between the different organizations (denoted as users hereafter) using the resources. The isolation between one VPC user and all other users of the same cloud (other VPC users as well as other public cloud users) is achieved normally through allocation of a private IP subnet and a virtual communication construct (such as a VLAN or a set of encrypted communication channels) per user. In a VPC, the previously described mechanism, providing isolation within the cloud, is accompanied with a virtual private network (VPN) function (again, allocated per VPC user) that secures, by means of authentication and encryption, the remote access of the organization to its VPC resources. With the introduction of the described isolation levels, an organization using this service is in effect working on a 'virtually private' cloud (that is, as if the cloud infrastructure is not shared with other users), and hence the name VPC.

In information technology, virtual chargeback is a practice of charging back the costs of virtual IT infrastructure to departments or business units, that actually use it. This means analyzing and recording the resource utilisation on virtual machines (VMs).

Data as a service (DaaS) is a cloud-based software tool used for working with data, such as managing data in a data warehouse or analyzing data with business intelligence. It is enabled by software as a service (SaaS). Like all "as a service" (aaS) technology, DaaS builds on the concept that its data product can be provided to the user on demand, regardless of geographic or organizational separation between provider and consumer. Service-oriented architecture (SOA) and the widespread use of APIs have rendered the platform on which the data resides as irrelevant.

Google Compute Engine (GCE) is the Infrastructure as a Service (IaaS) component of Google Cloud Platform which is built on the global infrastructure that runs Google's search engine, Gmail, YouTube and other services. Google Compute Engine enables users to launch virtual machines (VMs) on demand. VMs can be launched from the standard images or custom images created by users. GCE users must authenticate based on OAuth 2.0 before launching the VMs. Google Compute Engine can be accessed via the Developer Console, RESTful API or command-line interface (CLI).

In distributed system and system resource, elasticity is defined as "the degree to which a system is able to adapt to workload changes by provisioning and de-provisioning resources in an autonomic manner, such that at each point in time the available resources match the current demand as closely as possible". Elasticity is a defining characteristic that differentiates cloud computing from previously proposed computing paradigms, such as grid computing. The dynamic adaptation of capacity, e.g., by altering the use of computing resources, to meet a varying workload is called "elastic computing".

Cloud management is the management of cloud computing products and services.

Serverless computing is a cloud computing execution model in which the cloud provider allocates machine resources on demand, taking care of the servers on behalf of their customers. "Serverless" is a misnomer in the sense that servers are still used by cloud service providers to execute code for developers. However, developers of serverless applications are not concerned with capacity planning, configuration, management, maintenance, fault tolerance, or scaling of containers, VMs, or physical servers. When an app is not in use, there are no computing resources allocated to the app. Pricing is based on the actual amount of resources consumed by an application. It can be a form of utility computing.
