IT chargeback and IT showback (memo-back) are two policies used by information technology (IT) departments to allocate and/or bill the costs associated with each department's or division's usage. [1]

Chargeback

The need to understand the components of the costs of IT, and to fund the IT organization in the face of unexpected demands from user departments, led to the development of chargeback mechanisms, in which a requesting department gets an internal bill (or "cross-charge") for the costs that are directly associated to the infrastructure, data transfer, application licenses, training, etc., which they generate. The purpose of chargeback includes:

As of 2011, the chargeback mechanisms are often controversial in organizations. Departments rarely pay directly for their own electricity bill, janitorial services, etc. -- these are allocated to departments on the basis of the number of employees or the square footage they occupy. Similarly, departments may expect to pay a fixed allocation for IT and get a flexible set of services that meet their needs in return. While the discussion on such an allocation are always difficult, seeing actual variable charges arrive on a monthly basis for specific levels of usage can create conflict both between IT and its internal customers, and between a department manager and the users who caused resource consumption to increase and therefore costs to rise.

The rise of subscription-based computing services (cloud computing) may make chargeback mechanisms more palatable. [2]

Showback

Around 2010, the concept of IT showback emerged to keep the advantages of chargeback without some of its drawbacks. Showback consists of providing IT management, departments, and corporate management with an analysis of the IT costs due to each department, without actually cross-charging those costs.

The pressure on the departments to limit their usage is less direct, but awareness of the costs usually causes department heads and senior management to question why a department is "spending" more than another in IT.

Cloud computing Form of shared Internet-based computing

Cloud computing is the on-demand availability of computer system resources, especially data storage and computing power, without direct active management by the user. Large clouds often have functions distributed over multiple locations, each location being a data center. Cloud computing relies on sharing of resources to achieve coherence and typically using a "pay-as-you-go" model which can help in reducing capital expenses but may also lead to unexpected operating expenses for unaware users.

IT cost transparency is a category of information technology management software and systems that enables enterprise IT organizations to model and track the total cost to deliver and maintain the IT Services they provide to the business. It is increasingly a task of management accounting. IT cost transparency solutions can integrate financial information such as labor costs, software licensing costs, hardware acquisition and depreciation, data center facilities charges from general ledger systems and combine this with operational data from ticketing, monitoring, asset management and project portfolio management systems to provide a single, integrated view of IT costs by service, department, GL line item and project. Costs, budgets, performance metrics and changes to data points are tracked over time to identify trends and the impact of changes to underlying cost drivers in order to help managers address the key drivers in escalating IT costs and improve planning.

ElasticHosts was a computer service provider based in London, England. It was founded in March 2008, and closed on 30 June 2020. It provided a cloud computing service, which used ten data centres; in the United Kingdom, Netherlands, United States, Canada, Hong Kong and Australia.

Virtual private cloud

A virtual private cloud (VPC) is an on-demand configurable pool of shared resources allocated within a public cloud environment, providing a certain level of isolation between the different organizations using the resources. The isolation between one VPC user and all other users of the same cloud is achieved normally through allocation of a private IP subnet and a virtual communication construct per user. In a VPC, the previously described mechanism, providing isolation within the cloud, is accompanied with a VPN function that secures, by means of authentication and encryption, the remote access of the organization to its VPC resources. With the introduction of the described isolation levels, an organization using this service is in effect working on a 'virtually private' cloud, and hence the name VPC.

In information technology, virtual chargeback is a practice of charging back the costs of virtual IT infrastructure to departments or business units, that actually use it. This means analyzing and recording the resource utilisation on virtual machines (VMs).

In computing, data as a service, or DaaS, is a term used to describe cloud-based software tools used for working with data, such as managing data in a data warehouse or analyzing data with business intelligence. It is enabled by software as a service (SaaS). Like all "as a service" (aaS) technology, DaaS builds on the concept that its data product can be provided to the user on demand, regardless of geographic or organizational separation between provider and consumer. Google Compute Engine (GCE) is the Infrastructure as a Service (IaaS) component of Google Cloud Platform which is built on the global infrastructure that runs Google's search engine, Gmail, YouTube and other services. Google Compute Engine enables users to launch virtual machines (VMs) on demand. VMs can be launched from the standard images or custom images created by users. GCE users must authenticate based on OAuth 2.0 before launching the VMs. Google Compute Engine can be accessed via the Developer Console, RESTful API or command-line interface (CLI).

eNlight Cloud Cloud computing platform

eNlight Cloud is a cloud computing platform based on the Xen virtualization platform by Nashik, Maharashtra-based ESDS Software Solution Pvt. Ltd. It allows a hosted virtual machine (VM) to scale resources such as CPU and RAM automatically in real time. It bills on a prepaid, pay-per-consume basis.

In cloud computing, elasticity is defined as "the degree to which a system is able to adapt to workload changes by provisioning and de-provisioning resources in an autonomic manner, such that at each point in time the available resources match the current demand as closely as possible". Elasticity is a defining characteristic that differentiates cloud computing from previously proposed computing paradigms, such as grid computing. The dynamic adaptation of capacity, e.g., by altering the use of computing resources, to meet a varying workload is called "elastic computing".

Cloud management is the management of cloud computing products and services.
