Colombo is the executive and judicial capital and largest city of Sri Lanka by population. According to the Brookings Institution, the Colombo metropolitan area has a population of 5.6 million, and 752,993 in the Municipality. It is the financial centre of the island and a tourist destination. It is located on the west coast of the island and adjacent to the Greater Colombo area which includes Sri Jayawardenepura Kotte, the legislative capital of Sri Lanka, and Dehiwala-Mount Lavinia. The Colombo Plan is a regional intergovernmental organization that began operations on 1 July 1951. The organization was conceived at an international conference, The Commonwealth Conference on Foreign Affairs held in Colombo, Ceylon in January 1950, and was attended by the finance ministers of Australia, the United Kingdom, Canada, Ceylon, Pakistan and New Zealand, and the prime ministers of Ceylon and India. BepiColombo is a joint mission of the European Space Agency (ESA) and the Japan Aerospace Exploration Agency (JAXA) to the planet Mercury. The mission comprises two satellites launched together: the Mercury Planetary Orbiter (MPO) and Mio. It was launched on an Ariane 5 rocket on 20 October 2018 at 01:45 UTC, with an arrival at Mercury planned for on 5 December 2025, after a flyby of Earth, two flybys of Venus, and six flybys of Mercury. The mission was approved in November 2009, after years in proposal and planning as part of the European Space Agency's Horizon 2000+ programme; it is the last mission of the programme to be launched.
