The Independent Restaurant Coalition is a US trade group formed during the COVID-19 pandemic by independent restaurateurs and chefs. During the pandemic the group lobbied local, state and federal governments for relief after their businesses were closed by government mandates to slow the spread of the virus. Their aim was to mitigate the impact of the closings on independent restaurants. [1] [2] [3] [4] [5] [6] [7] Multiple prominent chefs and restaurateurs formed the leadership team.

Background

According to the IRC, independent restaurants represented 4% of the US GDP and employed 11 million workers at the beginning of 2020. [8] The US has 500,000 independently-operated restaurants. [1]

History

The coalition got its start on March 18, 2020 when 18 chefs, restauranteurs were invited to a conference call by Andrew Chason of Creative Arts Agency. The group quickly determined that the response from the White House was not sufficient to support independent restaurants and bars and the incumbent trade association was not doing enough to support these businesses. Within a matter of days, the call became an organization and enlisted the support of lobbyists and communication strategists. [9]

The Founding Members of the Coalition are Sam Kass, Tom Collichio, Erika Polmar, Andrew Carmellini, Ashley Christensen, Sean Brock, Kwamwe Onwuachi, Camilla Marcus, Amanda Cohen, Kevin Boehm, Donnie Madia, Naomi Pomeroy, Andrew Zimmern. The Founders group expanded to include Caroline Styne, Katie Button, Michael Shemtov, and Gregory Gourdet. The Coalition engaged Angela Kouters to lead the Coalition, she served in the role for three months. The IRC then asked co-founder Erika Polmar to step into the role. [10] [11]

Mission

The initial goal was to secure financial and legislative protections for restaurants and their workers. [12] After the federal government passed the CARES Act the group said the bill's primary provision, the Paycheck Protection Program, did not help independent restaurateurs. [1] At the end of April the group called for a $120 billion fund for small and independent restaurateurs, asking congress to exclude publicly-traded restaurants and large restaurant chains from accessing the fund. Irving Street Kitchen was a restaurant serving American cuisine in Portland, Oregon's Pearl District, in the United States. Conceived by Doug Washington, Mitch Rosenthal and Steve Rosenthal as their interpretation on American cuisine with a Southern influence, it opened on May 6, 2010. With executive chef Sarah Schafer, Irving Street Kitchen added to their serving hours over the years, opening up for lunch and brunch. The restaurant also shifted towards casual dining in 2019, revamping its menu and ambiance. Irving Street Kitchen ultimately closed during the COVID-19 pandemic.

She holds the title of Executive Chef and CEO of the restaurant group Katie Button Restaurants which includes Cúrate Bar de Tapas and La Bodega by Cúrate located in Asheville, North Carolina.. She also operates an online Spanish food market, Cúrate at Home, and a culinary travel company, Cúrate Trips.

The COVID-19 pandemic impacted the United States restaurant industry via government closures, resulting in layoffs of workers and loss of income for restaurants and owners and threatening the survival of independent restaurants as a category. Within a week after the first closures, industry groups representing independent restaurateurs were asking for immediate relief measures from local, state, and federal governments, saying that as many as 75 percent of independent restaurants could not survive closures of more than a few weeks. By late July, nearly 16,000 restaurants had permanently closed.

Simon Kim is a Korean-American restaurateur who owns and operates COTE Korean Steakhouse, a restaurant with locations in New York, Miami and Singapore. COTE New York has received a star from the Michelin Guide each year since opening in 2017. Kim's original “Korean Steakhouse” concept combines Korean barbecue with an American steakhouse experience and was inspired by his dual nationalities.Crain’s New York named Kim as one of their “40 Under 40” business leaders in 2019. In 2021, the National Restaurant Association, which represents 1 million restaurant and foodservice outlets and a workforce of 15.6 million employees, elected Kim to serve on their board.

Kevin Boehm is an American restaurateur who is the co-founder and co-owner of Boka Restaurant Group and the Independent Restaurant Coalition. With his business partner, Rob Katz, he operates 22 restaurants in Chicago, Los Angeles, and New York City. Kevin, along with his business partner, won the James Beard Award for Outstanding Restaurateur in America in 2018.
