India: Vision 2020 is a document prepared under the chairmanship of S. P. Gupta, Planning Commission. [1]
This vision document was inspired by APJ Abdul Kalam's 1998 book India 2020: A Vision for the New Millennium , which Kalam co-authored with Y. S. Rajan. This was preceded by a set of documents, "Technology Vision 2020," prepared in the mid-1990s under the Technology Information, Forecasting and Assessment Council of India's Department of Science and Technology during the chairmanship of Kalam. Avul Pakir Jainulabdeen Abdul KalamBR was an Indian aerospace scientist and statesman who served as the 11th president of India from 2002 to 2007. He was born and raised in Rameswaram, Tamil Nadu and studied physics and aerospace engineering. He spent the next four decades as a scientist and science administrator, mainly at the Defence Research and Development Organisation (DRDO) and Indian Space Research Organisation (ISRO) and was intimately involved in India's civilian space programme and military missile development efforts. He thus came to be known as the Missile Man of India for his work on the development of ballistic missile and launch vehicle technology. He also played a pivotal organisational, technical, and political role in India's Pokhran-II nuclear tests in 1998, the first since the original nuclear test by India in 1974.
Satish Dhawan was an Indian mathematician and aerospace engineer, widely regarded as the father of experimental fluid dynamics research in India. Born in Srinagar, Dhawan was educated in India and further on in United States. Dhawan was one of the most eminent researchers in the field of turbulence and boundary layers, leading the successful and indigenous development of the Indian space programme. He succeeded M. G. K. Menon, as the third chairman of the Indian Space Research Organisation (ISRO) in 1972.

University Grants Commission (UGC) is a statutory body under Department of Higher Education, Ministry of Education, Government of India. It was set up in accordance to the UGC Act 1956 and is charged with coordination, determination and maintenance of standards of higher education in India. It provides recognition to universities in India, and disbursements of funds to such recognized universities and colleges. The headquarters are in New Delhi, and it has six regional centres in Pune, Bhopal, Kolkata, Hyderabad, Guwahati and Bangalore. A proposal to replace it with another new regulatory body called HECI is under consideration by the Government of India. The UGC provides doctoral scholarships to all those who clear JRF in the National Eligibility Test. On an average, each year ₹725 crore (US$91 million) is spent on doctoral and post-doctoral fellowships by the commission.
The Pokhran-II tests were a series of five nuclear bomb test explosions conducted by India at the Indian Army's Pokhran Test Range in May 1998. It was the second instance of nuclear testing conducted by India; the first test, code-named Smiling Buddha, was conducted in May 1974.

Pamulaparthi Venkata Narasimha Rao, popularly known as P. V. Narasimha Rao, was an Indian lawyer, statesman and politician who served as the 9th prime minister of India from 1991 to 1996. He is known for introducing various liberal reforms to India's economy.
