Innovate Trust is an independent charity registered in the UK. [1] based in Cardiff operating across South East Wales. Innovate Trust provides supported living services to adults with learning disabilities, mental health conditions, physical disabilities or sensory impairments in Cardiff, the Vale of Glamorgan and Rhondda Cynon Taff. [2]
The charity is based on Cowbridge Road East in Canton, Cardiff. The charity employees over 850 individuals across a 20-mile radius, primarily as support workers. Innovate Trust is one of the largest supported living providers operating in South East Wales. [2] The charity was originally established by a group of student volunteers, including the charities main founder Jim Mansell CBE, [3] from Cardiff University in the academic year of 1967/68. The charity was originally called Cardiff Universities Social Services or C.U.S.S. before being renamed to "Innovate Trust" on 22 April 2002 by Rhodri Morgan AM. [4]
Innovate Trust was formally named Cardiff Universities Social Services (C.U.S.S.). [4] It was established as a student volunteering project in the academic year of 1967. [5] The volunteers worked supporting adults with learning disabilities at Ely Hospital to go on day trips, learn new skills and to act as a social contact. The volunteers worked with a group of 25 adults with learning disabilities. [5] [6]
After the success of the early volunteering project, the students felt more could be done to improve the lives of those with learning disabilities. After much planning and preparation, working with Cardiff University, Cardiff Council and Ely Hospital the volunteers opened the UK’s first traditional group home on 13 July 1974 at 12 Ruthin Gardens, Cathays, Cardiff. [7] Five adults with learning disabilities from the hospital moved into the property with three student volunteers. During the day the group home tenants would spend their time at Trelai adult training centre whilst the students were attending lectures. [7]
After the success of the group home experiment, the charity relocated the tenants to a more stable residency at Kings Road in Cardiff. The volunteers spent the next nine years raising awareness of this new model of support delivery, sharing their lessons with local authorities, hospitals and universities. [8] The charity went on to open more group homes, funded by the Welsh Office consisting of both volunteers and paid staff support workers. Part of the charities work in this time included producing reports, evaluations and recommendations for the Welsh Office and Cardiff Council.
In 1977, the charity opened a short respite centre for adults with learning disabilities on Boverton Street in Cardiff. This home was used to provide a break for carers and adults with learning disabilities who still lived at home with their families. The property was moved to Hamilton Street in Canton, Cardiff in 1980 where it is still operated by the charity. [9]
In response to the charities work with learning disabilities, the social services department at Cardiff County Council set up a new department in 1981, called NIMROD or New Ideas for Mentally Retarded in Ordinary Dwellings, in order to replicate and extend the Cardiff Universities Social Services model of providing support to adults with learning disabilities, opening a number of supported living homes in Cardiff and the surrounding areas. [10]
In 1983, partially in response to the Ely Hospital Scandal, [11] the Welsh Office launched the "All Wales Strategy for the development of Services for mentally handicapped people". This new piece of legislation, requiring local authorities to move away from the institutionalised model of support, highlighted Cardiff Universities Social Services as an archetypal model to be shared across Wales. [12] [13]
In response to the All Wales Strategy, supported living expanded rapidly across Wales, and the rest of the UK, [14] with Cardiff Universities Social Services taking a leading role in either directly setting up new services or advising newly formed bodies on resettlement and supported living.
In 1985 C.U.S.S. helped develop the Opportunity Housing Trust (renamed to Mirus in 2012 [15] ), a large organisation set up to extend the C.U.S.S. supported living model across Wales by providing advice, guidance and transferring staff and trustees to the newly formed charity. [16]
In 1988, after many years of rapid expansion, Cardiff Universities Social Services, working with Mencap Cymru, the Welsh Office and parents groups split its operations, combined with new contracts from local authorities to create Catrefi Cymru; another all wales supported living charity adopting the C.U.S.S. approach.
After several years of expansion and later reduction, the charity remained with a large number of supported living homes in Cardiff and the Vale of Glamorgan but began to expand the range of services they provided for adults with learning disabilities across South East Wales. In 1991 the charity launched a bespoke employment agency for adults with learning disabilities called Quest. [17] In 1997 the charity established two emergency accommodation centres for adults with learning disabilities in crisis to stop them from becoming homeless.
In 2001, the charity was renamed to Innovate Trust [4] and made a formal partnership with Student Volunteering Cardiff - SVC [18] (previously known as Cardiff Student Community Action – CSCA) a charity that had been working alongside C.U.S.S since its origins. In 2003 the charity added a catering division to support adults with learning disabilities to learn to cook and to have meaningful employment, consisting of a catering company and three cafes across Cardiff and the Vale.
In 2013 the charity expanded its operations to provide supported living services for an additional 89 adults with learning disabilities in Rhondda Cynon Taff, also opening a new regional office in Talbot Green Business Park, Pontyclun. [19] In 2014 the charity launched a new department called Green Days carrying out environmental work, training and outdoor opportunities for adults with learning disabilities [20]
In 2017, Innovate Trust launched a new research project in partnership with Nesta, the Welsh Government and Cardiff University exploring smart technology and the use of smart speakers for supported living tenants. [21] The charity was awarded the Wales Council for Voluntary Action’s digital inclusion award for its innovative and inclusive use of technology. [22] This is the first known project of its kind and received a lot of attention from various media outlets. [23] [24] [25] After the initial research project the charity expanded this technology to all 197 individuals it supports in Cardiff and the Vale of Glamorgan.
Cardiff University is a public research university in Cardiff, Wales. It was established in 1883 as the University College of South Wales and Monmouthshire and became a founding college of the University of Wales in 1893. It was renamed University College, Cardiff in 1972 and merged with the University of Wales Institute of Science and Technology in 1988 to become University of Wales College, Cardiff and then University of Wales, Cardiff in 1996. In 1997 it received degree-awarding powers, but held them in abeyance. It adopted the operating name of Cardiff University in 1999; this became its legal name in 2005, when it became an independent university awarding its own degrees.

A group home, congregate living facility, care home, adult family home, etc., is a structured and supervised residence model that provides assisted living and medical care for those with complex health needs. Traditionally, the model has been used for children or young people who cannot live with their families or afford their own homes, people with chronic disabilities who may be adults or seniors, or people with dementia and related aged illnesses. Typically, there are no more than six residents, and there is at least one trained caregiver there 24 hours a day. In some early "model programs", a house manager, night manager, weekend activity coordinator, and four part-time skill teachers were reported. Originally, the term group home referred to homes of 8 to 16 individuals, which was a state-mandated size during deinstitutionalization. Residential nursing facilities, also included in this article, may be as large as 100 individuals in 2015, which is no longer the case in fields such as intellectual and developmental disabilities. Depending on the severity of the condition requiring one to need to live in a group home, some clients are able to attend day programs and most clients are able to live normal lifestyles.
Skills and Volunteering Cymru (SVC), formerly Student Volunteering Cardiff, is an independent charity registered in the UK and based in the Cardiff area. SVC offers volunteering opportunities to both students and community members in and around the city of Cardiff working with the elderly, young, disadvantaged, and vulnerable. The mission of SVC is to enhance the lives of disadvantaged and vulnerable members of the local community.
Healthcare in Wales is mainly provided by the Welsh public health service, NHS Wales. NHS Wales provides healthcare to all permanent residents that is free at the point of need and paid for from general taxation. Brandon Trust is a United Kingdom charitable organization working with and for people with learning disabilities. They focus on helping people with said disabilities to live life how they want to.
Jack Tizard CBE was a research psychologist, professor of child development, research unit director, international adviser on learning disability and child care, and a president of the British Psychological Society. Tizard was born in New Zealand but spent most of his professional life in England where, as a psychologist, he worked at the boundaries of psychology, medicine, education and the social sciences. His work on alternatives to institutional care in the 1950s and 1960s underpinned the subsequent development of 'ordinary life' models for children and adults with learning disabilities. His later work focused on developing services for young children and their families. Tizard's approach was characterised by a commitment to using high research standards to address important social problems, ensuring through his extensive advisory activities that the results of research were available to practitioners and policy-makers.
Community integration, while diversely defined, is a term encompassing the full participation of all people in community life. It has specifically referred to the integration of people with disabilities into US society from the local to the national level, and for decades was a defining agenda in countries such as Great Britain. Throughout recent decades, community integration programs have been increasingly effective in improving healthcare access for people with disabilities. They have been valued for providing a "voice for the voiceless"
Autism Cymru was Wales' national charity for autism with offices in Cardiff, Wrexham, and Aberystwyth. The charity was established in May 2001 through an initial 3-year grant provided by The Shirley Foundation. The founder chair of the Trustees was Dame Stephanie Shirley of the Shirley Foundation.
Dilys Price was a Welsh educator, parachutist, and model who held the record for the oldest female solo parachute jump at the age of 80. She founded the charity Touch Trust to provide art and creative movement activities.
For many elderly carers of a relative who has a learning or other disability, future planning is an issue. The population of older parents who have children with a learning disability is growing and many of their children are likely to outlive them. In many cases the caring role can span up to seven decades, ending only with their death. Governments and other service providers cannot ignore the pressing needs of this population and their parent and sibling carers. In most countries, family carers provide inexpensive care for a person with a learning disability and other disabilities. This trend is set to continue in England. Demographic changes and the health needs of these two growing populations must be considered against government policy constraints and limited in-home and external care options in order to avoid a crisis. The consequences of not supporting these family carers will lead to crisis management, increase in distress and care giving burdens, and increased spending on unsuitable crisis placements. Housing and financial guidance are issues for caregivers.
Ely Hospital was a large psychiatric hospital in the Ely district of Cardiff, Wales. An inquiry into the ill-treatment of patients at the hospital led to reforms to services for people with intellectual disabilities throughout the UK.

Australia, an independent Realm, has a separate honours system and its first honours of the year, the 2018 Australia Day Honours, coincide with Australia Day on 26 January. New Zealand, also an independent Realm, has its own system of honours.

Hft, formerly known as the Home Farm Trust, is a British learning disability charity based in Bristol. It was established in 1962. The parents who established the charity bought Frocester Manor in Gloucestershire as a residential home for their children. The organisation runs small, person-centred residential care homes and supported living services.
