Sakena Yacoobi is the founder and Executive Director of the Afghan Institute of Learning (AIL), an Afghan women-led NGO she founded in 1995. She is well known for her work for the rights of children, women and education. She has earned international recognition for her work and received numerous awards. This includes the 2013 Opus Prize, 2015 WISE Prize in Education and 2016 Harold W. McGraw Jr. Prize in Education as well as 6 honorary degrees including from Princeton University.

Women's rights in Afghanistan have been varied throughout history. Women officially gained equality under the 1964 constitution. However these rights were taken away in the 1990s through different temporary rulers such as the Taliban during civil war. Especially during the latter's rule, women had very little to no freedom, specifically in terms of civil liberties. Ever since the Taliban regime was removed in late 2001, women's rights have gradually improved under the Islamic Republic of Afghanistan and women are once again de jure equal to men under the 2004 constitution, which was largely based on that from 1964. However, their rights are still complicated by a reactionary view on women by certain classes of school, particularly ruralites, which continue to cause international concern.
Fatema Akbari is an Afghan entrepreneur and women's advocate who is founder of the Gulistan Sadaqat Company and non-governmental organization the Women Affairs Council. In 2011 she received the 10,000 Women Entrepreneurial Achievement Award.

In 2009, Melanne Verveer was appointed to be the first Ambassador-at-Large for Global Women's Issues. From September 2013 to May, 2017, Catherine M. Russell was appointed to this position. From May 2017 through December 2019, there was no ambassador for this office. Kelley Currie, a political appointee, joined the Global Women's Issues Office as U.S. Ambassador-at-Large in January 2020.
