Established in 2007, the Institute for Peace and Security Studies (IPSS) of Addis Ababa University (AAU) was created as a centre for teaching, research and outreach activities. It received further stimulation when the African Peace and Security Programme (APSP), a partnership programme between IPSS and the African Union (AU), was launched in 2010.

Contents

IPSS provides recognized academic education and professional training in conflict analysis, prevention, management and resolution. It also conducts academic and applied research in the area of peace and security.

The IPSS is the alma mater of Ethiopian Prime Minister and Nobel Peace laureate [1] Abiy Ahmed, who stated that he completed his PhD dissertation at IPSS in 2017. [2] [3]

Creation

The Institute for Peace and Security Studies was founded by Mulugeta Gebrehiwot in 2007. [4] [5]

Africa Peace and Security Programme (APSP)

APSP's activities and projects are aimed at enhancing African capacity (both the AU and Regional Economic Communities/Mechanisms) in the area of peace and security. They also line up to IPSS teaching, research and outreach strategic objectives. The programmatic focus and activities of IPSS are, therefore, the cumulative programmes of both the Institute and APSP. APSP receives substantial technical and financial support from the Deutsche Gesellschft fur Internationale Zusammenarbeit (GIZ) GmbH, the Austrian Development Agency (ADA), other development partners and members of the African private sector. Tana High-Level Forum on Security in Africa [7]

IPSS serves as the secretariat for the Tana High-Level Forum on Security in Africa. Taking place each April in Ethiopia, the Forum convenes heads of state, academics, the private sector and policymakers for two days of debate and discussions. The first Forum took place in 2012 in Bahir Dar, Ethiopia. [8]

Among others, the Institute is supported by the African Union, Regional Economic Communities (RECs)/Regional Mechanisms (RMs), development partners, the private sector, think tanks/universities, programme/project development partners and embassies.[ citation needed ]

Hailemariam Desalegn Prime Minister of Ethiopia from 2012 to 2018

Hailemariam Desalegn Boshe is an Ethiopian politician who served as prime minister of Ethiopia from 2012 to 2018. He also previously served as deputy prime minister and Minister of Foreign Affairs under Prime Minister Meles Zenawi from 2010 to 2012. After Meles' death in August 2012, Hailemariam succeeded him as prime minister, initially in an acting capacity. He was then elected as the chair of the EPRDF, the ruling party, on 15 September 2012. Hailemariam also served as the chairperson of the African Union from 2013 to 2014.

Abiy Ahmed Prime Minister of Ethiopia since 2018

Abiy Ahmed Ali is an Ethiopian politician who has been the 4th prime minister of the Federal Democratic Republic of Ethiopia since 2 April 2018. He was the third chairman of the Ethiopian People's Revolutionary Democratic Front (EPRDF) that governed Ethiopia for 28 years and the first Oromo in that position. Abiy is an elected member of the Ethiopian parliament, and was a member of the Oromo Democratic Party (ODP), one of the then four coalition parties of the EPRDF, until its rule ceased in 2019 and he formed his own party, the Prosperity Party. He won the 2019 Nobel Peace Prize for his work in ending the 20-year post-war territorial stalemate between Ethiopia and Eritrea.

The 2018 Eritrea–Ethiopia summit was a bilateral summit that took place on 8–9 July 2018 in Asmara, Eritrea, between Eritrean President Isaias Afwerki and Ethiopian Prime Minister Abiy Ahmed and officials from the two countries.

He is a member of the Somali regional parliament and a member of the ruling party Ethiopian Somali People's Democratic Party (ESPDP). Prosperity Party Ethiopian political party founded in 2019

The Prosperity Party is a political party in Ethiopia that was established on 1 December 2019 as a successor to the Ethiopian People's Revolutionary Democratic Front (EPRDF) by incumbent Prime Minister Abiy Ahmed. The merger into a countrywide party is part of Abiy's general policy of distancing the country's politics from ethnic federalism. It ran for the first time in the 2021 general election.

Mulugeta Gebrehiwot Berhe is a peace researcher holding the position, as of 2021, of a senior fellow at the World Peace Foundation, Tufts University. He was a rebel of the Ethiopian People's Revolutionary Democratic Front (EPRDF) while the EPRDF was a guerilla army. He led the disarmament, demobilization and reintegration program of the 380,000 armed rebels after the EPRDF gained control of Ethiopia in 1991. Mulugeta was a mediator in the Darfur Peace Agreement negotiations that led to the 2006 Abuja Agreement and the 2011 Doha Agreement during peace process for the War in Darfur. He was founding Director of the Institute for Peace and Security Studies in 2007.

Tigrayan peace process Process of ending the Tigray War

The Tigrayan peace process is a series of proposals, meetings, agreements and actions that aim to resolve the Tigray War. Around 9 November 2020, Tigray People's Liberation Front (TPLF) and Tigray Region leader Debretsion Gebremichael asked the African Union to stop the war and requested peace negotiations; Ethiopian Prime Minister Abiy Ahmed refused to negotiate. On 25–27 November, a trio of former African presidents appointed by African Union chair Cyril Ramaphosa visited Ethiopia with the aim of mediating; they met Abiy and representatives of the Transitional Government of Tigray that officially replaced the elected TPLF Tigrayan government. An emergency Intergovernmental Authority on Development summit of East African heads of government and state met on 20 December 2020 in Djibouti, resulting in a statement of support for the Ethiopian constitutional order and humanitarian access to Tigray Region.

Tigray Defense Forces Combined military forces of Tigray

The Tigray Defense Forces, colloquially Tigray Army are a military structure that came into existence during the Tigray War. The TDF is experienced with guerrilla warfare. Amnesty International and the Human Rights Watch have reported that TDF soldiers have partaken in gang rapes and extrajudicial killings of civilians during their occupation of the Afar and Amhara regions. According to the Ethiopian Ministry of Justice TDF soldiers have been found responsible for at least 540 civilians deaths by 28 December 2021.
