The International Road Traffic and Accident Database (IRTAD) is an initiative dedicated to compiling and analyzing global road crash data. It is managed by the International Transport Forum (ITF) under the auspices of its permanent working group, which specializes in road safety, commonly referred to as the IRTAD Group. The primary objective of IRTAD is to provide a robust empirical basis for international comparisons in the field of road safety and to offer data to support the formulation of effective road safety policies. A portion of the data gathered by IRTAD is accessible for free through the OECD statistics website, however the remaining data requires a subscription for access. [2]
The IRTAD database was originally started in 1988 by Germany's Federal Institution for Roads (BASt) in response to demands for international comparative data. It was later taken over and expanded by the International Transport Forum and has grown to be an important resource for comparing road safety metrics between countries worldwide, although mostly in the developed world. [3] Every year, the ITF publishes comparative and country-by-country road safety data gathered for the IRTAD database and analysed by the IRTAD Group in the ITF Road Safety Annual Report, informally known as "IRTAD Report".
Over the years, the IRTAD acronym has come to stand not only for the database, but also for the Traffic Safety Data and Analysis Group (usually referred to as IRTAD Group). [2] The IRTAD Group is the International Transport Forum's permanent working group on road safety. It consists of a group of international road safety experts drawn from national road administrations, road safety research institutes, International organizations, automobile associations, insurance companies, car manufacturers and other road safety stakeholders. [2] The IRTAD Group is a major forum for international road safety collaboration and exchange of best practices. Its focus is on improving road safety data as a basis for targeting interventions that are effective in reducing the number of road deaths and serious traffic injuries.
The work of IRTAD, among that of others, has spawned the creation of road safety observatories for different world regions: the Ibero-American Road Safety Observatory (OISEVI), the African Road Safety Observatory, and the South-East Asian Road Safety Observatory. The ITF supports OISEVI through the Spanish-language IRTAD-LAC database and is actively involved in the implementation of the African and South East-Asian observatories.
The genesis of the road safety observatory movement dates back to 2008, when the ITF, via IRTAD, began to facilitate twinning between countries striving to improve their road safety record and countries with high road safety performance. The initial twinning was between Jamaica and the United Kingdom. This work was supported by the World Bank, the Inter-American Development Bank (IADB) and the FIA Foundation. The twinning between Argentina and Spain in 2011 led to the creation of OISEVI. To this day, the ITF supports OISEVI through the Spanish-language IRTAD-LAC database.
In 2006, the ITF set up Safer City Streets, a global traffic safety network for cities that replicates the successful IRTAD approach for urban road safety.
Since the start of the twentieth century, the role of cars has become highly important, though controversial. They are used throughout the world and have become the most popular mode of transport in many of the more developed countries. In developing countries cars are fewer and the effects of the car on society are less visible, however they are nonetheless significant. The spread of cars built upon earlier changes in transport brought by railways and bicycles. They introduced sweeping changes in employment patterns, social interactions, infrastructure and the distribution of goods.
Road traffic safety refers to the methods and measures used to prevent road users from being killed or seriously injured. Typical road users include pedestrians, cyclists, motorists, vehicle passengers, and passengers of on-road public transport.
Progress in the area of prevention is formulated in an environment of beliefs, called paradigms as can be seen in the next table. Some of them can be referred to as professional folklore, i.e. a widely supported set of beliefs with no real basis. For example, the “accident-prone driver” was a belief that was supported by the data in the sense that a small number of drivers do participate in a disproportionate number of accidents, it follows that the identification and removal of this drivers will reduce crashes. A more scientific analysis of the data indicate that this phenomenon can be explained simply by the random nature of the accidents, and not for a specific error-prone attitude of such drivers.
Risk compensation is a theory which suggests that people typically adjust their behavior in response to perceived levels of risk, becoming more careful where they sense greater risk and less careful if they feel more protected. Although usually small in comparison to the fundamental benefits of safety interventions, it may result in a lower net benefit than expected or even higher risks.
Motorcycle safety is the study of the risks and dangers of motorcycling, and the approaches to mitigate that risk, focusing on motorcycle design, road design and traffic rules, rider training, and the cultural attitudes of motorcyclists and other road users.
Bicycle safety is the use of road traffic safety practices to reduce risk associated with cycling. Risk can be defined as the number of incidents occurring for a given amount of cycling. Some of this subject matter is hotly debated: for example, which types of cycling environment or cycling infrastructure is safest for cyclists. The merits of obeying the traffic laws and using bicycle lighting at night are less controversial. Wearing a bicycle helmet may reduce the chance of head injury in the event of a crash.
Vehicular communication systems are computer networks in which vehicles and roadside units are the communicating nodes, providing each other with information, such as safety warnings and traffic information. They can be effective in avoiding accidents and traffic congestion. Both types of nodes are dedicated short-range communications (DSRC) devices. DSRC works in 5.9 GHz band with bandwidth of 75 MHz and approximate range of 300 metres (980 ft). Vehicular communications is usually developed as a part of intelligent transportation systems (ITS).
Transportation safety in the United States encompasses safety of transportation in the United States, including automobile crashes, airplane crashes, rail crashes, and other mass transit incidents, although the most fatalities are generated by road incidents annually killing 32,479 people in 2011 to over 42,000 people in 2022. The number of deaths per passenger-mile on commercial airlines in the United States between 2000 and 2010 was about 0.2 deaths per 10 billion passenger-miles. For driving, the rate was 150 per 10 billion vehicle-miles: 750 times higher per mile than for flying in a commercial airplane. For a person who drives a million miles in a lifetime this amounts to a 1.5% chance of death.
Lane splitting is riding a bicycle or motorcycle between lanes or rows of slow moving or stopped traffic moving in the same direction. It is sometimes called whitelining, or stripe-riding. This allows riders to save time, bypassing traffic congestion, and may also be safer than stopping behind stationary vehicles.

Intelligent speed assistance (ISA), or intelligent speed adaptation, also known as alerting, and intelligent authority, is any system that ensures that vehicle speed does not exceed a safe or legally enforced speed. In case of potential speeding, the driver can be alerted or the speed reduced automatically.
A traffic collision, also known as a motor vehicle collision, or car crash, occurs when a vehicle collides with another vehicle, pedestrian, animal, road debris, or other moving or stationary obstruction, such as a tree, pole or building. Traffic collisions often result in injury, disability, death, and property damage as well as financial costs to both society and the individuals involved. Road transport is statistically the most dangerous situation people deal with on a daily basis, but casualty figures from such incidents attract less media attention than other, less frequent types of tragedy. The commonly used term car accident is increasingly falling out of favor with many government departments and organizations, with the Associated Press style guide recommending caution before using the term and the National Union of Journalists advising against it in their Road Collision Reporting Guidelines. Some collisions are intentional vehicle-ramming attacks, staged crashes, vehicular homicide or vehicular suicide.
The International Transport Forum (ITF) is an inter-governmental organisation within the OECD system. It is the only global body with a mandate for all modes of transport. It acts as a think tank for transport policy issues and organises the annual global summit of transport ministers. The ITF's motto is "Global dialogue for better transport". Between 1953 and 2007, the organisation had existed for over fifty years as the European Conference of Ministers of Transport. The organisation is responsible for creating several standards, including the Classification of European Inland Waterways.
Worldwide, it was estimated that 1.25 million people were killed and many millions more were injured in motor vehicle collisions in 2013. This makes motor vehicle collisions the leading cause of death among young adults of 15–29 years of age and the ninth most frequent cause of death for all ages worldwide. In the United States, 40,100 people died and 2.8 million were injured in crashes in 2017, and around 2,000 children under 16 years old die every year.

With 139,000 km of public roads, the Netherlands has one of the most dense road networks in the world – much denser than Germany and France, but still not as dense as Belgium. In 2013, 5,191 km were national roads, 7,778 km were provincial roads, and 125,230 km were municipality and other roads. Dutch roads include 3,530 km of motorways and expressways, and with a motorway density of 64 kilometres per 1,000 km2, the country also has one of the densest motorway networks in the world. In Dutch a motorway is called "autosnelweg" or simply "snelweg"; other expressways are just called "autoweg". According to a 2004 estimate, some 12,500 km of road remain as yet unpaved.
