Lieutenant General James Aloizi Mwakibolwa is a Tanzanian military officer. He served as chief of staff of the Tanzania People's Defence Force (TPDF) between 2017 and 2018 and previously commanded the Force Intervention Brigade (FIB) of the United Nations' MONUSCO peacekeeping mission in the Democratic Republic of the Congo between 2013 and 2014. His command encompassed the M23 rebellion and Mwakibolwa was personally credited with making an important contribution to the defeat of the M23 rebels in Kivu Province. [1]

Mwakibolwa served in the TPDF for over 30 years. [2] Before receiving the command of the FIB, he served as commander of the Military Assessment Team of the International Conference on the Great Lakes Region (ICGLR) in October 2012 to assess the military situation in the Eastern Congo.

The FIB, of which Mwakibolwa was the first commander as brigadier general, is a military formation which forms part of the MONUSCO mission. During Mwakibolwa tenure, MONUSCO was under the command of Carlos Alberto dos Santos Cruz. The FIB was authorized by the United Nations Security Council on 28 March 2013 through United Nations Security Council Resolution 2098 and was the first UN peacekeeping formation specifically tasked to carry out offensive operations to neutralize armed groups that threaten State authority and civilian security. After the end of his mandate in April 2014, Mwakibolwa returned to Tanzania with his contingent of Tanzanian soldiers. [3] He served as chief of staff of the TPDF from 2017 to 2018 and received a promotion to lieutenant-general.

The United Nations Organization Stabilization Mission in the Democratic Republic of the Congo or MONUSCO, an acronym based on its French name, is a United Nations peacekeeping force in the Democratic Republic of the Congo (DRC) which was established by the United Nations Security Council in resolutions 1279 (1999) and 1291 (2000) of the United Nations Security Council to monitor the peace process of the Second Congo War, though much of its focus subsequently turned to the Ituri conflict, the Kivu conflict and the Dongo conflict. The mission was known as the United Nations Mission in the Democratic Republic of Congo or MONUC, an acronym of its French name Mission de l'Organisation des Nations Unies en République démocratique du Congo, until 2010.

Rwanda Defence Force

The Rwanda Defence Force is the national army of Rwanda. The country's armed forces were originally known as the Rwandan Armed Forces (FAR), but following the stopping of the 1994 Genocide against Tutsis, the victorious Rwandan Patriotic Front (Inkotanyi) created a new organization and named it Rwandan Patriotic Army (RPA). Later, it was renamed to its current name.

Democratic Forces for the Liberation of Rwanda

The Democratic Forces for the Liberation of Rwanda is an armed rebel group active in the eastern Democratic Republic of the Congo instrumentalised by the Rwandan government as a pretext for constant incursion of Rwandan forces into the DRC to plunder the DRC's mineral resources for the benefit of multinational mining companies under the benevolence of US, Canadian, British and Belgian diplomacy at the cost of more than 10 million crimes in 20 years. An ethnic Hutu group opposed to the ethnic Tutsi influence, the FDLR is one of the last factions of Rwandan rebels active in the Congo. It was founded through an amalgamation of other groups of Rwandan refugees in September 2000, including the former Army for the Liberation of Rwanda (ALiR), under the leadership of Paul Rwarakabije. It was active during the latter phases of the Second Congo War and the subsequent insurgencies in Kivu.

The Tanzania People’s Defence Force (TPDF) is the armed forces of Tanzania. They were set up in September 1964, following a mutiny by the former colonial military force: the Tanganyika Rifles. From its inception, it was ingrained in the troops of the new TPDF that they were a people’s force under civilian control. The Uganda–Tanzania War, known in Tanzania as the Kagera War and in Uganda as the 1979 Liberation War, was fought between Uganda and Tanzania from October 1978 until June 1979 and led to the overthrow of Ugandan President Idi Amin. The war was preceded by a deterioration of relations between Uganda and Tanzania following Amin's overthrow of President Milton Obote and subsequent seizure of power in 1971. The President of Tanzania, Julius Nyerere, had close ties with Obote and supported his attempt to launch a rebellion in Uganda in 1972, leading to a border clash and eventually the signing of an agreement with Amin which stipulated that both leaders would withdraw their forces from the border. Nevertheless, relations between the two presidents remained tense, and Amin began claiming that the Kagera Salient—a stretch of Tanzanian land between the official border and the Kagera River, should be placed under Uganda's jurisdiction. Over the following years, Amin's regime was destabilised by violent purges, economic problems, and dissatisfaction in the Uganda Army.

Kivu conflict Conflict in the Democratic Republic of the Congo

The Kivu conflict began in 2004 in the eastern Congo as an armed conflict between the military of the Democratic Republic of the Congo (FARDC) and the Hutu Power group Democratic Forces for the Liberation of Rwanda (FDLR) in the Democratic Republic of the Congo. It has broadly consisted of three phases, the third of which is an ongoing conflict. Prior to March 2009, the main combatant group against the FARDC was the National Congress for the Defence of the People (CNDP). Following the cessation of hostilities between these two forces, rebel Tutsi forces, formerly under the command of Laurent Nkunda, became the dominant opposition to the government forces.

2012 United Nations Security Council election

The 2012 United Nations Security Council election was held on 18 October 2012 during the 67th session of the United Nations General Assembly, held at United Nations Headquarters in New York City. The elections were for five non-permanent seats on the UN Security Council for two-year mandates commencing on 1 January 2013 to replace the five countries whose terms expired. The countries elected were Argentina, Australia, Luxembourg, the Republic of Korea, and Rwanda with Luxembourg being elected for the first time.

Indian Army United Nations peacekeeping missions

So far India has taken part in 49 Peacekeeping missions with a total contribution exceeding 180,000 troops and a significant number of police personnel having been deployed. In 2014 India is the third largest troop contributor country [TCC] with 7,860 personnel deployed with ten UN Peacekeeping Missions of which 995 are police personnel, including the first Female Formed Police Unit under the UN. Recently Indian Peacekeepers were lauded by the UN for their efforts in preventing a carnage in the South Sudan conflict which resulted in the death of two of its soldiers.

Carlos Alberto dos Santos Cruz

Divisional general Carlos Alberto dos Santos Cruz is a Brazilian military officer who previously held the post of Force Commander of the United Nations' peacekeeping force in the Democratic Republic of the Congo. He was appointed to this position by United Nations Secretary-General Ban Ki-moon on 17 May 2013 and replaced by Derrick Mbuyiselo Mgwebi on 29 December 2015. He was Minister-Secretary of Government of Brazil, nominated by President Jair Bolsonaro, from 1 January 2019 to 13 June 2019.

Chander Prakash Wadhwa SM, VSM, was a senior Indian Army Lt. General who was Force Commander of MONUSCO, the United Nations mission in the Democratic Republic of the Congo. He served from August 2010 until 31 March 2013.

United Nations Force Intervention Brigade

The United Nations Force Intervention Brigade (FIB) is a military formation which constitutes part of the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO). It was authorized by the United Nations Security Council on 28 March 2013 through Resolution 2098. Although it is not the first instance in which the use of force was authorized by the UN, the Force Intervention Brigade is the first UN peacekeeping operation specifically tasked to carry out targeted offensive operations to "neutralize and disarm" groups considered a threat to state authority and civilian security. In this case, the main target was the M23 militia group, as well as other Congolese and foreign rebel groups. While such operations do not require the support of the Armed Forces of the Democratic Republic of the Congo (FARDC), the Force Intervention Brigade often acts in unison with the FARDC to disarm rebel groups.

The Land Forces, also called the Congolese Army, are the land warfare component and the largest branch of the Armed Forces of the Democratic Republic of the Congo (FARDC).

Natalio Ecarma III

Natalio Cabili Ecarma III is a Filipino General who recently served as Undersecretary of the Department of National Defense of the Republic of the Philippines. He is known for being the first Filipino appointed by UN Secretary General Ban Ki-Moon, to serve as Head of Mission and Force Commander of the United Nations Disengagement Observer Force in the Golan Heights, giving him the distinction of being the first Filipino to head a United Nations Peacekeeping Mission, with the rank of UN Assistant Secretary General.

Bansi Ponnappa

As a UN peacekeeper, he is known for his role as commander of the United Nations' MONUSCO forces in the North Kivu region of the Democratic Republic of the Congo during the M23 rebellion.

Lucien Bahuma

Major General Jean-Lucien Bahuma Ambamba (1957–2014) was a Congolese army officer. Bahuma, described as an "exceptional soldier" by Le Potentiel and one of the Congo's "most popular and reform-minded officers" by The Economist, commanded the Armed Forces of the Democratic Republic of the Congo (FARDC) in the provinces of North and South Kivu during the M23 rebellion and Allied Democratic Forces insurgency.
