In January 1993, a winter storm from the Pacific Ocean hit Baja California in Mexico and other continents of the United States such as California, Arizona and Utah. The winter storm killed around 66 people in Tijuana, making it the deadliest storm in Tijuana history( [2] ).
On January 5, 1993, radio, television and local newspapers warned of the arrival of a moderate to strong storm in Tijuana.

Tijuana is the most populous city in the state of Baja California, located on the northwestern Pacific Coast of Mexico. Tijuana is the municipal seat of the Tijuana Municipality and the hub of the Tijuana metropolitan area. It has a close proximity to the Mexico–United States border, which is part of the San Diego–Tijuana metro area.
Imperial Beach is a residential beach city in San Diego County, California, with a population of 26,137 as of the 2020 United States census. It is in the South Bay area of San Diego County, 14.1 miles (22.7 km) south of downtown San Diego and 5 miles (8 km) northwest of downtown Tijuana, Mexico. Imperial Beach is the southernmost city in California and the West Coast of the United States.
Baja California, officially Estado Libre y Soberano de Baja California, is a state in Mexico. It is the northwesternmost of the 32 federal entities of Mexico. Before becoming a state in 1952, the area was known as the North Territory of Baja California. It has an area of 70,113 km2 (27,071 sq mi) and comprises the northern half of the Baja California peninsula, north of the 28th parallel, plus oceanic Guadalupe Island. The mainland portion of the state is bordered on the west by the Pacific Ocean; on the east by Sonora, the U.S. state of Arizona, and the Gulf of California; on the north by the U.S. state of California; and on the south by Baja California Sur.
The Tijuana Cartel, formerly also known as the Arellano-Félix Cartel, is a Mexican drug cartel based in Tijuana, Baja California, Mexico. Founded by the Arellano-Félix family, the cartel once was described as "one of the biggest and most violent criminal groups in Mexico". However, since the 2006 Sinaloa Cartel incursion into Baja California and the fall of the Arellano-Félix brothers, the Tijuana Cartel has been reduced to a few cells. In 2016, the organization became known as Cartel Tijuana Nueva Generación and began to align itself under the Jalisco New Generation Cartel, along with the Beltrán Leyva Organization (BLO) to create an anti-Sinaloa alliance, in which the Jalisco New Generation Cartel heads. This alliance has since dwindled as the Tijuana, Jalisco New Generation, and Sinaloa cartels all now battle each other for trafficking influence in the city of Tijuana and the region of Baja California.

The city, which is the seat of the Mexicali Municipality, has a population of 689,775, according to the 2010 census, while the Calexico–Mexicali metropolitan area is home to 1,000,000 inhabitants on both sides of the Mexico–United States border. Border Field State Park is a state park of California, United States, containing beach and coastal habitat on the Mexico–United States border. The park is within the city limits of Imperial Beach in San Diego County, next to the suburb of Playas de Tijuana in Mexico. It contains the southernmost point in the state of California. The refuge forms the southern part of Tijuana River National Estuarine Research Reserve.
The Tijuana River is an intermittent river, 120 mi (195 km) long, near the Pacific coast of northern Baja California state in northwestern Mexico and Southern California in the western United States. The river is heavily polluted with raw sewage from the city of Tijuana, Mexico.

Francisco Rafael Arellano Félix was a Mexican drug lord and former leader of the Tijuana Cartel, a drug trafficking organization. He was the oldest of seven brothers and headed the criminal organization early in the 1990s alongside them. Through his brother Benjamín, Francisco Rafael joined the Tijuana Cartel in 1989 following the arrest of Miguel Ángel Félix Gallardo, one of the most prominent drug czars in Mexico during the 1980s. When the Arellano Félix took control of the organization in the early 1990s, tensions with the rival Sinaloa Cartel prompted violent attacks and slayings from both fronts.
San Diego–Tijuana is an international transborder agglomeration, straddling the border of the adjacent North American coastal cities of San Diego, California, United States, and Tijuana, Baja California, Mexico. The 2020 population of the region was 5,456,577, making it the largest bi-national conurbation shared between the United States and Mexico, and the second-largest shared between the US and another country. The conurbation consists of San Diego County, in the United States and the municipalities of Tijuana, Rosarito Beach (126,980), and Tecate (108,440) in Mexico. It is the third most populous region in the California–Baja California region, smaller only than the metropolitan areas of Greater Los Angeles and the San Francisco Bay Area.
The January 2008 North American storm complex was a powerful Pacific extratropical cyclone that affected a large portion of North America, primarily stretching from western British Columbia to near the Tijuana, Mexico area, starting on January 3, 2008. The system was responsible for flooding rains across many areas in California along with very strong winds locally exceeding hurricane force strength as well as heavy mountain snows across the Cascade and Sierra Nevada mountain chains as well as those in Idaho, Utah and Colorado. The storms were responsible for the death of at least 12 people across three states, and extensive damage to utility services as well, as damage to some other structures. The storm was also responsible for most of the January 2008 tornado outbreak from January 7–8.
Tijuana River National Estuarine Research Reserve is a natural reserve in Imperial Beach, California, and San Ysidro, San Diego. It encompasses the Tijuana River Estuary, located on the Mexico–United States border. It is divided into two parts: the Tijuana Slough National Wildlife Refuge on the north, and Border Field State Park in the south.
Enedina Arellano Félix de Toledo is a Mexican drug lady who, alongside her brothers, founded the Tijuana Cartel and played a role as a logistical accountant for the criminal organization.
Carlos Alberto Arellano Félix is a Mexican medical doctor who is known for his illegal involvement in money laundering for the Tijuana Cartel. Carlos was born on the 20th of August in the year 1955 in the city of Culiacán, Sinaloa. Historian Paul Eiss states that Culiacán is the origin of modern drug trafficking and the home of Mexico's most powerful drug cartel. Carlos is currently working as a licensed surgeon. He finished his surgical training at the Universidad Autónoma de Guadalajara The Tijuana Cartel is an organisation that is notorious for being one of the most well-known drug trafficking groups in Mexico to smuggle goods into the United States. Carlos’ family is made up of seven brothers and four sisters who inherited the Arellano Felix Organisation from their godfather, Miguel Ángel Félix. Despite Carlos’ involvement in money laundering for the Tijuana Cartel, he is one of two brothers who remains free and is not wanted by the United States law enforcement.
The Otay Mesa Port of Entry is one of three ports of entry (POE) in the San Diego–Tijuana metropolitan region, in the U.S. state of California, connecting Otay Mesa in San Diego with the Otay Centenario borough of Tijuana. The facility was opened in 1983, and was constructed primarily to divert growing commercial truck traffic from the busy San Ysidro Port of Entry, located 5.2 miles (8.4 km) west. Since then, significant passenger vehicle and pedestrian traffic has grown as development in the area around the crossing has grown. Commercial importations through Otay Mesa accounts for billions of dollars' worth of freight.
La Rumorosa is a town in the municipality of Tecate, Baja California, Mexico. It has a population of 1,836 inhabitants. It lies on the road between Mexicali and Tecate, and it is directly across the international border from Jacumba Hot Springs, California. However, no official border crossing exists; the nearest official crossing is in Tecate. The La Rumorosa area contains Native American cave paintings, which are the primary tourist draw.

The Smuggler's Gulch is part of a steep walled canyon about 2 miles (3.2 km) inland of the Pacific Ocean. The canyon crosses the Mexico–United States border, between Tijuana, Baja California, and San Diego, California, and Smuggler's Gulch is the part of the canyon on the US side of the border. It may also be called Cañón del Matadero or Valle Montezuma in Spanish, but these names apply more generally to the whole canyon. Smuggling activities within Smuggler's Gulch have occurred since the 19th century, giving this part of the canyon its name.
