Rwanda made its Paralympic Games début at the 2000 Summer Paralympics in Sydney. It was represented by a single competitor, male swimmer Cesar Rwagasana. In 2004, Rwanda sent two runners: Olive Akobasenga and Jean de Dieu Nkundabera. Nkundabera won bronze in men's 800m race. He was the country's sole representative in 2008, entering the same event, but this time failed to advance past the heats.

After his second surgery when his foot was in the right position he had an infection which made his leg blow the knee and specially his tendon to stop growing, disabling his right foot movements. He started swimming when he was 8 months as physiotherapy. He also tried many different sports but his passion since childhood was swimming.

The 2013 IPC Swimming World Championships was the seventh IPC Swimming World Championships, an international swimming competition, the biggest meet for athletes with a disability since the 2012 Summer Paralympics. It was held in Montreal, Quebec, Canada and lasted from 12 to 18 August. Around 530 athletes competed from 57 different countries. The event was held in the Parc Jean Drapeau Aquatic Complex located at the Parc Jean-Drapeau in Montreal. 172 events were contested with 43 new world records set.
