Jennifer Choe Groves (born 1969) is a United States Judge of the United States Court of International Trade.

United States federal judge position in the USA

In the United States, the title of federal judge means a judge appointed by the President of the United States and confirmed by the United States Senate pursuant to the Appointments Clause in Article II of the United States Constitution.

United States Court of International Trade

The United States Court of International Trade, formerly the United States Customs Court, and before that the Board of General Appraisers, is an Article III court, with full powers in law and equity. The Customs Court Act of 1980 replaced the old United States Customs Court with the United States Court of International Trade. The Court has nine sitting Judges, as well as Senior Judges. The Court sits in New York City, although it is authorized to sit elsewhere, including in foreign nations.

Early life and education

Born in Chicago, Illinois, Groves grew up in New Jersey, the daughter of a father who is a retired chemist and a mother who was a business owner. [1] During her teens, she was considered among the best young concert pianists in the New York area. [1] A graduate of Newark Academy in the class of 1987, she was honored by the school as a distinguished alumnus in 2012. [2] Groves received an Artium Baccalaureus degree in 1991 from Princeton University. She received a Juris Doctor in 1994 from Rutgers Law School. She received a Master of Laws in 1998 from Columbia Law School. She received a degree in Piano and Composition in 1987 from The Juilliard School, Pre-College Division. [3]

With Chicago in northeastern Illinois, small industrial cities and immense agricultural productivity in the north and center of the state, and natural resources such as coal, timber, and petroleum in the south, Illinois has a diverse economic base, and is a major transportation hub. Chicagoland, Chicago's metropolitan area, encompasses over 65% of the state's population. The Port of Chicago connects the state to international ports via two main routes: from the Great Lakes, via the Saint Lawrence Seaway, to the Atlantic Ocean and from the Great Lakes to the Mississippi River, via the Illinois Waterway to the Illinois River. The Mississippi River, the Ohio River, and the Wabash River form parts of the boundaries of Illinois. For decades, Chicago's O'Hare International Airport has been ranked as one of the world's busiest airports. Illinois has long had a reputation as a bellwether both in social and cultural terms and, through the 1980s, in politics.

New Jersey State of the United States of America

New Jersey is a state in the Mid-Atlantic and Northeastern regions of the United States. It is located on a peninsula, bordered on the north and east by the state of New York, particularly along the extent of the length of New York City on its western edge; on the east, southeast, and south by the Atlantic Ocean; on the west by the Delaware River and Pennsylvania; and on the southwest by the Delaware Bay and Delaware. New Jersey is the fourth-smallest state by area but the 11th-most populous, with 9 million residents as of 2017, and the most densely populated of the 50 U.S. states; its biggest city is Newark. New Jersey lies completely within the combined statistical areas of New York City and Philadelphia. New Jersey was the second-wealthiest U.S. state by median household income as of 2017.

Professional career

Groves began her legal career as an Assistant District Attorney in New York County District Attorney's Office from 1994 to 1997. She was an associate at Fish & Neave LLP (now Ropes & Gray LLP) and served as Counsel at O'Melveny & Myers LLP. From 2005 to 2010, she served as the Senior Director of Intellectual Property and Innovation in the Office of the United States Trade Representative (USTR) in the Executive Office of the President of the United States. During her time at USTR, she also served as chair of the Special 301 Committee, where she led the inter-agency committee’s decision-making on international trade policy and intellectual property protection. She was a partner at Hughes Hubbard & Reed and at Eckert, Seamans, Cherin & Mellott, LLC. She was the Chief Executive Officer of Titanium Law Group PLLC and Choe Groves Consulting LLC, where she provided legal and consulting services in the areas of international trade and intellectual property. New York County District Attorney

The New York County District Attorney is the elected district attorney for New York County (Manhattan), New York. The office is responsible for the prosecution of violations of New York state laws. The current district attorney is Cyrus Vance Jr.

O'Melveny & Myers LLP is a prominent international law firm founded in Los Angeles, California in 1885. The firm employs approximately 740 lawyers and has offices in California, Washington, D.C., New York City, Beijing, Brussels, Hong Kong, London, Seoul, Shanghai, Singapore, and Tokyo.

Trade Court service

On July 30, 2015, President Obama nominated Groves to serve as a United States Judge of the United States Court of International Trade, to the seat vacated by Judge Gregory W. Carman, who took senior status on September 15, 2014. [5] She received a hearing on her nomination on January 27, 2016. [6] On April 7, 2016 her nomination was reported out of committee by voice vote. [7] On June 6, 2016, the U.S. Senate confirmed Groves in a voice vote. She received her commission on June 8, 2016. [3] She was sworn in on June 9, 2016. [8]

A member of the Democratic Party, he was the first African American to be elected to the presidency. He previously served as a U.S. senator from Illinois from 2005 to 2008.

Gregory W. Carman United States Judge

Gregory Wright Carman is a Senior United States Judge of the United States Court of International Trade and was formerly a Republican member of the United States House of Representatives from New York.

Senior status is a form of semi-retirement for United States federal judges and judges in some state court systems. A judge must be at least 65 years of age and have served in federal courts for at least 15 years to qualify, with one less year of service required for each additional year of age. When that happens, they receive the full salary of a judge but have the option to take a reduced caseload, although many senior judges choose to continue to work full-time. Additionally, senior judges do not occupy seats; instead, their seats become vacant, and the president may appoint new full-time judges to fill their spots.
