Jill Helen Barrow (born 26 April 1951) is a British company director and former public administrator.

Early life

Jill Helen Barrow was born on 26 April 1951, the daughter of Philip Eric Horwood and Mavis Mary, née Handscombe. She received a Certificate of Education from the University of Durham in 1972, and then completed a Bachelor of Arts (BA) degree at the Open University in 1980, before returning to Durham and completed a Master of Education (MEd) course in 1983. Career

Barrow was a teacher in secondary schools and further education colleges between 1972 and 1986, when she began working in education management and inspection. Between 1990 and 1993, she was Director of Education at Essex County Council and then took up the same role at Surrey County Council until 1995, when she was appointed Chief Executive of Lincolnshire County Council; [1] she was the first woman to become the chief executive of a county council in England. [2]

Barrow left Lincolnshire CC in 1998, [1] a year after the Conservative group on the Council secured a majority and took over from the LabourLiberal Democrat coalition that had governed since 1993. According to the Leader of the Labour Group on the Council Rob Parker, the Conservative leadership, headed by Jim Speechley, began a "scorched earth" policy of removing coalition appointees from the council's executive. [3] Barrow was given a severance payment amounting to £160,000. [4] Auditors later found this payment to be unlawful, [3] also commenting on the "absence of justification for payments of such magnitude". [4] Speechley was forced to resign as leader in 2002 and was jailed in 2004 over a separate incident, [5] [6] while his successor as leader, Ian Croft, was later found to have "breached the code of conduct for people in public office" over his relations with Barrow's successor as Chief Executive, David Bowles, who had been a whistleblower in the Speechley scandal. [7]

After Barrow left Lincolnshire CC, she was appointed Chief Executive of the South-West of England Regional Development Agency, serving between 1999 and 2001. She was a Board Member for England on the National-Lottery-funded New Opportunities Fund from 1999 to 2004. Barrow was then a director at the consultancy firm GatenbySanderson until 2006, when she took up a directorship at the leadership consultancy company Big Blue Experience; as of 2016, she remains in that role. Transport Initiatives Edinburgh

Tie Ltd. was a Scottish company which, from May 2002 to August 2011, project-managed large-scale transport projects on behalf of the City of Edinburgh Council in Edinburgh. It was brought in as part of a public-private partnership (PPP) to improve Scottish public transport infrastructure development. Following its management of the controversial Edinburgh Trams project, the company was closed down in 2011.Transport for Edinburgh took over the Edinburgh Trams functions from Tie.

Vasiliki "Vicky" Pryce is a Greek-born British economist, and former Joint Head of the United Kingdom's Government Economic Service. On 7 March 2013, Pryce and her former husband, Chris Huhne, were convicted of perverting the course of justice and sentenced to eight months in prison. After Huhne pleaded guilty, they both served nine weeks in prison.

William James Speechley from Crowland was a former Conservative Party councillor and former leader of the Lincolnshire County Council. He was awarded a CBE in 1992, which was later stripped after his 2004 conviction for "misconduct in a public office" related to the route of the A1073 road, after not declaring a conflict of interest that land he owned would increase significantly in value as a result. It was confirmed in court that he instructed a planning officer to alter the road route to benefit his own land's value to a considerable extent. He was sentenced to 18 months in jail.

Isatou Touray

Isatou Touray is a Gambian politician, activist, and social reformer. A noted campaigner against female genital mutilation (FGM), she became the first female Gambian presidential candidate in 2016, before dropping out to endorse Adama Barrow and Coalition 2016. She then served in Barrow's cabinet, as trade minister, and then as health minister. On March 15, 2019, Touray became Vice-President of The Gambia, replacing her predecessor, Ousainou Darboe in a major cabinet reshuffle.

Ian Mitchell Croft was a Conservative local politician who served as Leader of Lincolnshire County Council from 2002 to 2005.

Robert Bernard Parker is a British local politician. He was leader of Lincolnshire County Council between 1993 and 1997, and has been leader of the Labour group on the Council twice.

David Bowles is a public official who has been Chief Executive of Lincolnshire County Council and chairman of United Lincolnshire Hospitals NHS Trust. He came to particular attention for giving evidence against the leader of Lincolnshire Council, who was subsequently jailed. He is a member of the whistleblowing charity, the Council of Public Concern at Work.

Pernille Weiss is a Danish politician, and businesswoman who was elected as a Conservative People's Party Member of the European Parliament (MEP) in the 2019 European parliamentary election in Denmark. She is the chief executive officer (CEO) of Archimed, a healthcare and architectural consultancy.
