James Clark (born 1943 in New York) served as Chief of Staff to the Governor of Alaska during the administration of former Alaska Governor Frank Murkowski.
Jim Clark was born in New York in 1943 to Air Force Col. James and Marie Clark. As a child he lived in Anchorage,Alaska - but his family was evacuated during the Korean War. He also lived in Japan and Hawaii during his childhood. Clark received his BA in History,Literature and Philosophy from Johns Hopkins University in 1965,his Juris Doctor from Cornell Law School in 1968 and his LLM in Environmental Law from George Washington University in 1973. Between 1969 and 1973 he served in the JAG Corp of the US Army where he litigated criminal matters in special and general courts martial. He served as Chief of Military Justice in Danang,Vietnam 1971 to 1972. He also served as a staff lawyer on the Peers' Commission,which investigated the My Lai case.
From 1973 to 2002 he worked as an attorney at Robertson,Monagle &Eastaugh Law Firm,a firm he eventually led. For his tireless efforts to keep the capitol in Juneau,the Juneau Chamber of Commerce named him person of the year in 1982. He represented the timber industry in Southeast Alaska,and has also been an advocate for public radio and the arts.
In 2001 he was named the head of Governor Frank Murkowski's transition team,and in 2002,he was appointed Chief-of-Staff by Governor Frank Murkowski. Although reluctant to leave the practice of law,which he loved,he said,"I am a strong believer in public service,and it is my turn to serve my State of Alaska,which has given so much back to me and my family." As Chief-of-Staff he directed the preparation of the State budget;oversaw the preparation of legislation;negotiated the budget and legislation with the Legislature;worked with the Governor and departmental commissioners to formulate policy. He also managed Governor's cabinet and served as the State's chief gas pipeline negotiator and successfully negotiated a draft contract between the Governor and the North Slope producers to construct a gas pipeline. During this time he was often referred to as "the most powerful unelected official in Alaska," although he always rejected this as he said his job was simply to carry out the will of Governor Murkowski,and noted that he was not acting on his own agenda. In 2008,Clark admitted that he was aware that VECO Corporation had paid $10,000 for a political poll to gauge the popularity of then-incumbent Governor Murkowski,and was charged with honest services fraud. However,this statute was so vague it gave prosecutors "almost carte blanche power" to use in political and private situations which "should not be criminalized." [3] Shortly thereafter,the US Supreme Court ruled that the honest services fraud statute was drafted with unconstitutional vagueness and could only cover "fraudulent schemes to deprive another of honest services through bribes or kickbacks supplied by a third party who ha[s] not been deceived." [4] Since Clark's awareness of the poll constituted neither bribes or kickbacks,all charges against him were voided. [5] Moreover,due to misdeeds on behalf of the federal prosecutors in their "Polar Pen" operation,the prosecutors themselves were later investigated and found guilty of gross prosecutorial misconduct in the Ted Stevens case.
Clark is currently working as an attorney in Juneau,Alaska. According to the Alaska Dispatch,he is also devoting his time to volunteering and grand-parenting. [6]
Frances Ann "Fran" Ulmer is an American administrator and Democratic politician from the U.S. state of Alaska. She served as the seventh lieutenant governor of Alaska from 1994 to 2002 under Governor Tony Knowles,becoming the first woman elected to statewide office in Alaska,and lost the 2002 gubernatorial election against Republican Frank Murkowski. In 2007 she became the Chancellor of the University of Alaska Anchorage (UAA),before serving as Chair of the United States Arctic Research Commission between 2011 and 2020,appointed by President Barack Obama.

Hammond was born in Troy,New York and served as a Marine Corps fighter pilot in World War II with the Black Sheep Squadron. In 1946,he moved to Alaska where he worked as a bush pilot. Hammond served as a state representative from 1959 to 1965 and as a state senator from 1967 to 1973. From 1972 until 1974 he was the mayor of the Bristol Bay Borough. Then,in 1974,he was elected governor of Alaska.
Benjamin Aavan Stevens was an American politician and political advisor who served as the Chief of Staff to the Governor of Alaska,Mike Dunleavy. He previously served as the President of the Alaska State Senate as a member of the Republican Party. Stevens was the son of the late United States Senator Ted Stevens,who represented Alaska from 1968 to 2009.
The Alaska political corruption probe refers to a 2003 to 2010 widespread investigation by the Public Integrity Section of the U.S. Department of Justice,the Federal Bureau of Investigation,and the Internal Revenue Service into political corruption of nine then-current or former Alaskan state lawmakers,as well as Republican US Representative Don Young and then-US Senator,Republican Ted Stevens. Sometimes referred to as "The Corrupt Bastards Club" or the "Operation Polar Pen",the investigation focused on the oil industry,fisheries and for-profit prison industries.
Sean Randall Parnell is an American attorney and politician who was the tenth governor of Alaska from 2009 to 2014. He succeeded Sarah Palin in July 2009,and was elected governor in his own right in 2010 with 59.06% of the vote,as the largest percentage margin of any Alaska governor since statehood. In 2014,he narrowly lost his bid for re-election and returned to work in the private sector. He is a member of the Republican Party.

Incumbent Republican U.S. Senator Lisa Murkowski of Anchorage,sought election to her first full term after being appointed by her father Frank Murkowski to serve out the rest of the latter's unexpired term when he resigned in December 2002 to become Governor of Alaska. Her main challenger was Democratic former governor Tony Knowles,her father's predecessor as governor. Murkowski won by a slight margin. As of 2022,Senator Murkowski’s vote total of 149,773 votes remains the most raw votes she has ever received during any of her runs for the US Senate.
The 2010 United States Senate election in Alaska took place on November 2,2010,to elect a member of the United States Senate to represent the State of Alaska,alongside 33 U.S. Senate elections in other states,elections in all states for the U.S. House of Representatives,as well as various state and local elections. The general election was preceded by primary elections which were held on August 24,2010. Scott McAdams,the Mayor of Sitka,became the Democratic nominee;Joe Miller,an attorney and former federal magistrate,became the Republican nominee after defeating incumbent U.S. Senator Lisa Murkowski. Miller was endorsed by the Tea Party movement and former Governor Sarah Palin. Murkowski announced that despite her defeat in the primary,she would run in the general election as a write-in candidate.

Honest services fraud is a crime defined in 18 U.S.C. § 1346,added by the United States Congress in 1988,which states "For the purposes of this chapter,the term scheme or artifice to defraud includes a scheme or artifice to deprive another of the intangible right of honest services."

Skilling v. United States,561 U.S. 358 (2010),is a United States Supreme Court case interpreting the honest services fraud statute,18 U.S.C. § 1346. The case involves former Enron CEO Jeffrey Skilling and the honest services fraud statute,which prohibits "a scheme or artifice to deprive another of the intangible right of honest services". The Court found the statute vague,meaning it was written in a manner that almost anyone could be convicted of the statute by engaging in most legal activities. However,the Court refused to void the statute as unconstitutionally vague. The Court decided to limit the application of the statute only to defendants who hold a fiduciary duty and they participate in bribery and kickback schemes. The Court supported its decision not to rule the statute void for vagueness on its obligation to construe and not condemn Congress' laws. Ultimately,Skilling's sentence was reduced by 10 years as a result.

Craig F. Stowers was an American lawyer and jurist who served as an associate justice,and the 18th chief justice,of the Alaska Supreme Court. He was appointed by Governor Sean Parnell in 2009 as an associate justice to replace retiring Justice Robert Eastaugh. Stowers was one of seven candidates recommended to the Governor by the Alaska Judicial Council out of a record 25 applicants.

Kelly Chaundel Tshibaka is an American attorney and politician who served in the federal government from 2002 to 2019 in several inspector general offices. Upon moving back to her home state of Alaska in 2019,she served for two years as the commissioner of the Alaska Department of Administration until 2021. Tshibaka was a Republican candidate for the United States Senate in the 2022 election. She lost to the incumbent,Republican Lisa Murkowski.
