Joseph Lawrence Dunn (born September 5,1958) is an American former California State Senator who represented California's 34th Senate District in central Orange County from 1998 to 2006.
Dunn was born in St. Paul,Minnesota and graduated from the College of St. Thomas and University of Minnesota Law School. [1] [2]
As senator,Dunn led the state's investigation into Enron's involvement in the 2000–2001 energy crisis. [3] He was first elected to the state Senate in 1998,when he unseated incumbent Republican Rob Hurtt by a 51% to 49% margin. Dunn was reelected in 2002. He ran for the Democratic nomination for Controller in 2006 but lost by 53% to 47% to John Chiang,who would then go on to win the general.
In October 2006,Dunn was appointed as CEO of the California Medical Association. [4]
In 2010,Dunn was selected as the Executive Director of the State Bar of California. [5] On November 13,2014,the State Bar issued a statement saying that Dunn's employment as Executive Director had been terminated by the Board of Trustees. [6] According to the Courthouse New Service,Dunn then filed a whistleblower lawsuit against the State Bar challenging the termination because he had exposed malfeasance and "egregious improprieties." [7] [8] [9] The State Bar denied Dunn's allegations,saying the "Board received a complaint from a high-level employee raising serious,wide-ranging allegations about ... Dunn and certain State Bar employees." [10] [11] In January 2016,The Recorder released a report indicating that State Bar,while under Dunn's leadership,incurred excessive international travel expenses for trips to El Salvador,Mexico,Guatemala,Nicaragua,Peru and Mongolia. [12] Dunn's allegations against the State Bar were diverted to an arbitration proceeding under terms of his contract. In March 2017,Arbitrator Edward Infante issued a ruling that exonerated the State Bar,which had said it fired Dunn in 2014 for misleading the agency's board about critical policy matters. [13]
In July 2022,the State Bar filed disciplinary charges against Dunn,alleging three counts of moral turpitude during his time heading the organization and seeking his disbarment. [14] [15] [16]
Dunn is a founding partner of The Senators (Ret.) Firm,LLP,"a law and political consulting firm where [the founders]...exert a powerful influence on national and statewide issues." [17]
The Sarbanes–Oxley Act of 2002 is a United States federal law that mandates certain practices in financial record keeping and reporting for corporations. The act,,also known as the "Public Company Accounting Reform and Investor Protection Act" and "Corporate and Auditing Accountability,Responsibility,and Transparency Act" and more commonly called Sarbanes–Oxley,SOX or Sarbox,contains eleven sections that place requirements on all U.S. public company boards of directors and management and public accounting firms. A number of provisions of the Act also apply to privately held companies,such as the willful destruction of evidence to impede a federal investigation.
Jeffrey Keith Skilling is an American businessman and convicted felon who was the CEO of Enron Corporation during the Enron scandal. In 2006,he was convicted of federal felony charges relating to Enron's collapse and eventually sentenced to 24 years in prison. The US Supreme Court heard arguments in the appeal of the case March 1,2010. On June 24,2010,the Supreme Court vacated part of Skilling's conviction and transferred the case back to the lower court for resentencing.

Allen Stanford Ponzi scheme investigations. In June 2013,the SEC settled with Weber his whistleblower protection and U.S. District Court lawsuits,paying him one of the largest federal employee whistleblower settlements ever. In 2014,In Bed with Wall Street author Larry Doyle named Dr. Weber as one of his "top 5 whistleblowers". On July 30,2015,Weber was recognized by six United States Senators and one member of the House of Representatives at the First Congressional Celebration of National Whistleblower Appreciation Day. On August 5,2021,Dr. Weber met with the President,Speaker of the House,and Senators at the signing of H.R. 3325,the awarding of the Congressional Gold Medal for those officers who lost their lives at the Capitol Insurrection,as he represents one of the deceased police officers and his widow. Ultimately,he was successful in having his client Police Officer Jeffrey L. Smith designated as having died in the line of duty by the District of Columbia in March 2022,and in August 2023 by the U.S. Department of Justice. Dr. Weber is now a forensic accounting professor at the Perdue School,Salisbury University. As part of his teaching duties,he is a special investigator for the Maryland State's Attorneys Offices in two adjoining counties,and a Virginia financial crimes state prosecutor in the neighboring Virginia county. He supervises his students who act as intern investigators on financial crime cases.
