Joint Space Operations Center (JSpOC) is a command and control (C2) weapon system focused on planning and executing US Strategic Command's Joint Functional Component Command for Space (JFCC SPACE) mission. The purpose of the JSpOC is to provide a focal point for the operational employment of worldwide joint space forces, and enable the Commander of JFCC SPACE (CDR JFCC SPACE) to integrate space power into global military operations. The JSpOC is located at Vandenberg Air Force Base in California, and is the organization responsible for performing all of the orbit determination activity necessary to maintain the US space catalogue. Vandenberg Air Force Base is a United States Air Force Base 9.2 miles (14.8 km) northwest of Lompoc, California. It is under the jurisdiction of the 30th Space Wing, Air Force Space Command (AFSPC).

Orbit determination

Orbit determination is the estimation of orbits of objects such as moons, planets, and spacecraft. One major application is to allow tracking newly observed asteroids and verify that they have not been previously discovered. The basic methods were discovered in the 17th century and have been continuously refined.

Organization

The JSpOC includes the personnel from all four military services and three Allied nations (United Kingdom, Australia, and Canada), facilities and equipment necessary to provide CDR JFCC SPACE the ability to plan and execute command and control of worldwide space forces. It is composed of five core divisions: Strategy Plans (SPD), Combat Plans (CPD), Combat Operations (COD), Intelligence, Surveillance and Reconnaissance (ISRD)and Space Surveillance (SSD).

In 2015, in an effort to consolidate and maximize effiencies for command and control, the Department of Defense announced that it will establish a Joint Interagency Combined Space Operations Center (JICSpOC), in conjunction with U.S. Strategic Command, Air Force Space Command, and the intelligence community, to be located at Schriever Air Force Base in Colorado Springs. Schriever Air Force Base is a base of the United States Air Force located approximately 10 miles east of Peterson Air Force Base near Colorado Springs in El Paso County, Colorado, United States.

Products

Three products are used to plan and execute JFCC SPACE forces in support of the mission:

All three products can be effectively matched to synchronize with ongoing exercise or real-world wartime operations in any geographic combatant command.

Combat Operations Division effectively directs the execution phase of operations and provides information on tasking responses to CDR JFCC SPACE, the other JSpOC divisions, upper command echelons, and theater space personnel for their space situational awareness. In doing so, they create and maintain the Single Integrated Space Picture (SISP).

The Intelligence, Surveillance, and Reconnaissance Division is integrated into all phases of the operational cycle, providing pertinent space intelligence information to the other three divisions in support of the strategy, planning and operations monitoring efforts.

614th Air and Space Operations Center

The 614th Air and Space Operations Center is a United States Air Force operations center. It is a subordinate unit of the Fourteenth Air Force / (Air Forces Strategic and Air Force Space Command. Its mission is to "To defend the United States and its Allies through the creation of space situational awareness and the command and control of joint space operations on behalf of CDR JFCC SPACE." Per AFSPC special order, 614 AOC was redesignated from the 614th Space Operations Group effective 24 May 2007; the ceremony to redesignate was held outside the 14 AF headquarters building, 18 June 2007, at Vandenberg AFB, CA.

9th Combat Operations Squadron

The United States Air Force's 9th Combat Operations Squadron, previously known as the 9th Space Operations Squadron, is a Air Force Reserve Command space operations unit located at Vandenberg Air Force Base, California. The 9th augments the 614th Air and Space Operations Center in operating the Joint Space Operations Center, or JSpOC, performing combat operations, plans, strategy and intelligence assessments that enable the Commander, Joint Functional Component Command for Space to command and control space forces by providing worldwide space effects and theater support to combatant commanders.

148th Space Operations Squadron

The United States Air Force's 148th Space Operations Squadron is a satellite control unit located at Vandenberg AFB, California. The 148th SOPS is tasked with back-up command and control of the MILSTAR satellite constellation.

History

Apr 1996 Thirty-seven members were assigned to the 614th Space Operations Flight (614 SOPF) and were initially housed in two temporary facilities.

Nov 1997 The 614 SOPF christened a new space operations center. 614 SOPF was later redesignated 614 SOPS.

1 Aug 1998 Since its inception, the 614 SOPG has continuously operated the Air Force’s command and control center for space operations forces, variously known as the Space Operations Center, the SPACAF AOC, and finally, the Joint Space Operations Center, or JSpOC. During its history, it also had responsibility for the 614th Space Communications Squadron and its mission of serving as the Extremely High Frequency SATCOM subject matter expert, as well as providing manning to the Global and Regional SATCOM Support Centers. In May 2005, the 614 SOPG took responsibility for the 1st Space Control Squadron and its mission of tracking and cataloging all man-made objects in space.

July 1999 The Space Operations Center was redesignated as the 14th Air Force Air and Space Operations Center (Space AOC). With the support of Headquarters Air Force Space Command, Space AOC manpower grew to over 100 positions.

May 2005 The Space AOC was redesignated as the Joint Space Operation Center (JSpOC) and moved into a new, larger facility still within the 14th Air Force HQ building. The 1st Space Control Squadron became part of the 614 AOC / JSpOC.

21 Sep 2007 The ribbon is cut on a new operations center which consolidated all 614 AOC units at Vandenberg Air Force Base in California. Operations began in the new facility on 18 Aug 2007. General Kevin P. Chilton (AFSPC/CC) presided; Maj Gen William L. Shelton (14 AF/CC) was also present. The 614 AOC is co-located with and forms the core of the JSpOC.

Emblem

The unit shield takes elements from its heritage and parent unit. The four-color center is taken from the JFCC SPACE shield. The purple background signifies the joint environment in which they work. The tiger is taken from the patch of the 614 AOC, and 614 SOPG before it. The key in the middle of the shield comes from the former 614 SIS and the intelligence operators that currently staff the JSpOC. The orbit and star are brought from the former 614 SOPS and also shows the unit's tie to the original Army Air Corps and the command and control of space forces operating weapons systems traversing through space. Finally, the banner encircling the patch is the JSpOC's formal name and motto.

Honors

Members assigned via its multiple force providing units have a distinguished history earning many awards, including the 2005 US Strategic Command (USSTRATCOM) Omaha Trophy for the Best Space and Information Operations Unit and 2007 [4] USSTRATCOM Omaha Trophy for the Best Space Operations Unit.

JSpOC force providers have earned many awards, including the Air Force Organizational Excellence Award in 1998 and the Air Force Outstanding Unit Award for 2005, 2006 and 2008.

614th Space Operations Squadron

The 614th Space Operations Squadron was a squadron of the United States Air Force (USAF) under Air Force Space Command (AFSPC). By AFSPC order the unit inactivated 24 May 2007. Its mission and members moved to the Combat Operations Division of the 614th Air and Space Operations Center. The inactivation was part of the larger USAF plan to implement the Numbered Air Force-Component structure. The unit's members became the plankholders of the 614th Air and Space Operations Center and the Joint Space Operations Center.

Air Force Command and Control Integration Center

The Air Force Command and Control Integration Center (AFC2IC) was an Air Combat Command (ACC) Field Operating Agency (FOA) responsible for innovating, designing, developing, integrating, and sustaining command and control (C2) capabilities. The headquarters was a tenant unit of Langley Air Force Base, with several outlying support locations.

The AFC2IC deactivated in 2013. Joint Functional Component Command for Space and Global Strike was a component of the United States Strategic Command. It was headquartered at Offutt Air Force Base, Nebraska. The Commander, JFCC SGS was dual hatted as the Commander, Eighth Air Force and Commander, JFCC SGS. On 19 July 2006, JFCC SGS was reorganized into two separate JFCCs: Joint Functional Component Command for Global Strike and Integration and Joint Functional Component Command for Space. The Commander of JFCC SGS at the time of the reorganization was Lieutenant General Robert J. Elder, Jr., USAF, who became the new Commander of JFCC-GSI.

Cheyenne Mountain Air Force Station

Cheyenne Mountain Air Force Station (CMAFS) is located on Cheyenne Mountain on the Front Range of the Rocky Mountains in unincorporated El Paso County, Colorado, next to Colorado Springs, The Cheyenne Mountain Complex, an underground facility on Cheyenne Mountain AFS, was first built for the North American Aerospace Defense Command (NORAD) Combat Operations Center, though NORAD moved day-to-day operations to its headquarters on Peterson AFB in 2006. However, day-to-day operations were moved back in 2011 after a major overhaul and renovation. The location now supports U.S. Strategic Command's Missile Warning Center, other strategic warning and survivable capabilities, and provides a ready alternative operating location for NORAD's command center.

The Battlefield Coordination Detachment , or BCD, is the senior United States Army liaison element of the Army Air Ground System. The BCD serves as a bridge between the senior US Army headquarters element and the senior Air Force headquarters in each respective US combatant command or theater of operations. The BCD enables the coordination of Army-Air Force mission command, fire support, integrated air and missile defense, intelligence sharing, airspace management, and airlift.
