Jorge Luis Hinojosa Moreno (born 27 September 1954) is a Mexican politician affiliated with the National Action Party. As of 2014 he served as Deputy of the LIX Legislature of the Mexican Congress as a plurinominal representative. [1]

Before he assumed leadership of the entire cartel, he allegedly served as the logistical coordinator for its Guzmán-Zambada organization, which has overseen the trafficking of cocaine and heroin into Chicago and other US cities by aircraft, narcosubs, container ships, go-fast boats, fishing vessels, buses, rail cars, tractor trailers, and automobiles.

On September 26, 2014, forty-three male students from the Ayotzinapa Rural Teachers' College disappeared after being forcibly abducted in Iguala, Guerrero, Mexico, in what has been called "one of Mexico’s most infamous human rights cases". They were allegedly taken into custody by local police officers from Iguala and Cocula in collusion with organised crime, with later evidence implicating the Mexican Army. Officials have concluded "there is no indication the students are alive", but as of 2024, only three students remains have been identified and their deaths confirmed.
