The Pontifical Catholic University of Puerto Rico is a Roman Catholic university with its main campus in Ponce, Puerto Rico. The Captaincy General of Venezuela, also known as the Kingdom of Venezuela, was an administrative district of colonial Spain, created on September 8, 1777, through the Royal Decree of Graces of 1777, to provide more autonomy for the provinces of Venezuela, previously under the jurisdiction of the Audiencia of Santo Domingo and then the Viceroyalty of New Granada. It established a unified government in political (governorship), military, fiscal (intendancy), ecclesiastical (archdiocese) and judicial (audiencia) affairs. Its creation was part of the Bourbon Reforms and laid the groundwork for the future nation of Venezuela, in particular by orienting the province of Maracaibo towards the province of Caracas.
Manuel de la Pila Iglesias was a Puerto Rican physician practicing in Ponce, Puerto Rico, who specialized in a half-dozen medical specialities. He founded a medical clinic in Ponce that grew into a large medical center. Pila Iglesias is considered "one of the giants of Puerto Rican medicine". He was also one of the leaders behind the development of the School of Medicine of the University of Puerto Rico.
Andrés Rodríguez de Villegas (1580–1631) was a Spanish soldier who served as governor and captain-general of the Province of Isla Margarita, Venezuela (1619–1626) and as governor of Spanish Florida (1630–1631).
Juan Damián López de Haro, O.SS.T. (September 27, 1581 – August 24, 1648) was a member of the House of Haro, a member of the Order of the Most Holy Trinity and served as Bishop of Puerto Rico (1643–1648). He is known for expressing his disillusionment on Puerto Rico's dilapidated colony status in letters and poems written to Spanish officials.
Margarita Province was one of the provinces of the Spanish Empire, then one of the provinces of Gran Colombia, and later one of the Provinces of Venezuela. In Gran Colombia it belonged to the Orinoco Department which was created in 1824. With the creation of the States of Venezuela in 1864 it became Nueva Esparta.

Alejandro Javier García Padilla is a Puerto Rican politician and attorney who served as governor of Puerto Rico from 2013 to 2017. Prior to this position, García Padilla held various roles in the political landscape of Puerto Rico; first as Secretary of Consumer Affairs, and then as a member of the 24th Senate of Puerto Rico and as president of the Popular Democratic Party. Locally, he is a staunch advocate for maintaining the current political status of Puerto Rico as that of an unincorporated territory of the United States with self-government, while at the national level he is allied with the Democratic Party.
Juan de Eulate was a Spanish soldier who served with distinction in the Netherlands, and later was appointed Governor of New Mexico between 1618 and 1625 at a time when it was a province of New Spain. He then became Governor of the Margarita Province, based on Isla Margarita off the coast of what today is Venezuela, from 1630 to 1638 before retiring to Spain.

Incumbent New Progressive Party resident commissioner Jenniffer González, was re-elected to a second term in office.
