Karel Hirman (born 1 June 1970) is a Slovak engineer,manager and politician. Since September 2022 he has served as the Economy minister of Slovakia.
Hirman studied oil and gas extraction and transport at the Gubkin Russian State University of Oil and Gas and mining at the Technical University of Košice. [1]
After graduation,Hirman worked as a journalist for the Czech Press Agency as well the Slovak Economic weekly Trend,covering the Commonwealth of Independent States and energy topics. [2]
Since 2005,Herman managed several energy companies in Slovakia,including Košice public heating provider TepláreňKošice,state-owned oil transporatation company TRANSPETROL as well as nickel distributor ENERGY-METAL. [3]
Herman was in charge of implementation of a large-scale energy consumption optimization project funded by the European Investment Bank in the Prešov region. Between 2007 and 2014 he headed the energy department of the Slovak Innovation and Energy Agency. He is also a regular contributor to the outputs of the think tank Slovak Foreign Policy Association. Hirman served as an advisor to multiple politician,including the Foreign Affairs minister Miroslav Lajčák and the Prime Minister Iveta Radičová. He also advised the Christian Democratic Movement and the Progressive Slovakia parties on their energy policies. He also served in the team of Ivan Mikloš advising the Ukrainian prime minister Volodymyr Groysman. [4]
Following the abdication of Richard Sulík,Hirman was included in the government as a Minister of the Economy on 13 September 2022. [3]

NIOC was established in 1948 and restructured under The Consortium Agreement of 1954. NIOC ranks as the world's second largest oil company,after Saudi Arabia's state-owned Aramco.
The Russia–Ukraine gas disputes refer to a number of disputes between Ukrainian oil and gas company Naftogaz Ukrayiny and Russian gas supplier Gazprom over natural gas supplies,prices,and debts. These disputes have grown beyond simple business disputes into transnational political issues—involving political leaders from several countries—that threaten natural gas supplies in numerous European countries dependent on natural gas imports from Russian suppliers,which are transported through Ukraine. Russia provides approximately a quarter of the natural gas consumed in the European Union;approximately 80% of those exports travel through pipelines across Ukrainian soil prior to arriving in the EU.
Naftogaz of Ukraine is the largest national oil and gas company of Ukraine. It is a state-owned company subordinated to the Government of Ukraine. The vertical-integrated company carries out a complete cycle of exploration operations and development of deposits,operating and exploratory drilling,extraction,transportation,and refinement of natural gas and crude oil,supply of natural and liquefied gas to consumers.
Russia's energy policy which is set out in the government's Energy Strategy document,first approved in 2000,which sets out the government's policy to 2020. The Energy Strategy outlines several key priorities:an increase in energy efficiency,reducing the impact on the environment,sustainable development,energy development and technological development,as well as improved effectiveness and competitiveness. Greenhouse gas emissions by Russia are large because of its energy policy. Russia,one of the world's energy superpowers,is rich in natural energy resources,the world's leading net energy exporter,and a major supplier to the European Union. While Russia has also signed and ratified the Kyoto Protocol numerous scholars note that Russia uses its energy exports as a foreign policy instrument towards other countries.
Norway is a large energy producer,and one of the world's largest exporters of oil. Most of the electricity in the country is produced by hydroelectricity. Norway is one of the leading countries in the electrification of its transport sector,with the largest fleet of electric vehicles per capita in the world.
The fossil fuels lobby includes paid representatives of corporations involved in the fossil fuel industry,as well as related industries like chemicals,plastics,aviation and other transportation. Because of their wealth and the importance of energy,transport and chemical industries to local,national and international economies,these lobbies have the capacity and money to attempt to have outsized influence governmental policy. In particular,the lobbies have been known to obstruct policy related to environmental protection,environmental health and climate action.

Between 2005 and 2007 he served as Minister of Economy,between 2011 and 2013 he was Undersecretary of State at the Ministry of Environment and Chief State Geologist,since 2016 he has been serving as President of the Management Board of the Polish Oil and Gas Company (PGNiG).

Energy consumption per person in Turkey is similar to the world average,and over 85 percent is from fossil fuels. From 1990 to 2017 annual primary energy supply tripled,but then remained constant to 2019. In 2019,Turkey's primary energy supply included around 30 percent oil,30 percent coal,and 25 percent gas. These fossil fuels contribute to Turkey's air pollution and its above average greenhouse gas emissions. Turkey mines its own lignite but imports three-quarters of its energy,including half the coal and almost all the oil and gas it requires,and its energy policy prioritises reducing imports.
The Gore–Chernomyrdin Commission,or U.S.–Russian Joint Commission on Economic and Technological Cooperation,was a United States and Russian Joint Commission developed to increase cooperation between the two countries in several different areas. The Commission was developed by the United States’President Bill Clinton and Russian President Boris Yeltsin at a summit in Vancouver in April 1993. Al Gore,the United States Vice President,and Viktor Chernomyrdin,the Russian Prime Minister,were appointed as co-chairmen and the committee derives its name from those two individuals. Before his appointment to the Commission,Chernomyrdin oversaw the Soviet national oil industry as minister from 1985–1989. After the fall of the Soviet Union,Chernomyrdin organized the Soviet oil industry into the Gazprom corporation.
Alberto Clò is an Italian businessman,politician and academic. He served as minister of industry from 1995 to 1996. He has been also director of the Italian company Eni SpA.
International sanctions have been imposed against Russia and Crimea during the Russo-Ukrainian War by a large number of countries,including the United States,Canada,the European Union,and international organisations following the Russian annexation of Crimea,which began in late February 2014. Belarus has also been sanctioned for its cooperation with and assistance to Russian armed forces. The sanctions were imposed against individuals,businesses,and officials from Russia and Ukraine. Russia responded with sanctions against several countries,including a total ban on food imports from Australia,Canada,Norway,Japan,the United States,and the EU.
The Cabinet of Eduard Heger was the 12th government of Slovakia,led by Prime Minister Eduard Heger. It was originally a four-party majority coalition government composed of Ordinary People and Independent Personalities (OĽaNO),We Are Family,Freedom and Solidarity (SaS) and For the People. Following a coalition crisis in summer 2022,SaS left the government,which resulted in a minority government.
The 2021–2023 global energy crisis began in the aftermath of the COVID-19 pandemic in 2021,with much of the globe facing shortages and increased prices in oil,gas and electricity markets. The crisis was caused by a variety of economic factors,including the rapid post-pandemic economic rebound that outpaced energy supply,and escalated into a widespread global energy crisis following the 2022 Russian invasion of Ukraine. The price of natural gas reached record highs,and as a result so did electricity in some markets. Oil prices hit their highest level since 2008.
Following Russia's invasion of Ukraine beginning on 24 February 2022,the United States,the European Union,and other Western countries introduced or significantly expanded sanctions covering Russian President Vladimir Putin and other government members,and banned "selected Russian banks" from using the SWIFT international payments system,triggering the 2022 Russian financial crisis and a massive international boycott of Russia and Belarus,which supports the invasion.
