Ahti Karjalainen's second cabinet was the 53rd government of Finland. [1] The cabinet existed from 15 July 1970 to 29 October 1971. It was a majority coalition government formed by the Social Democratic Party of Finland, the Agrarian League, the Finnish People's Democratic League, the Liberals, and the Swedish People's Party of Finland.

Urho Kaleva Kekkonen, often referred to by his initials UKK, was a Finnish politician who served as the eighth and longest-serving president of Finland from 1956 until 1982. He was the third and most recent president from the Agrarian League/Centre Party. As head of state for nearly 26 years, he dominated Finnish politics, held a large amount of power, won his later elections with little opposition and has often been classified as an autocrat. Nevertheless, he remains a respected figure.
The Swedish People's Party of Finland is a political party in Finland aiming to represent the interests of the minority Swedish-speaking population of Finland. The party is currently participating in the government of Sanna Marin, holding the positions of Minister of Justice and Minister for Nordic Cooperation and Equality.

Ahti Kalle Samuli Karjalainen was a Finnish politician. He was a member of the Agrarian League and served two terms as Prime Minister of Finland. He is, however, better known for his period as Minister of Foreign Affairs of Finland. Karjalainen is considered one of the most influential figures in post-war Finnish politics. Like President Urho Kekkonen, Karjalainen attached great importance to Finland's relationship with the Soviet Union.

Social Democratic Union of Workers and Smallholders was a political party in Finland. TPSL originated as a fraction of the Social Democratic Party of Finland, headed by Emil Skog and Aarre Simonen. Skog was the former chairman of SDP and was in dispute with the incumbent chairman, Väinö Leskinen. The party was founded in 1959, had seats in the parliament in 1959–1970 and was dissolved in 1973. It was generally identified as being politically between SDP and SKDL.

Meeri Sirka Kalavainen was a Finnish politician. She represented Kymi in the Parliament of Finland as a member of the Social Democratic Party from 1948 to 1979. She was also the country's first minister of culture in the cabinet of prime minister Ahti Karjalainen from 1970 to 1971.
Anna-Liisa Korpinen was a Finnish politician. She represented Lapland in the Parliament of Finland as a member of the Finnish People's Democratic League from 1951 to 1974. In 1968, she was appointed as Minister of Social Affairs by prime minister Mauno Koivisto, and was the Minister of Social Affairs and Health in prime minister Ahti Karjalainen's government from 1970 to 1971.
