Kerala Social Security Mission

The Kerala Social Security Mission (KSSM) is a government initiative aimed at providing social welfare services and support to vulnerable populations in the state of Kerala, India. [1] Established under the Department of Social Justice, KSSM plays a crucial role in ensuring social security for marginalized groups, including elderly citizens, disabled individuals, widows, and people living below the poverty line. The mission seeks to enhance the quality of life for these communities by offering various welfare programs, healthcare initiatives, and financial aid schemes. The initiative was started in 2008 as a charitable society under the Government of Kerala. [2]

Organizational setup

The Kerala Social Secuirty Mission is headed by a governing body consisting of 15 individuals, including the minister for social justice as chairman. An executive committee headed by the secretary to government and consisting of five members take care of the day-to-day functioning of the mission. There are three regional directors, two in Thiruvananthapuram and one in Kozhikode. [3]

The National Health Mission (NHM) was launched by the government of India in 2013 subsuming the National Rural Health Mission and National Urban Health Mission. It was further extended in March 2018, to continue until March 2020. It is headed by Mission Director and monitored by National Level Monitors appointed by the Government of India.Rural Health Mission (NRHM) and the recently launched National Urban Health Mission (NUHM). Karunya HealthCare Scheme is a health insurance scheme introduced by the Government of Kerala to provide financial assistance for the treatment of serious diseases and medical conditions for individuals from economically weaker sections of society. The scheme, which was launched in 2019, is part of Kerala's comprehensive efforts to enhance healthcare accessibility and provide equitable healthcare for all its citizens. According to this scheme, a health cover of Rs. 5 lakhs per family per year is provided for secondary and tertiary care hospitalization to over 42 lakhs for poor and vulnerable families that form the bottom 40% of the Kerala population.

The Jeevanam Self-Employment Scheme is an initiative by the Government of Kerala, implemented through the Department of Social Justice, to support the dependents of crime victims and individuals who have suffered serious injuries due to criminal acts. The scheme aims to provide financial assistance to help these individuals establish self-employment ventures, thereby promoting their economic independence and rehabilitation. This initiative was first piloted in Pathanamthitta district in 2020.

Sruthitharangam is a cochlear implantation scheme introduced by the Government of Kerala to provide financial assistance for children with severe hearing impairment. The scheme aims to support cochlear implant surgeries for people who are unable to afford the procedure on their own, targeting those from low-income families.

Vayomithram Project is an initiative by the Kerala Social Security Mission launched in 2010-11, aimed at providing comprehensive healthcare and support services to senior citizens aged 65 and above. The three main features of this project are mobile clinics, palliative care and help desk for the elderly. This project is aimed at elderly individuals living in municipality/corporation areas in Kerala.

Thalolam Scheme is an initiative under the Kerala Social Security Mission by the Social Justice Department, Kerala. It was launched on 1 January 2010 to provide free treatment for children below the age of 18 suffering from chronic diseases such as chronic kidney disease, cardiovascular diseases, cerebral palsy, brittle bone disease, hemophilia, thalassemia, sickle cell anemia, orthopedic deformities, congenital anomalies, neurodevelopmental disabilities and accidents needing surgery. In 2019, ₹ 2 crores were allocated for this project.

The Snehapoorvam Scheme is a welfare initiative introduced by the Kerala Social Security Mission in 2012, aimed at providing financial assistance and social support to children from economically disadvantaged families, especially those who have lost their parents or guardians. Launched in 2005 under the Department of Social Justice, the scheme seeks to ensure that vulnerable children receive adequate financial support to meet their basic needs and continue their education.

Snehasparsham is a social welfare scheme by the Social Justice Department of Government of Kerala for protecting unwed mothers. Under this scheme, a financial assistance of ₹1000 is given to unwed mothers below 65 years of age, residing in Kerala. To qualify for this scheme, the beneficiary should not be a recipient of any other pension schemes of the government. As of 2024, there are 1162 beneficiaries under this scheme. As of 2021, approximately ₹ 3 crores were spent by the government as a part of this scheme.

The Samaswasam Scheme is a financial assistance program by the Government of Kerala, designed to support patients with various chronic medical conditions. The scheme is divided into multiple components:
