Khalif Isse Mudan (Somali :Jeneraal Khaliif Ciise Mudan) was a Somali politician and Puntland Minister of Security and DDR from 2011 to 2014. Former Somali Air Force Commander. He died in Ankara on November 24,2020 due to COVID-19. [1] [2]
Mudan was born in 1953 in Boosaso,the capital of Bari Region,and he completed his primary education in Boosaso,especially at Haji Mire School. [3]
He continued his middle and high school education in Mogadishu,where he moved in 1962,and was sent for military training in 1970,where he received training in military aircraft flying in Russia. [4]
In 1974,he returned to the country and joined the Somali Military Forces,as a senior pilot in the Somali National Army,where he held various ranks until he received the rank of Major in 1977. [5]
Also,in the same year 1977,he was awarded a medal for bravery during the war between Somalia and Ethiopia,in which he showed great success,as at that time he was a pilot in the country's military aircraft. [5]
In 1987 Gen. Khalif Isse Mudan,received the rank of Colonel,and was appointed the Commander of the Air Force Base in Balli-doogle,a position he has held since 1990,and earned the rank of Brigadier General. [5]
In 1990,Gen. Khalif Isse Mudan was appointed as the Commander of the Somali Air Force,a position he has held since 1991,when the central government of the country fell. [5]
In the years 1991-1998,he worked on the reconciliation and peace of the North-East region,which is now known as Puntland,and in 1998 he became one of the founders of the Puntland government. [5]
On 29 June 2006 Khalif Isse Mudan,owner/operator of Mudan Airlines,signed a contract with Prime Minister of Transitional Federal Government of Somalia,Ali Mohamed Ghedi in Nairobi granting Mudan Airlines the right to transport weapons and ammunition from Ethiopia to Baidoa for TFG. [6]
After serious of illness,he died hospital in Ankara,Turkey November 24,2020. [7]
The Majeerteen, alternately known as MohammedHarti,are a prominent Somali sub-clan of the Harti,which falls under the Darod conglomerate of clans. Traditionally,they inhabit extensive territories in the Bari,Nugaal,and Mudug regions of Somalia,spanning from Bosaso to Garacad,mainly in Puntland state. Additionally,Majeerteen populations are present in southern towns such as Kismayo.
The Darod is a Somali clan. The forefather of this clan is Sheikh Abdirahman bin Isma'il al-Jabarti,more commonly known as Darod. The clan primarily settles the apex of the Horn of Africa and its peripheries,the Somali hinterlands adjacent to Oromia (Ogaden),and both sides of the Kenya–Somalia border. The Darod clan is the largest Somali clan family in the Horn of Africa.
Hirsi Ali "Magan" Isse,commonly known as Hirsi Magan,was a Somali scholar,intellectual,and political dissident. He was a prominent figure in the Somalian Rebellion,Somali culture,and Somalia's political elite. Magan co-founded the Somali Salvation Democratic Front (SSDF),a political and paramilitary group that opposed the government's authoritarian policies,and he was imprisoned for his dissent.
Ali Khalif Galaydh was a Somali politician. He was the Prime Minister of the transitional Somalia administration from 8 October 2000 to 28 October 2001. Galaydh had extensive experience in public policy,diplomacy,public administration,and business. He taught these subjects at public universities in the United States. Additionally,Galaydh was the president of the Khaatumo state. In 2017,he signed an agreement with the Somaliland government which stipulated the amendment of Somaliland's constitution,this would’ve promoted peace and stability throughout the regions of Sool,sanaag and cayn.

Osman Mahmoud is a Somali sub-clan and is one of the largest sub-clans within the larger Majeerteen Harti branch of the Darod clan. The sub-clan is most renowned for its rich history within Somalia,that of which include sultanates such as the Majeerteen Sultanate and Hobyo Sultanate.
The Puntland Maritime Police Force (PMPF) is a security force based in Puntland,an autonomous region in northeastern Somalia. As of May 2024,the PMPF had around 4800 personnel. The force is eventually expected to comprise 10,000 personnel.
General Abdirizak Khalif Elmi is a Somali military commander. He is the Deputy Chief of the Somali National Army,having been appointed to the position on 13 March 2013 in place of Abdikarin Yusuf Dhega Badan. General Dahir Adan Elmi was concurrently named as the new Chief of Army. Khalif's term as Deputy Chief of Army ended on 26 September 2015,when he and Elmi were transferred by presidential decree to other positions. Eng. Mohamed Isse Ali,also known as Col. Mohamed Isse Ganaje,is a Somali engineer,Navy commander,and politician. Lacle has extensive experience in naval warfare,electricity and mechanics,politics and diplomacy. He has taught subjects in naval warfare and engineering in the Technical Maritime Intermediate School of the National Somali Navy and served as director from 1981 to 1982. He served in the Somali Navy from 1975 to 1991 and held several commanding positions at his time before the Somali Civil War broke. He holds the rank of naval captain. He currently resides in Garoe,the capital of Puntland.
The Islamic State –Somalia Province or Abnaa ul-Calipha is an Islamic State affiliate that primarily operates in the mountainous areas of Puntland,and which has also claimed responsibility for several terrorist attacks throughout the rest of Somalia. The group first appeared in the latter half of 2015 when pro-Islamic State fighters within Al-Shabaab defected and pledged allegiance to ISIS caliph Abu Bakr al-Baghdadi. Led by Sheikh Abdul Qadir Mumin,the group has an estimated 500-700 fighters.
The Somaliland National Army,is the land force and largest branch of the Somaliland Armed Forces is based in the Somaliland capital of Hargeisa. The Somaliland National Army is composed entirely of professionals and volunteers due to the army not being mandatory of conscription. Some Somaliland battalions operate near the Puntland border due to a border dispute.

Ahmed Abdi Mohamud Sugulle "Habsade" is a Puntland and Somaliland politician. He was a decorated Colonel in the Somali Armed Forces and the second in command of the Somali Custodial Corps equivalent to that of the Italian Arma dei Carabinieri but the Custodial Corps fall under the Ministry of the Interior and are part of the Police Force. A politician and respected elder later in life (he was instrumental in the founding of Somaliland and became the Speaker of the Somaliland House of Representatives. In 1998,he was appointed Minister of the Interior of Puntland but was dismissed in 2007 after a conflict with Mohamud Muse Hersi,who became President of Puntland in 2006. In 2007,he brought Somaliland troops into Las Anod,leading to Somaliland's effective control of the Sool region. He served as various Somaliland Ministers of state from 2008. In 2014,Abdiweli Gaas became President of Puntland and he come back to Puntland.

Isse Mohamoud Yusuf ''Yuluh'' a former pirate who is involved in various illegal activities in Bari,Puntland,Somalia. He serves as a weapons and logistics facilitator for ISIS-Somalia,operating as part of the Qandala-Hafun network. His role includes smuggling weapons.

Asad Osman Abdullahi;also known as "Asad Diano" is the chief of the Somali Police Force appointed on 26 September 2024,Diano was the founding members of the political party,Mideeye,and he was the former director general of the Puntland Security Force. He was also a Puntland presidential candidate in 2019 and 2024 elections.
The 2019 Puntland presidential election was held on 8 January 2019 in Garowe,the administrative capital of the autonomous Puntland state of Somalia. The fourth such vote to be held in the state since its establishment 1998,it followed the election of a new Parliament Speaker and Deputy Speakers on January 04,2019 by the 66-seat bicameral legislature. Candidates included officials from the incumbent Puntland administration,former government ministers and prominent local entrepreneurs. The ballot saw the election of former somali minister of planning Said Abdullahi Deni as the sixth president of Puntland,narrowly defeating General Asad Osman Abdullahi. Parliament of Puntland concurrently elected Ahmed Elmi Osman as Puntland's new vice president in place of Abdihakim Abdullahi Haji Omar.
