At the beginning of July 2024 reports of the "Kharakternyky" Ukrainian convicts battalion started to appear. [3]

Prisoners who are barred from recruitment include those convicted of the murder of two or more people, rape, sexual violence, terrorism and treason. [3] If a member of the battalion would attempt to desert or retreat without authorisation, an additional 5 to 10 years would be added to their sentence. [4] Protection for Prisoners of Ukraine leader, Oleg Tsvily said that his organization "supports the idea behind the law but the text that was passed is discriminatory". [5] He also raised concerns about convicts being abused by their commanders and used as cannon fodder saying "Some commanders treat even ordinary mobilised people badly, why would it be different for prisoners?" [6] [7]

The battalion was reported to have 400 to 800 members. [8] The battalion is attached to the 24th Mechanized Brigade. [9] [10]

They were under the overall control of the Russian Federation. They were also referred to as Russian proxy forces. They were active during the war in Donbas (2014–2022), the first stage of the Russo-Ukrainian War. They then supported the Russian Armed Forces against the Ukrainian Armed Forces during the 2022 Russian invasion. In September 2022, Russia annexed the DPR and LPR, and began integrating the paramilitaries into its armed forces. They are designated as terrorist groups by the government of Ukraine.

The Armed Forces of Ukraine (AFU) are the military forces of Ukraine. All military and security forces, including the Armed Forces, are under the command of the President of Ukraine and subject to oversight by a permanent Verkhovna Rada parliamentary commission. They trace their lineage to 1917, while the modern armed forces were formed again in 1991. The 12th Special Operations Brigade "Azov" is a formation of the National Guard of Ukraine formerly based in Mariupol, in the coastal region of the Sea of Azov, from which it derives its name. It was founded in May 2014 as the Azov Battalion, a self-funded volunteer militia under the command of Andriy Biletsky, to fight Russian-backed forces in the Donbas War. It was formally incorporated into the National Guard on 11 November 2014, and redesignated Special Operations Detachment "Azov", also known as the Azov Regiment. In February 2023, the Ukrainian Ministry of Internal Affairs announced that Azov was to be expanded as a brigade of the new Offensive Guard.

<span class="mw-page-title-main">Battle of Ilovaisk</span> 2014 battle in the Donbas war

The Battle of Ilovaisk started on 7 August 2014, when the Armed Forces of Ukraine and pro-Ukrainian paramilitaries began a series of attempts to capture the city of Ilovaisk from pro-Russian insurgents affiliated with the Donetsk People's Republic (DPR) and detachments of the Russian Armed Forces. Although Ukrainian forces were able to enter the city on 18 August, they were encircled between 24 and 26 August by overwhelming Russian military forces that crossed the border, joining the battle. After days of encirclement, Ukrainian forces rejected the DPR's proposal to open a humanitarian corridor on the condition that they abandon their armored vehicles and ammunition, and on the morning of 29 August 2014 began to leave Ilovaisk with their weapons. The Russian side opened fire on the evacuating Ukrainian soldiers, many of whom died whilst trying to escape.

The Shkval Battalion is a Ukrainian penal battalion that was formed in 2024 after the Verkhovna Rada passed Registered draft law No. 11079 which allowed for the mobilization of convicts into the Ukrainian Army.
