Kleptocracy Asset Recovery Initiative (KARI) is an initiative of the United States government under the supervision of the United States Department of Justice that helps U.S prosecutors in the control and forfeiture of laundered funds or assets located abroad, take legal actions in U.S courts to help foreign governments obtain control and forfeiture of assets of foreign government officials in the United States. The initiative was setup in 2010 with five U.S prosecutors initially but the number increased within the coming years.

Asset forfeiture Confiscation of assets by the state

Asset forfeiture or asset seizure is a form of confiscation of assets by the state. In the United States, it is a type of criminal justice financial obligation. It typically applies to the alleged proceeds or instruments of crime. This applies, but is not limited, to terrorist activities, drug related crimes, and other criminal and even civil offenses. Some jurisdictions specifically use the term "confiscation" instead of forfeiture. The alleged purpose of asset forfeiture is to disrupt criminal activity by confiscating assets that potentially could have been beneficial to the individual or organization.

International asset recovery

International asset recovery is any effort by governments to repatriate the proceeds of corruption hidden in foreign jurisdictions. Such assets may include monies in bank accounts, real estate, vehicles, arts and artifacts, and precious metals. As defined under the United Nations Convention against Corruption, asset recovery refers to recovering the proceeds of corruption, rather than broader terms such as asset confiscation or asset forfeiture which refer to recovering the proceeds or instrumentalities of crime in general.

1Malaysia Development Berhad Insolvent development company embroiled in scandals

1Malaysia Development Berhad (1MDB) is an insolvent Malaysian strategic development company, wholly owned by the Minister of Finance (Incorporated). Since 2015, the company has been under heavy scrutiny for its suspicious money transactions and evidence pointing to money laundering, fraud, and theft. A lawsuit filed by United States Department of Justice (DOJ), alleged that at least US$3.5 billion has been stolen from Malaysia's 1MDB state-owned fund.

Mohammed Bello Adoke is a Nigerian lawyer. He is a Senior Advocate of Nigeria and was appointed Attorney General of Nigeria and Minister of Justice on 6 April 2010, when Acting President Goodluck Jonathan announced his new cabinet.

Khadem Abdullah al-Qubaisi is an Emirati businessman and the former managing director of the International Petroleum Investment Company (IPIC). In 2015 he was replaced as managing director of IPIC and later investigated in a series of probes into misappropriated funds in connection with 1Malaysia Development Berhad. Abubakar Atiku Bagudu is a Nigerian politician and the current governor of Kebbi State, Nigeria. Previously, he served as the Senator for the Kebbi Central constituency of Kebbi state. He is a named accomplice in multiple investigations involving corruption that occurred during the regime of former dictator Sani Abacha.

Civil forfeiture in the United States, also called civil asset forfeiture or civil judicial forfeiture, is a process in which law enforcement officers take assets from persons suspected of involvement with crime or illegal activity without necessarily charging the owners with wrongdoing. While civil procedure, as opposed to criminal procedure, generally involves a dispute between two private citizens, civil forfeiture involves a dispute between law enforcement and property such as a pile of cash or a house or a boat, such that the thing is suspected of being involved in a crime. To get back the seized property, owners must prove it was not involved in criminal activity. Sometimes it can mean a threat to seize property as well as the act of seizure itself. Civil forfeiture is not considered to be an example of a criminal justice financial obligation.

The 1Malaysia Development Berhad scandal or 1MDB scandal is an ongoing political scandal occurring in Malaysia. In 2015, Malaysia's then-Prime Minister Najib Razak was accused of channelling over RM 2.67 billion from 1Malaysia Development Berhad (1MDB), a government-run strategic development company, to his personal bank accounts. The event triggered widespread criticism among Malaysians, with many calling for Najib Razak's resignation – including Dr. Mahathir Mohamad, one of Najib's predecessors as Prime Minister, who eventually defeated Najib to return to power after the 2018 general election.

The Telecom corruption scandal is a 2012 corruption case involving the daughter of President Islam Karimov of Uzbekistan, Gulnara Karimova, accepting bribes from several foreign telecom companies in exchange for contracts to do business within Uzbekistan. Revelations showed that Karimova was paid bribes through a series of shell companies by a series of firms seeking to negotiate with her directly. In addition, it was discovered that more industries had paid bribes for access to Uzbekistan than simply telecom firms.

Biens mal acquis is a phrase used in French courts for litigation seeking the repayment of assets stolen from poor countries by corrupt officials. The phrase refers to anti-corruption legal proceedings against former dictators and strongmen outside of their country, the seizure of assets within the country of the legal proceedings, and the return of the assets to their country they were embezzled from. Biens mal acquis is primarily used in France for its former colonies in the Françafrique, but has since been used for similar cases filed in Spain, Switzerland and Monaco, and also against the Marcos family and the estate of Sani Abacha.

Low Taek Jho, often called Jho Low, is a Malaysian businessman and international fugitive sought by the authorities in Malaysia, Singapore, and the United States in connection with the 1MDB scandal. He is accused of being the mastermind of the alleged 1MDB fraud. He is the beneficiary of numerous discretionary trust assets said by the US government to originate from payments out of the Malaysian 1MDB fund. The prosecutors alleged Low to be the mastermind of a scheme to siphon altogether US$4.5 billion from 1MDB into his personal accounts.
