Nuclear disarmament is the act of reducing or eliminating nuclear weapons. It can also be the end state of a nuclear-weapons-free world, in which nuclear weapons are completely eliminated. The term denuclearization is also used to describe the process leading to complete nuclear disarmament.

As the fall of the Soviet Union appeared imminent, the United States and their NATO allies began to worry about the concept that the nuclear weapons held in smaller countries by the Soviet Union could fall or would fall into enemy hands. The Cooperative Threat Reduction (CTR) Program was an initiative housed within the Defense Threat Reduction Agency (DTRA). The CTR program is better known as the Nunn–Lugar Act based on the Soviet Nuclear Threat Reduction Act of 1991 which was authored and cosponsored by Sens. Sam Nunn (D-GA) and Richard Lugar (R-IN). This Act was created in 1986 in a congressional meeting. According to the CTR website, "the purpose of the CTR Program is to secure and dismantle weapons of mass destruction and their associated infrastructure in former Soviet Union states."Another explanation of purpose of the program is "to secure and dismantle weapons of mass destruction in states of the former Soviet Union and beyond".

The International Conference on Nuclear Disarmament took place in Oslo on 26 and 27 February 2008. It was organized by The Government of Norway, the Norwegian Radiation Protection Authority in collaboration with the NTI and the Hoover Institute. The Conference, entitled "Achieving the Vision of a World Free of Nuclear Weapons", had the purpose of building consensus between nuclear weapon states and non-nuclear weapon states and about the importance of all the actions in the NPT.

In addition to working in private practice for more than sixteen years, Curtis served as the last chairman of the Federal Power Commission and the first chairman of the Federal Energy Regulatory Commission from 1977 to 1981. In 1994 he was appointed and confirmed as undersecretary and then deputy secretary of the US Department of Energy. He has held positions on the staff of the U.S. House of Representatives, the U.S. Treasury Department, and the Securities and Exchange Commission.
