He was elected state's attorney in November 1994 and served as county executive from December 2002 to December 2010. On November 12,2010,both Johnson and his wife were indicted on federal charges as part of a larger political corruption scandal in the county.

On March 5,2011,jailers reported that Thomas attempted to hang himself while in a jail cell.

Because this is classed as federal land,he was tried by the federal government rather than by the state of Maryland. His case,conviction,and execution were the subject of multiple controversies.
