Charles Arnette Towne was an American lawyer and politician who served in both houses of Congress. He represented Minnesota in the U.S. House of Representatives from 1895 to 1897 and in the U.S. Senate from 1900 to 1901. He also represented New York in the U.S. House of Representatives from 1905 to 1907. He was the last Democrat senator from Minnesota, before the state's Democratic Party merged with the Farmer-Labor Party to form the Minnesota Democratic–Farmer–Labor Party.

The Exposition Universelle of 1900, better known in English as the 1900 Paris Exposition, was a world's fair held in Paris, France, from 14 April to 12 November 1900, to celebrate the achievements of the past century and to accelerate development into the next. Unlike documentaries, actuality films are not structured into a larger narrative or coherent whole. During the era of early cinema, actualities—usually lasting no more than a minute or two and usually assembled together into a program by an exhibitor—were just as popular and prominent as their fictional counterparts. The line between "fact" and "fiction" was not as prominent in early cinema as it would become once documentaries became the predominant non-fiction filmmaking form. Actuality as a film genre is related to still photography.

Senators were elected over a wide range of time throughout 1900 and 1901, and a seat may have been filled months late or remained vacant due to legislative deadlock.
