Background

On 3 February 2016, the Welsh Government published its Local Government White Paper. [1] It described the plans contained in the legislation as "reform not reorganisation". [1]

Provisions

The act was part of a plan to significantly reduce the number of local authorities from 22. [2] [3]

The act contained transitional provisions relating to shadow authorities, transitional committees and temporarily changing the remit of the Independent Remuneration Panel to cover all chief officers’ pay, rather than just chief executives. [3]

Reception

A Labour MS, Alun Davies, described the policy of reducing the number of local authorities as a "fight" between local authorities and the Welsh Government. [4]
