The World Organization of the Scout Movement is the largest international Scouting organization. WOSM has 172 members. These members are recognized national Scout organizations, which collectively have over 50 million participants. WOSM was established in 1922, and has its operational headquarters at Kuala Lumpur, Malaysia and its legal seat in Geneva, Switzerland. It is the counterpart of the World Association of Girl Guides and Girl Scouts (WAGGGS).
The Eurasian Scout Region is the divisional office of the World Scout Bureau of the World Organization of the Scout Movement, headquartered in Kyiv (Kiev), formerly located at Gurzuf near Yalta-Krasnokamianka, Ukraine, with a branch office in Moscow. All the formerly communist states of Central and Eastern Europe, Central Asia and the Soviet Union have developed or are developing Scouting in the wake of the renaissance in the region. These include most of the successor states to the Soviet Union, in the Commonwealth of Independent States. The 1996/99 Triennial Report of the World Scout Committee/World Organization of the Scout Movement shows that WOSM is aggressively pursuing the organization of Scouting activities in the countries of the former Soviet Union, according to its own vision.
Colonel John Skinner "Belge" Wilson (1888–1969) was a Scottish scouting luminary and friend and contemporary of General Baden-Powell, recruited by him to head the International Bureau, later to become the World Bureau of the World Organization of the Scout Movement. Wilson was acting director from 1938 to 1939 following the death of Hubert S. Martin; he was elected in 1939 and remained in office until 1951. He then became Honorary President of WOSM for four years.
The Indian Railway Accounts Service is one of the Group A Central Civil Service of the Government of India. Ocean governance is the conduct of the policy, actions and affairs regarding the world's oceans. Within governance, it incorporates the influence of non-state actors, i.e. stakeholders, NGOs and so forth, therefore the state is not the only acting power in policy making. However, ocean governance is complex because much of the ocean is a commons that is not ‘owned’ by any single person or nation/state. There is a belief more strongly in the US than other countries that the “invisible hand” is the best method to determine ocean governance factors. These include factors such as what resources we consume, what price we should pay for them, and how we should use them. The underlying reasoning behind this is the market has to have the desire in order to promote environmental protection, however this is rarely the case. This term is referred to as a market failure. Market failures and government failures are the leading causes of ocean governance complications. As a result, humankind has tended to overexploit marine resources, by treating them as shared resources while not taking equal and collective responsibilities in caring for them.

He previously served as National President of the Boy Scouts of the Philippines from 2017 to 2019 and an ex-officio member of the national executive board.
