Eduardo Missoni (born July 31, 1954 in Rome) is an Italian medical doctor who has been active in numerous social causes. He was appointed as the Secretary General of the World Organization of the Scout Movement from April 1, 2004 through November 30, 2007.

Life

Dr. Missoni received his medical training and specialty in tropical medicine from Rome University. He subsequently obtained a master's degree from the London School of Hygiene & Tropical Medicine. He is a professor at Bocconi University Management School in Milan. His area of teaching and research is related to health development cooperation management and global strategies for health.

He began his career as a volunteer doctor in Nicaragua. He was later employed as a UNICEF officer in Mexico. He worked for the Italian government in the capacity of adviser and representative for health cooperation programs in Latin America and sub-Saharan Africa.

As a youth in Italy Dr. Missoni joined the Scout movement. Later, as a young adult he became a Scout leader and remained active in Scouting until he left for his medical mission in Nicaragua. Many years later, without having applied for the position, he was "headhunted" on behalf of the World Scout Committee and was selected as the new Secretary General of WOSM. He took office April 1, 2004.

WOSM crisis

On October 15, 2007, a group of National Scouting Organizations wrote an open letter of complaint to the World Scout Committee. The main complaints were that the World Scout Bureau was not focusing on National Scouting Organizations, especially those in developing countries and that there were governance and management issues within the World Scout Bureau. Two days later, the Boy Scouts of America sent a letter to the WSC reiterating their position and stating that they would withhold funding to the WSB until the current Secretary General was replaced and appropriate processes instituted to restore the WSB its core mission. [2] Svenska Scoutrådet followed with a similar letter. [3] The World Scout Foundation, which had been instituted to insure a reliable funding source for the movement, followed suit. [4]

The World Scout Committee wrote an uncirculated response to these requests on October 24. Several National Scout Organizations expressed concern at this economic coercion. [5] On November 12, 2007, the World Scout Committee met in Cairo and relieved Missoni from his position as Secretary General, despite his opposition and that of many committee members. [6] He was to maintain representative duties until November 30. On November 30, 2007, Eduardo Missoni wrote a chronology of what he called a "putsch" on his personal web page, releasing many documents which were unknown at the time and giving his point of view. [7]

Awards and honors

Asteroid 273412 Eduardomissoni, discovered by Italian amateur astronomer Silvano Casulli in 2006, was named in his honor. [8] The official naming citation was published by the Minor Planet Center on May 29, 2018 ( M.P.C. 110618). [9]

Scouting World-wide youth movement

Scouting, also known as the Scout Movement, is a worldwide youth movement employing the Scout method, a program of informal education with an emphasis on practical outdoor activities, including camping, woodcraft, aquatics, hiking, backpacking, and sports. Another widely recognized movement characteristic is the Scout uniform, by intent hiding all differences of social standing in a country and making for equality, with neckerchief and campaign hat or comparable head wear. Distinctive uniform insignia include the fleur-de-lis and the trefoil, as well as merit badges and other patches.

World Organization of the Scout Movement International Scouting organization

The World Organization of the Scout Movement is the largest international Scouting organization. WOSM has 172 members. These members are recognized national Scout organizations, which collectively have over 50 million participants. WOSM was established in 1922, and has its operational headquarters at Kuala Lumpur, Malaysia and its legal seat in Geneva, Switzerland. It is the counterpart of the World Association of Girl Guides and Girl Scouts (WAGGGS).

Scout Promise

Since the publication of Scouting for Boys in 1908, all Scouts and Girl Guides around the world have taken a Scout promise or oath to live up to ideals of the movement, and subscribed to a Scout Law. The wording of the Scout Promise and Scout Law have varied slightly over time and from country to country. Some national organization promises are given below. Although most Scouting and Guiding organizations use the word "promise", a few such as the Boy Scouts of America tend to use "oath" instead. Typically, Scouts and Guides will make the three-fingered Scout Sign when reciting the promise.

European Scout Region (World Organization of the Scout Movement)

The European Scout Region is one of six geographical subdivisions of the World Organization of the Scout Movement, headquartered in Geneva, Switzerland, with a satellite office in Brussels, Belgium.

Organization of the Scout Movement of Kazakhstan

The coeducational Organization of the Scout Movement of Kazakhstan was officially founded in 1992, and received World Organization of the Scout Movement recognition on January 16, 2008. In 2011, it had 1,223 members.

Scouting 2007 Centenary

The Scouting 2007 Centenary comprised celebrations around the world in which Scouts celebrated 100 years of the world Scout movement. The original celebrations were focused on the United Kingdom, such as the camp on Brownsea Island, the birthplace of Scouting, and the 21st World Scout Jamboree in Chelmsford, Essex.

Herman Hui

Hui Chung-shing, BBS, MH, JP, anglicised as Herman Hui, is a former chairman of the World Scout Committee, the executive board for the World Organization of the Scout Movement from 2005 to 2008.

Ms. Rubina Marivonne Haroon of the Seychelles was appointed by Dr. Eduardo Missoni of the World Organization of the Scout Movement as the new Regional Director for the World Scout Bureau Africa Regional Office in July 2006, in agreement with the Africa Regional Scout Committee. Rubina left WOSM in 2008 to assume the post of Regional Representative for Eastern and Southern Africa for WWF International.

Luc Panissod

Luc Panissod was Secretary General of the World Organization of the Scout Movement (WOSM). He previously held the role of Deputy Secretary General of WOSM and was made acting WOSM Secretary General in mid-November 2007 in replacement of Eduardo Missoni, following an institutional crisis over leadership and finance. In March 2009 he was officially appointed to the position of Secretary General of WOSM. Panissod laid down his post on 31 December 2011.

Jacques Moreillon served as Director General of the International Committee of the Red Cross (ICRC) until 1988 and as Secretary General of the World Organization of the Scout Movement (WOSM) from November 1, 1988 to March 31, 2004.

International Catholic Conference of Scouting

The International Catholic Conference of Scouting (ICCS) is an autonomous, international body committed to promoting and supporting Catholic Scout associations and to be a link between the Scout movement and the Catholic Church. Its headquarters is located in Rome, Italy.

National Organization of the Scouts of Ukraine

The National Organization of the Scouts of Ukraine was established in 2007 by the representatives of three largest Scout organizations in Ukraine-the all-Ukrainian youth organization "SPOK", Plast and the All-Ukrainian organization Sich (Січ) meaning Cossack fortress and some local groups. Membership stood at 4,650 Scouts in 2011.

World Scout Youth Forum

The World Scout Youth Forum provides an opportunity for young members of World Scouting to discuss and express their views on issues of interest to them. Through preparing inputs and making recommendations to the World Scout Conference and to the World Scout Committee, to which the Forum is linked, participants will develop the skills necessary to strengthen their capacity to take part in decision-making processes. It is one of the most important events of the WOSM.

Bagrat Vika Yesayan is Chairman of the Eurasia Regional Scout Committee as well as one of 12 elected volunteer members of the World Scout Committee, the main executive body of the World Organization of the Scout Movement.

Scott A. Teare became the Secretary General and one of 12 elected volunteer members of the World Scout Committee, the main executive body of the World Organization of the Scout Movement in January 2013.

Olivier P. Dunant, LL.M of Geneva, Switzerland was the appointed treasurer and one of 12 elected volunteer members of the World Scout Committee, the main executive body of the World Organization of the Scout Movement.

Irina Pruidze

Irina Pruidze is Secretary General of the Georgian Organization of the Scout Movement and the outgoing Regional Chair of the Eurasia Regional Scout Committee of the World Organization of the Scout Movement (WOSM).

Philippe Da Costa served as the President of the World Scout Committee and as the Commissaire général of the Scouts de France from 1995 to 2002. He is currently the national president of the French Red Cross and a member of the Economic, Social and Environmental Council. In May 2008, he was appointed President of the National Institute of Youth and Popular Education (INJEP).

Mario Sica is an Italian retired diplomat and served as the International Commissioner of the Italian Scout Federation. He was born in Rome. Sica edited the Italian editions of the works of Robert Baden-Powell and wrote, among other things, the History of Scouting in Italy.

Shree Ram Lamichhanne from Lalitpur, Nepal, served as the Chief Commissioner of Nepal Scouts and as the Regional Vice-Chairman of the Asia-Pacific Regional Scout Committee of the World Organization of the Scout Movement (WOSM), and as an elected volunteer member from 2009 to 2015, presently serving as Chairman of the Awards Committee.
