Carlos Julio Flores Pérez is a Venezuelan former windsurfer, who specializes in Mistral and Neil Pryde RS:X classes. He represented his country Venezuela in two editions of the Summer Olympic Games, finishing in the top thirty respectively in two different sailboards.
