Making Room is an approach to housing policy that seeks to match a city's housing stock with the needs of its households. It was coined in 2009 by Citizens Housing and Planning Council (CHPC), a New York City-based research and education organization.
The Making Room approach comprises four key areas of scrutiny:
1) How a city's population is really grouping itself into households; breaking with the traditional methodology that connotes household with family. [1] 2) The type of people that a city hopes to attract in the future, and their likely lifestyles and housing needs. 3) Best Practice regarding the design of homes and apartments seen across the world. [2] 4) The revision of possible zoning, planning, subsidy, building code controls so that the development of certain housing models is allowed and encouraged.
The Making Room approach was utilized by New York City under the Mayoralty of Michael Bloomberg when the city government launched a pilot to develop a building of microapartments in Kips Bay, Manhattan in response to the growing single population. [3]

Cambridge is a city in Middlesex County, Massachusetts, and part of the Boston metropolitan area as a major suburb of Boston. At the 2020 U.S. Census, the city's population was 118,403, making it the fourth most populous city in the state, behind Boston, Worcester, and Springfield. It is one of two de jure county seats of Middlesex County, although the county's government was abolished in 1997. The population was 35,183 in the 2010 census, and 54,579 in the 2019 census estimate. The city is part of the Orlando–Kissimmee–Sanford metropolitan area.
Dunedin is a city in Pinellas County, Florida, United States. The name comes from Dùn Èideann, the Scottish Gaelic name for Edinburgh, the capital of Scotland. Dunedin is part of the Tampa-St. Petersburg-Clearwater metropolitan area and is the fifth largest city in Pinellas County. The population was 35,321 at the 2010 census.
Clarion is a city in and the county seat of Wright County, Iowa, United States. The population was 2,810 at the time of the 2020 census.
Amityville is a village near the Town of Babylon in Suffolk County, on the South Shore of Long Island, in New York. The population was 9,523 at the 2010 census.
Burlington is a city in Ward County, North Dakota, United States. It was founded in 1883, the third in a series that included two earlier settlements. Despite this, Burlington is still the oldest city in Ward County, as well as north-western and north central North Dakota. On February 28, 1884, as it was the only city in the then-newly formed Imperial Ward County, it was made the county seat, a position it held until 1888. The population was 1,291 at the 2020 census. Burlington is part of the Minot Micropolitan Statistical Area.
Oxford is a city in Butler County, Ohio, United States. The population was 23,035 at the 2020 census. A college town, Oxford was founded as a home for Miami University and lies in the southwestern portion of the state approximately 40 miles (64 km) northwest of Cincinnati and 40 miles (64 km) southwest of Dayton. In 2014, Oxford was rated by Forbes as the "Best College Town" in the United States, based on a high percentage of students per capita and part-time jobs, and a low occurrence of brain-drain. It is a part of the Cincinnati metropolitan area.
Tukwila is a suburban city in King County, Washington, United States, located immediately to the south of Seattle. The population was 21,798 at the 2020 census.
Racine is a city in and the county seat of Racine County, Wisconsin, United States. It is located on the shore of Lake Michigan at the mouth of the Root River. Racine is situated 22 miles (35 km) south of Milwaukee and approximately 60 miles (100 km) north of Chicago. It is the principal city of the US Census Bureau's Racine metropolitan area. The Racine metropolitan area is, in turn, counted as part of the Milwaukee combined statistical area. As of the 2020 U.S. Census, the city had a population of 77,816, making it the 5th largest city in Wisconsin. In January 2017, it was rated "the most affordable place to live in the world" by the Demographia International Housing Affordability survey.
Homelessness in the United States refers to the issue of homelessness in the United States, a condition wherein people lack "a fixed, regular, and adequate nighttime residence" as defined by The McKinney–Vento Homeless Assistance Act. Point-in-time single-night counts prepared by shelter providers differ greatly from federal government accounts. In 2014, approximately 1.5 million sheltered homeless people were counted. The federal government statistics are prepared by the United States Department of Housing and Urban Development's Annual Homeless Assessment Report; as of 2018, HUD reported there were roughly 553,000 homeless people in the United States on a given night, or 0.17% of the population. Annual federal HUD reports contradict private state and local reports where homelessness is shown to have increased each year since 2014 across several major American cities, with 40 percent increases noted in 2017 and in 2019. In January 2018 the federal government statistics gave comprehensive encompassing nationwide statistics, with a total number of 552,830 individuals, of which 358,363 (65%) were sheltered in provided housing, while some 194,467 (35%) were unsheltered.
Maharishi Vedic City (MVC) is a city in Jefferson County, Iowa, United States. The population was 277 at the time of the 2020 census. The city was incorporated in 2001 as "Vedic City" but then officially changed its name to "Maharishi Vedic City" five months later. It was the first city to incorporate in Iowa since 1982. Maharishi Vedic City consists of approximately one square mile, located about four miles north of Fairfield, the home of Maharishi University of Management.
The New York City Housing Authority (NYCHA) is a public development corporation which provides public housing in New York City, and is the largest public housing authority in North America. Created in 1934 as the first agency of its kind in the United States, it aims to provide decent, affordable housing for low- and moderate-income New Yorkers throughout the five boroughs of New York City. NYCHA also administers a citywide Section 8 Leased Housing Program in rental apartments. NYCHA developments include single and double family houses, apartment units, singular floors, and shared small building units, and commonly have large income disparities with their respective surrounding neighborhood or community. These developments, particularly those including large-scale apartment buildings, are often referred to in popular culture as "projects."
Affordable housing is housing which is deemed affordable to those with a household income at or below the median as rated by the national government or a local government by a recognized housing affordability index. Most of the literature on affordable housing refers to mortgages and a number of forms that exist along a continuum – from emergency homeless shelters, to transitional housing, to non-market rental, to formal and informal rental, indigenous housing, and ending with affordable home ownership.
Smithville is an unincorporated community and census-designated place (CDP) located within Galloway Township, in Atlantic County, New Jersey, United States, that was established as part of the 2010 United States Census. Smithville is located 15 miles (24 km) north of and inland from Atlantic City. As of the 2010 Census, the CDP's population was 7,242.
Housing First is a policy that offers unconditional, permanent housing as quickly as possible to homeless people, and other supportive services afterward. It first discussed in the 1990s, and in the following decades became government policy in certain locations within the Western world. There is a substantial base of evidence showing that Housing First is both an effective solution to homelessness and a form of cost savings, as it also reduces the use of public services like hospitals, jails, and emergency shelters. Cities like Helsinki and Vienna in Europe have seen dramatic reductions in homelessness due to the adaptation of Housing First policies, as have the North American cities Columbus, Ohio, Salt Lake City, Utah, and Medicine Hat, Alberta.

Essex Crossing is an under-construction mixed-use development in New York City's Lower East Side, part of the existing area known as the Seward Park Urban Renewal Area (SPURA). The development, at the intersection of Delancey Street and Essex Street just north of Seward Park, will comprise nearly 2,000,000 square feet (200,000 m2) of space on 6 acres. The development will cost an estimated US$1.1 billion. It will sit on a total of nine city blocks, most of them occupied by parking lots that replaced tenements razed in 1967.
