Maman Sambo Sidikou (born 1949[ citation needed ]) is a diplomat and a former Nigerien politician. He is currently the high representative of the African Union for Mali and the Sahel. From 2011 to 2014, he served as Niger's ambassador to the United States, he oversaw U.N. peacekeeping efforts in the Democratic Republic of the Congo from 2015 to 2018, and from 2018 to 2021 he served as executive secretary of the G5 Sahel.
Sidikou was initially trained as a journalist, then entered government service in 1976. [1] [2] He has primarily been involved in Niger's diplomatic efforts, although he has also served on the staffs of the president and prime minister, and in the country's Ministry of Information. [1]
Under President Ibrahim Baré Maïnassara, he was appointed minister of foreign affairs and African integration from 1997 to 1999. He also served as presidential chief of staff until the election of President Mamadou Tandja. Then, during Tandja's time in office, Sidikou left government and worked for a variety of intergovernmental and nonprofit organizations, including the World Bank, UNICEF, and Save the Children. From 2011 to 2014, he served as Niger's ambassador to the United States. He subsequently represented the African Union in Somalia between 2014 and 2015. Then, from 2015 to 2018, he served as the United Nations secretary-general's special representative for the Democratic Republic of the Congo and head of the U.N. peacekeeping mission there, MONUSCO. Sidikou was appointed executive secretary of the G5 Sahel by the organization's heads of state at their summit in Niamey, Niger, on 6 February 2018. [3] [4] In 2021, he left this post and was appointed the high representative of the African Union for Mali and the Sahel. [5] [6]
He holds a PhD in education from Florida State University. [1]
Sidikou is married to fellow diplomat Fatima Djibo Sidikou. They have two children. [7]
Following independence in 1960, Mali initially followed a socialist path and was aligned ideologically with the communist bloc. Mali's foreign policy orientation became increasingly pragmatic and pro-Western over time. Since the institution of a democratic form of government in 1992, Mali's relations with the West in general and the United States in particular have improved significantly. U.S.-Malian relations are described by the U.S. Department of State as "excellent and expanding," especially given Mali's recent record of democratic stability in the volatile area of West Africa and its avowed support of the war on terrorism. Mali is reported to be one of the largest recipients of U.S. aid in Africa.
The United Nations Organization Stabilization Mission in the Democratic Republic of the Congo, or MONUSCO, is a United Nations peacekeeping force in the Democratic Republic of the Congo (DRC). At the request of the DRC's government, it is withdrawing completely from the country by the end of 2024.

Ms. Aïchatou Mindaoudou Souleymane is a Nigerien diplomat, an international and constitutional lawyer who served as the United Nations' Special Representative for Côte d'Ivoire and Head of the United Nations Operation in Côte d'Ivoire (UNOCI) from 2013 to 2017. Previously she was Deputy Joint Special Representative (Political) in the African Union and United Nations Hybrid Operation in Darfur Sudan (UNAMID) from 2011 to 2012. From 2012 to 2013 she was the Acting Joint Special Representative and the Acting Joint Chief Mediator in UNAMID.
A special representative of the Secretary-General is a highly respected expert who has been appointed by the Secretary-General of the United Nations to represent them in meetings with heads of state on critical human rights issues. The representatives can carry out country visits to investigate alleged violations of human rights and act as negotiators on behalf of the United Nations.
David Gressly was the United Nations Resident Coordinator / Humanitarian Coordinator for Yemen Prior to that he was the United Nations Deputy Special Representative for the Democratic Republic of the Congo. Roger Allen Meece is an American diplomat. He has served as United States ambassador to Malawi (2000–2003) and Democratic Republic of the Congo (2004–2007), as well as Charge d'affairs to Nigeria (2003) and to Ethiopia (2009). His last diplomatic appointment was as head the United Nations mission (MONUSCO) in the Democratic Republic of Congo from 2010–2013. After this appointment, Meece retired from diplomatic positions.
Divisional general Carlos Alberto dos Santos Cruz is a Brazilian military officer who previously held the post of Force Commander of the United Nations' peacekeeping force in the Democratic Republic of the Congo. He was appointed to this position by United Nations Secretary-General Ban Ki-moon on 17 May 2013 and replaced by Derrick Mbuyiselo Mgwebi on 29 December 2015. He was Minister-Secretary of Government of Brazil, nominated by President Jair Bolsonaro, from 1 January 2019 to 13 June 2019.
Abdallah Wafy was a Nigerien civil servant and diplomat. He served as the United Nations Secretary-General's Deputy Special Representative for the Democratic Republic of the Congo of the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) from 2013 to 2015. He was in command of the Rule of Law department. He was appointed to this position by United Nations Secretary-General Ban Ki-moon on 26 June 2013. He succeeded Leila Zerrougui from Algeria and was succeeded in 2015 by David Gressly.
The United Nations Force Intervention Brigade (FIB) is a military formation which constitutes part of the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO). It was authorized by the United Nations Security Council on 28 March 2013 through Resolution 2098. Although it is not the first instance in which the use of force was authorized by the UN, the Force Intervention Brigade is the first UN peacekeeping operation specifically tasked to carry out targeted offensive operations to "neutralize and disarm" groups considered a threat to state authority and civilian security. In this case, the main target was the M23 militia group, as well as other Congolese and foreign rebel groups. While such operations do not require the support of the Armed Forces of the Democratic Republic of the Congo (FARDC), the Force Intervention Brigade often acts in unison with the FARDC to disarm rebel groups.
Hiroute Guebre Sellassie is an Ethiopian diplomat and human rights lawyer. She has held several senior portfolios in the United Nations, most recently serving as the Deputy Special Representative (DSRSG) for the Office for West Africa and the Sahel during 12 February 2016 to 6 August 2017. She was previously appointed the Special Envoy of the Secretary-General and Head of Office for the Sahel on 1 May 2014 by United Nations Secretary-General Ban Ki-moon, succeeding Romano Prodi of Italy, who completed his assignment on 31 January 2014.

G5 Sahel or G5S is an institutional framework for coordination of regional cooperation in development policies and security matters in west Africa. It was created on 16 February 2014 in Nouakchott, Mauritania, at a summit of five Sahel countries: Burkina Faso, Chad, Mali, Mauritania, and Niger. It adopted a convention of establishment on 19 December 2014, and is permanently seated in Mauritania. The coordination is organised on different levels. The military aspect is coordinated by the respective countries' Chiefs of Staff. The purpose of G5 Sahel was to strengthen the bond between economic development and security, and together battle the threat of jihadist organizations operating in the region.
Fatima Djibo Sidikou is a Nigerien diplomat. Having served in a variety of diplomatic posts in the United States and at the United Nations Office at Geneva, she most recently served as Niger's ambassador to Senegal from 2019 to 2022.
Bintou Keita is a Guinean United Nations diplomat. She is an expert in conflict resolution, and has been the Special Representative of the Secretary-General in the Democratic Republic of the Congo since January 2021.
