Simeon V. Marcelo is a Filipino lawyer and was the third Ombudsman of the Philippines. As the Ombudsman, he acted as protector of the people against the illegal and unjust acts of those who are in the public service. He investigated government officials, including members of the police and the military, who were suspected of committing graft and corruption. Notably, he served as the principal private prosecutor in the impeachment case of Former President Joseph Estrada, the 13th President of the Republic of the Philippines. After 3 years as Ombudsman, he resigned due to serious health problems. He was then replaced by Ma. Merceditas N. Gutierrez.

Severino "Nonoy" Marcelo was a Filipino cartoonist and animation director. He is best known for creating the character Ikabod Bubwit in the comic strip Ikabod. One of the early pioneers of Filipino animation during the second golden age of the Philippine filmmaking, he directed the first-ever Philippine feature length animated film Tadhana (1978), collaborated with Imee Marcos and José Zabala-Santos.

Ikabod Bubwit is one of the most noteworthy and most memorable comic book, comic strip, and cartoon characters created by Nonoy Marcelo, one of the foremost cartoonists in the Philippines. Ikabod Bubwit himself is considered as the most famous mouse character created by Marcelo. As the title character in the comic strip Ikabod, Ikabod Bubwit was the humorous representation of the socio-political woes of ordinary Filipinos. The comic strip was used at times by Marcelo to reference and portray Filipino political figures, including Ferdinand Marcos, Cory Aquino, Joseph Estrada, and Gloria Macapagal Arroyo. Marcelo depicted Ikabod Bubwit as an “irreverent mouse” with “funny antics” who lived in Dagalandia. Ikabod's hometown, Dagalandia, was described as a “recast” of “the Philippines as a nation” with “an apt mirror image for the turbulent setting of the Philippines” during the present and in the past. The satirical comic strip about Ikabod Bubwit ran from the late 1970s through 2002.
