The Maritime Security Patrol Area (MSPA) is a specified patrol zone in the Gulf of Aden and Guardafui Channel. Its borders are unmarked, but are a narrow, rectangular corridor between Somalia and Yemen, within the northern sector of the gulf. The MSPA was established 22 August 2008 by the Combined Task Force 150, (CTF-150) a multinational, coalition naval task force in order to deter de-stabilizing activities, including piracy within this maritime geographical area. The establishment of the MSPA was directed by the Commander, United States Naval Central Command. [2] [3] [4] [5] [6]

Operation Enduring Freedom – Horn of Africa

Operation Enduring Freedom – Horn of Africa (OEF-HOA) is a component of Operation Enduring Freedom (OEF). The Combined Joint Task Force – Horn of Africa (CJTF-HOA) is the primary military component assigned to accomplish the objectives of the mission. The naval components are the multinational Combined Task Force 150 (CTF-150) and Combined Task Force 151 (CTF-151) which operates under the direction of the United States Fifth Fleet. Both of these organizations have been historically part of United States Central Command. In February 2007, United States President George W. Bush announced the establishment of the United States Africa Command which took over all of the area of operations of CJTF-HOA in October 2008.

Combined Task Force 150 Intergovernmental naval operations

Combined Task Force 150 (CTF-150) is a multinational coalition naval task force working under the 33-nation coalition of Combined Maritime Forces and is based in Bahrain established to monitor, board, inspect, and stop suspect shipping to pursue the "Global War on Terrorism" and in the Horn of Africa region (HOA) includes operations in the North Arabia Sea to support operations in the Indian Ocean. These activities are referred to as Maritime Security Operations (MSO).

Maritime security operations

Maritime security operations (MSO) are the actions of modern naval forces to "combat sea–based terrorism and other illegal activities, such as hijacking, piracy, and slavery, also known as human trafficking." Ships assigned to such operations may also assist seafaring vessels in distress. These activities are part of an overall category of activities which fall short of open warfare called military operations other than war (MOOTW). MSO also involve the marine environmental protection, creating a safer and clean environment.

United States Naval Forces Central Command Military unit

United States Naval Forces Central Command (NAVCENT) is the United States Navy element of United States Central Command (USCENTCOM). Its area of responsibility includes the Red Sea, Gulf of Oman, Persian Gulf, and Arabian Sea. It consists of the United States Fifth Fleet and several other subordinate task forces, including Combined Task Force 150, Combined Task Force 158 and others.

Piracy off the coast of Somalia occurs in the Gulf of Aden, Guardafui Channel and Somali Sea, in Somali territorial waters and other surrounding areas. It was initially a threat to international fishing vessels, expanding to international shipping since the consolidation of states phase of the Somali Civil War around 2000.

Anti Piracy Maritime Security Solutions (APMSS) of Poole, Dorset, England is a British company established in 2008. Its director is Nick Davis, a former British Army pilot. The company's goal is to provide for the safety and security of merchant ships as they make passage through the Maritime Security Patrol Area (MSPA) in the Gulf of Aden. The security team commonly includes a Team Leader and two other guards. The team members have prior experience in a variety of organisations, including Royal Navy, British Army and British police. The company's interim deck watch team provides non-lethal ship security through known high risk piracy areas, using necessary equipment, including long range acoustic device (LRAD). APMSS provides early warning of a potential pirate attack.

Operation Atalanta European anti-pirate military operation

Operation Atalanta, formally European Union Naval ForceSomalia, is a current counter-piracy military operation at sea off the Horn of Africa and in the Western Indian Ocean, that is the first naval operation conducted by the European Union (EU). The operational headquarters is currently located at the Spanish Operation Headquarters (ESOHQ) at Naval Station Rota in Spain, having moved from London as a result of the British withdrawal from the EU.

Combined Task Force 151 (CTF-151) is a multinational naval task force, set up in 2009 as a response to piracy attacks in the Gulf of Aden and off the eastern coast of Somalia. Its mission is to disrupt piracy and armed robbery at sea and to engage with regional and other partners to build capacity and improve relevant capabilities in order to protect global maritime commerce and secure freedom of navigation. It operates in conjunction with the EU's Operation Atalanta and NATO's Operation Ocean Shield.

Operation Ocean Shield NATO operation in the Horn of Africa

Operation Ocean Shield was NATO's contribution to Operation Enduring Freedom – Horn of Africa (OEF-HOA), an anti-piracy initiative in the Indian Ocean, Guardafui Channel, Gulf of Aden and Arabian Sea. It follows the earlier Operation Allied Protector. Naval operations began on 17 August 2009 after being approved by the North Atlantic Council, the program was terminated on 15 December 2016 by NATO. Operation Ocean Shield focused on protecting the ships of Operation Allied Provider, which transported relief supplies as part of the World Food Programme's mission in the region. The initiative also helped strengthen the navies and coast guards of regional states to assist in countering pirate attacks. Additionally, China, Japan and South Korea sent warships to participate in these activities.

Anti-piracy measures in Somalia Anti-piracy in international waters

Piracy in Somalia has been a threat to international shipping since the beginning of the country's civil war in the early 1990s. Since 2005, many international organizations have expressed concern over the rise in acts of piracy. Piracy impeded the delivery of shipments and increased shipping expenses, costing an estimated $6.6 to $6.9 billion a year in global trade in 2011 according to Oceans Beyond Piracy (OBP).

Operation Dawn 8: Gulf of Aden Naval operation carried out by the Royal Malaysian Navy

Operation Dawn 8: Gulf of Aden was a naval operation carried out by the Royal Malaysian Navy against pirates in the Indian Ocean on 20 January 2011. In response to the hijacking of MV Bunga Laurel, the Malaysian Shipborne Protection Team deployed an attack helicopter and 14 members of the naval counter-terrorism group PASKAL in two rigid-hulled inflatable boats to retake the vessel and rescue the crew. After one night of trailing the tanker, the Malaysian forces successfully retook the ship by force on 20 January 2011, resulting in the wounding of three and the capture of four out of 18 pirates, and all 23 vessel crewmembers rescued.

Piracy has taken place in a maritime area bounded by Suez and the Strait of Hormuz, in the region around the Horn of Africa, and waters surrounding the Arabian Peninsula; in the region of the Indian Ocean from the Red Sea through the Arabian Sea to the Gulf of Oman.

International Maritime Security Construct Consortium

The International Maritime Security Construct (IMSC) is a consortium of countries whose official stated aim is the maintenance of order and security in the Persian Gulf, Gulf of Oman, Gulf of Aden and Southern Red Sea, particularly regarding maritime security of global oil supply routes. It was formed on 16 September 2019 in Bahrain, by the United Kingdom, Australia, Albania, Saudi Arabia, Bahrain, Lithuania, the United Arab Emirates, and the United States. The operational arm of the IMSC is Coalition Task Force SENTINEL.
