Moses is an experienced administrator with many years of public service to her credit, and, given that she has emerged from times of prolonged political crisis in Nauru with little taint of controversy to her record, some observers believe that she would be in a strong position to offer balanced and uncompromised leadership at some future time of ministerial crisis. Others would point to the fact that, although the sincerity of her past commitment to the Nauru First Party is not in question, she is relatively isolated from day to day constituency matters, and that her strengths are chiefly in diplomacy and administration rather than in Parliamentary affairs.
She is also a member of the band UNRocks, together with other diplomats.
Diplomatic issues
One issue which has exercised the Government of Nauru, and which has involved Moses, is the preservation of tuna fishing stocks in the country's territorial waters. For this reason, Moses, on the Nauru government's behalf, has argued for commercial whaling: this issue is likely to be heightened by the Australian government's recent volte face on the issue, given Nauru's dependence on Australia on many issues.
In January 2008 Moses participated in a Pacific Ambassadors' trip to Israel hosted by the Foreign Ministry of that country, with a view to enhancing the Region's relations with Israel.
The government of the Federated States of Micronesia (FSM) conducts its own foreign relations. Since independence in 1986, the FSM has established diplomatic relations with a number of nations, including most of its Pacific neighbors.
The economy of Nauru is tiny, based on a population in 2019 of only 11,550 people. The economy has historically been based on phosphate mining. With primary phosphate reserves exhausted by the end of the 2010s, Nauru has sought to diversify its sources of income. In 2020, Nauru's main sources of income were the sale of fishing rights in Nauru's territorial waters, and revenue from the Regional Processing Centre.
Nauru, following independence from the United Kingdom, became a sovereign, independent republic on 31 January 1968. Nauru has established diplomatic relations with a number of nations, including most of its Pacific neighbors with which it maintains economic, cultural and administrative ties.
Nauru First is the only formal political party in Nauru.
Kieren Aedogan Ankwong Keke is a Nauruan politician and medical doctor. He is a member of the Parliament of Nauru and former Minister of Finance and Minister of Foreign Affairs.
David Waiau Adeang is a Nauruan politician, former Speaker of the Parliament of Nauru, and Nauru's Minister of Finance and Justice, as well as the Minister Assisting the President of Nauru. He is a founding member of the Naoero Amo, currently the only successful political party on the island.

Marcus Ajemada Stephen is a Nauruan politician and former sportsperson who previously was a member of the Cabinet of Nauru, and who served as President of Nauru from December 2007 to November 2011. The son of Nauruan parliamentarian Lawrence Stephen, Stephen was educated at St Bedes College and RMIT University in Victoria, Australia. Initially playing Australian rules football, he opted to pursue the sport of weightlifting, in which he represented Nauru at the Summer Olympics and Commonwealth Games between 1990 and 2002, winning seven Commonwealth gold medals.
