Md. Golam Sarwar is a Bangladesh diplomat and secretary general of South Asian Association for Regional Cooperation. [1] He is the former High Commissioner of Bangladesh to Malaysia. [2] He is the former ambassador of Bangladesh to Oman. [3]

Early life

Sarwar was born on 1 July 1966 in Noakhali District, East Pakistan, Pakistan. [4] [5] He did his master's in accounting at the University of Dhaka. [4]

Career

Sarwar joined the Bangladesh Civil Service in 1991 as a foreign affairs cadre. [4] He was an Assistant Secretary from 1991 to 1996 at the Ministry of Foreign Affairs. [4] He was the Second Secretary of the Embassy of Bangladesh to Myanmar from 1996 to 1997. [4] He was the First Secretary at the High Commission of Bangladesh in Malaysia from 1997 to 2000. [4] He was a Counsellor at the Embassy of Bangladesh in Nepal from 2000 to 2002. [4]

Sarwar was the Director and Deputy Chief of Protocol from 2002 to 2005 at the Ministry of Foreign Affairs. [4] He was the Counsellor in the Embassy of Bangladesh in the United States from 2005 to 2006 and then Minister of the Embassy of Bangladesh in the United States from 2006 to 2008. [4] He was the Consul General of Bangladesh in Jeddah, Saudi Arabia from 2008 to 2010. [4]

Sarwar was the Ambassador of Bangladesh to Sweden from 2013 to 2017. [4] He was concurrently accredited as the Ambassador of Bangladesh to Denmark, Ambassador of Bangladesh to Norway, Ambassador of Bangladesh to Finland, and the Ambassador of Bangladesh to Iceland. [4] He served as the Ambassador of Bangladesh to Oman from 2017 to 2020. [4] In December 2020, he was appointed High Commissioner of Bangladesh to Malaysia. [4] [6] Md. Nazmul Islam replaced him as the Ambassador of Bangladesh to Sweden. [7]

In July 2023, Sarwar was appointed the 15th secretary general of the South Asian Association for Regional Cooperation, becoming the third Bangladeshi to hold the post since its creation, and succeeding Esala Ruwan Weerakoon of Sri Lanka. [5] [8] [9] Abul Ahsan and QAMA Rahim were the first and second Bangladeshi secretary general of the South Asian Association for Regional Cooperation. [10] Md. Shameem Ahsan was appointed to replace him as the High Commissioner of Bangladesh to Malaysia. [11]

Secretary-General of the South Asian Association for Regional Cooperation is head of a SAARC Secretariat, which is headquartered in Kathmandu, Nepal. SAARC is an economic and geopolitical union between the eight South Asian member nations, Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan and Sri Lanka. Secretary-General is appointed for a three-year term by election by a council of Ministers from member states. Secretary-General is assisted by eight deputies, one from each nation, who also reside in Kathmandu. SAARC Secretariat was established in Kathmandu on 16 January 1987 by Bangladeshi diplomat Abul Ahsan, who was its first Secretary-General, and was inaugurated by King Birendra Bir Bikram Shah of Nepal. Since its creation, its member nations have contributed to a total of fourteenth General Secretaries. Golam Sarwar from Bangladesh is the current Secretary-General of SAARC, having assumed charge on 4 March 2023.

Kamrul Ahsan is a Bangladeshi diplomat. He is currently serving as his country's Ambassador to the Russian Federation. He is also concurrently accredited as the Ambassador of Bangladesh to the Republic of Belarus and Kazakhstan. Before joining in his position in Moscow, he served as Secretary for Bilateral and Consular Affairs in the Ministry of Foreign Affairs of Bangladesh.

Esala Ruwan Weerakoon is a Sri Lankan diplomat who was the SAARC Secretary General, in office since March 2020 to October 2023. He served as permanent secretary to the Ministry of Tourism Development and permanent secretary of the Ministry of Foreign Affairs and as Sri Lankan High Commissioner to India and ambassador to Norway.
