MeeSeva (translates as 'At your service') is a good governance initiative that incorporates the vision of National eGov Plan "Public Services Closer to Home" and facilitates single entry portal for entire range of G2C (Government to Citizens) and G2B (Government to Business) services.

History

MeeSeva was launched in 2011 in Chittoor District. Previously it is e-Seva, started in 1999 in Hyderabad with 1 service center to the citizens. e-Seva is perhaps the best example and one of the earliest attempts to take the benefits of e-governance to citizens. Pione-ered by the then IT secretary in Andhra Pradesh, J.SATYA NARAYANA, currently CEO of the National Institute of Smart Governance, and driven by the then chief minister, Chandrababu Naidu, e-Seva started as the TWINS project to provide multiple citizen-facing services of the government under one umbrella. Instead of citizens having to go from one department to another, multiple government services are provided under a single window. Starting with a single centre offering six services with 1,000 transactions a month in 2001, e-Seva has grown to nearly 200 centres offering 160 services, clocking 30 million transactions/month with a value of ₹500 crore a month.

Services

Today, MeeSeva offers citizens a bouquet of 329 high volume services [1] from across 36 departments through 7000+ MeeSeva kiosk centers across the states of Andhra Pradesh and Telangana.

After the AP State re-organisation Act 2014, MeeSeva contains two different portals for the states of Andhra Pradesh [2] and Telangana. [3]

Common Service Centres (CSC) are physical facilities for delivering Government of India e-Services to rural and remote locations where availability of computers and Internet was negligible or mostly absent. They are multiple-services-single-point model for providing facilities for multiple transactions at a single geographical location.

A State Wide Area Network (SWAN) is one of the core infrastructure components under the National e-Governance Plan of the Government of India. The main purpose of this network is to create a dedicated Closed User Group (CUG) network and provide a secured and high speed connectivity for Government functioning and connecting State Headquarters, District Headquarters, Blocks Headquarters. In Hyderabad, India, the Greater Hyderabad Municipal Corporation (GHMC) is in charge of the civic administration and infrastructure of the city. It was formed in April 2007 by merging 100 wards of the erstwhile Municipal Corporation of Hyderabad (MCH) with twelve municipalities of neighbouring two districts. GHMC covers an area of 650 km2 (250 sq mi), spread over the four districts—Hyderabad, Ranga Reddy, Medchal–Malkajgiri and Sangareddy. The GHMC is divided into five zones and eighteen circles that contain 150 municipal wards. Each ward is headed by a corporator, elected by popular vote. The corporators elect The City Mayor who is the titular head of GHMC. The executive powers of the GHMC lie with the Municipal Commissioner appointed by the Government of Telangana. Mee Seva is a Government-to-citizen (G2C) and citizen-to-Government (C2G) services provided by the Government of Telangana. The service provides over 150 government services, payments to be made online, at service centers, or through the app. The Electronic services delivery (ESD) provide 40 government departments and 600 private related services. The service completed 10 crore transactions in February 2018. After the state formation, 7.5 crore transactions and 10-12 crores a day were recorded in 3 years 4 months. Telangana stood top in India in digital transactions volume. The software is developed and supported by Telangana State Technology Service (TSTS).

T App Folio is an integrated app for government to citizen provided by Government of Telangana in India. The service, as a part of Mee Seva 2.0, an integrated app that provides services like Mee Seva services, RTA services, fee payments and bill payment services etc. It is available in Telugu and English.

Bhudhaar is a e-governance project that is intended to assign an 11 digit unique number to every land parcel in the state of Andhra Pradesh as part of the "land hub in E-Pragati programme". Bhudhaar is the first in India to address issues in land record management. Union Government of India also implementing Unique Land Parcel Identification Number (ULPIN) Project with the reference from this Bhudhaar Project. Bhuseva Authority, an inter-departmental committee was formulated to implement and monitor the progress. Eventually all land related transactions will use Bhudhaar as single source of truth to reduces land related disputes. On 18 February 2019, the Andhra pradesh Assembly gave its consent to the legal usage of the Bhudhaar Number in land documents. This project is being regularly monitored by AP CM Dashboard which was developed and managed by Real Time Governance Society (RTGS) in real time basis.
