Mehsana Municipal Corporation (MMC) is the local civic body responsible for governing the city of Mehsana in the Indian state of Gujarat. It looks after urban planning, basic civic infrastructure and public services within the municipal corporation limits. The corporation is headed by a municipal commissioner, while an elected body of corporators and a mayor will administer the deliberative wing after the first municipal corporation elections are held. After the merger of Baroda State with Bombay State in 1949, Mehsana town was administered under the Bombay District Municipal Act, 1902. Following the formation of Gujarat in 1960, the town continued to function as Mehsana Nagarpalika under the Gujarat Municipalities Act, 1963. [2]
On 1 January 2025 the Government of Gujarat approved the upgradation of Mehsana Nagarpalika to Mehsana Municipal Corporation under the provisions of the Gujarat Provincial Municipal Corporations Act, 1949. [3] The new corporation was formed by merging the existing municipality with a group of surrounding village panchayats on the urban fringe of the city. [2]
The municipal corporation covers the urban area of Mehsana city and adjoining localities that were earlier governed by nearby gram panchayats. Villages such as Fatepura, Ramosana (including the NA area), Dediyasan, Palavasna and others on the periphery of the town were brought under the corporation, together with portions of nearby panchayats including Palodar, Panchot, Gilosan, Nugar and Sakhpurda. Subsequent government notifications extended the limits of the corporation further by including additional villages like Ucharpi, Detrojpura, Tavdiya, Dela, Kukas, Rupal (Kukas), Rampura, Virampura, Hebuva and Shobhasan. [3] With these mergers, the municipal corporation area is around 120 km2 (46 sq mi). [1]
In 2025 the state urban development department also issued orders expanding the jurisdiction of the newly created municipal corporations, including Mehsana, ahead of the first local body elections. [4]
Mehsana Municipal Corporation functions within the framework of the Gujarat Provincial Municipal Corporations Act, 1949. Its main obligatory duties typically include: [5]
In addition to the mandatory functions, the corporation may also take up discretionary activities such as development of parks and gardens, urban beautification, cultural and sports facilities, welfare schemes for vulnerable groups, and measures for environmental protection and disaster management.
The corporation is a body corporate consisting of an executive wing headed by the municipal commissioner and an elected wing of corporators. The commissioner, an Indian Administrative Service (IAS) or state civil service officer, is appointed by the Government of Gujarat and exercises executive powers over the civic administration. As of 2025, Ravindra Dhyaneshwar Khatale serves as the municipal commissioner of Mehsana Municipal Corporation. [6]
The elected wing will consist of corporators chosen from territorial wards within the corporation area. A mayor, elected from among the corporators, will preside over the meetings of the general board and act as the ceremonial head of the corporation. Standing committees and subject committees, composed of corporators, assist in policy decisions on areas such as finance, works, health and town planning, while day-to-day implementation remains with the administrative wing.
Until the first municipal corporation election is conducted, the state government has appointed the district collector as administrator to discharge the powers and functions of the elected body in Mehsana and other newly created corporations in Gujarat. [7]
Elections to Mehsana Municipal Corporation are to be held as part of the Gujarat municipal corporation elections following the upgradation of the city to corporation status. Delimitation orders notified by the state government created multiple territorial wards within the corporation area, with seats reserved for women and for candidates from Scheduled Castes, Scheduled Tribes and Other Backward Classes in accordance with state policy. The first election to Mehsana Municipal Corporation is expected to take place along with the other municipal corporations of Gujarat scheduled around 2026. [9]
