Melvin A. Steinberg (born October 4,1933) is an American politician who served as the fifth lieutenant governor of Maryland from 1987 to 1995 [1] under Governor William Donald Schaefer. He was also President of the Maryland State Senate from January 1983 to 1987,and a member of the State Senate from 1967 until his election to the position of lieutenant governor. [1] Steinberg graduated from the University of Baltimore with an A.A. degree in 1952 and with a J.D. degree in 1955. [1]
The relationship between Steinberg and Schaefer was strained,with each publicly criticising the other [2] [3] [4] [5] and extensive coverage being devoted to their personal relationship. [6] [7] Despite their differences,they worked together for eight years (1987–1995),winning two elections in the process. Steinberg ran for the Democratic gubernatorial nomination in 1994 [8] launching his campaign pledging a war on crime, [9] but was defeated by Parris Glendening,who went on to become governor. Steinberg then took up a career in lobbying. [10] In 1998,he drew criticism for supporting the Republican candidate for Governor,Ellen Sauerbrey,rather than endorsing Glendening in his bid for re-election;Sauerbrey was a critic of abortion and of gun control,positions opposite those held by Steinberg. [11] In 2018,he again endorsed the Republican nominee for governor,incumbent Larry Hogan,over the Democratic nominee,Ben Jealous. [12]

As a Democrat,he was the 45th mayor of Baltimore from December 1971 to January 1987,the 58th Governor of Maryland from January 21,1987,to January 18,1995,and the 32nd Comptroller of Maryland from January 20,1999,to January 17,2007. On September 12,2006,he was defeated in his reelection bid for a third term as Comptroller by Maryland Delegate Peter Franchot in the Democratic Party primary.

He previously served as the county executive of Prince George's County,Maryland from 1982 to 1994 as a member of the Democratic Party. She was nominated to the Bureau in September 2005 by President George W. Bush. On January 4,2006,Bush placed her in office by way of a recess appointment,bypassing the need for Senate confirmation. Her confirmation was unlikely,given strong objections by some senators. Sauerbrey's recess appointment caused some controversy;however,her experience as minority leader in the Maryland House of Delegates and managing a complex U.S. Census project helped rally others to her cause.
Peter Van Rensselaer Franchot is an American politician who was the 33rd comptroller of Maryland. A member of the Democratic Party,Franchot served for 20 years in the Maryland House of Delegates representing Takoma Park and Silver Spring. He was elected comptroller in 2006,and was subsequently re-elected three times. Franchot unsuccessfully ran for governor of Maryland in 2022,placing third in the Democratic primary behind Tom Perez and Wes Moore.

The 1998 Maryland gubernatorial election was held on November 3,1998. Incumbent Democratic governor Parris Glendening sought re-election. Governor Glendening emerged victorious from the Democratic primary after defeating several candidates. Former state delegate Ellen Sauerbrey,who was the 1994 Republican nominee for governor,ran again for governor and won her party's nomination. The election between Glendening and Sauerbrey four years prior was extremely contentious,and ended with the Sauerbrey campaign challenging the results. Ultimately,despite the controversial nature of the previous election,Governor Glendening comfortably beat back Sauerbrey's spirited challenge,winning his second and final term as governor. As of 2024,this was the last time that Allegany County voted Democratic in a gubernatorial election and the last time that the lieutenant gubernatorial nominee of the winning ticket was not a person of color.
