Melvin Kamatoy Vargas Jr. (born June 11,1981),also known as Boylet,is a Filipino politician and incumbent vice governor of Cagayan since 2016. [1] [2]
He is the son of former Cagayan Governor Melvin Vargas Sr. and grandson of former Representative Florencio Vargas. [3]
From 2007 to 2016,he served as board member of Cagayan from the 2nd District. [4] In the 2016 election he won the position as Vice Governor of Cagayan opposing Mila Catabay-Lauigan,incumbent board member of Cagayan's 3rd District and Ignacio Taruc. [5]
In 2018,he reacted to incumbent Cagayan Governor Manuel Mamba to run for Vice Governor because Mamba said that for his second term he would run for Vice Governor. Although Vargas said that it was an honor to face Mamba for the Vice Gubernatorial race since he is known as a veteran in politics. [6]
When the Cagayan provincial budget was delayed,Governor Mamba filed an administrative complaint against the provincial board for delaying the passage of the province's budget in 2017,as bickering among officials dragged on for the second straight year. [7]
Manuel Noveno Mamba Sr. is a Filipino doctor and politician who is serving as provincial governor of Cagayan since 2016. He was elected to the House of Representatives of the Philippines,representing the 3rd District of Cagayan. First elected in 1995,he was re-elected in 2001,2004,and 2007. He was also a municipal mayor of Tuao,Cagayan,from 1988 to 1995.
Jesus Crispin "Boying" Catibayan Remulla is a Filipino lawyer,politician,and broadcaster currently serving as Secretary of Justice since 2022. He previously served as the representative of Cavite's 7th district from 2019 to 2022,the position he previously held from 2010 to 2013,and was concurrently the House Senior Deputy Majority Leader. He also served as the provincial governor of Cavite from 2016 to 2019,and was the representative of the province's 3rd district from 2004 to 2010. He is also a radio host for "Executive Session" on DZRH. Remulla is one of the vocal opponents against ABS-CBN and is among the 70 congressmen who voted to reject the franchise renewal of ABS-CBN.

The special election was called after the incumbent representative,Florencio Vargas died in July 2010. Vargas' daughter,Baby Aline Vargas-Alfonso,was elected after beating former Cagayan Governor Edgar Lara,Vargas' opponent in the 2010 election. Alfonso would then serve the remainder of her father's term which ended in 2013.
