Margaret Elizabeth Reid is a former Australian politician who served as a Senator for the Australian Capital Territory from 1981 to 2003, representing the Liberal Party. She is the only woman to have served as President of the Senate, holding that office from 1996 to 2002.

From 2002 to 2006 Smyth was the ACT Leader of the Opposition and served briefly as the Deputy Chief Minister during 2000 and 2001. He has held the ACT portfolios Urban Services, Business, Tourism and the Arts, and Police and Emergency Services.

The electoral region of North Metropolitan is a multi-member electoral region of the Western Australian Legislative Council, located in the north-western and western suburbs of Perth. It was created by the Acts Amendment Act 1987, and became effective on 22 May 1989 with seven members who had been elected at the 1989 state election three months earlier. At the 2008 election, it was decreased to six members.

The by-election was triggered by the resignation of the sitting member, the Australian Labor Party's John Langmore on 6 December 1996. The writ for the by-election was issued on 30 December 1996.
Laurus Vant "Lou" Westende is an Australian politician and was a member elected to the multi-member single constituency second Australian Capital Territory Legislative Assembly for the Liberal Party at the 1992 general election. Westende resigned from the Assembly on 25 July 1994, and, on the basis of a countback, Bill Stefaniak was appointed to fill the casual vacancy.
