The United States Marshals Service (USMS) is a federal law enforcement agency in the United States. The Marshals Service serves as the enforcement and security arm of the U.S. federal judiciary, although it is an agency of the U.S. Department of Justice and operates under the direction of the U.S. Attorney General. It is the oldest U.S. federal law enforcement agency, created by the Judiciary Act of 1789 during the presidency of George Washington as the "Office of the United States Marshal". The USMS as it stands today was established in 1969 to provide guidance and assistance to U.S. Marshals throughout the federal judicial districts.

The 9th is Virginia's second-largest district in area, covering 9,113.87 square miles. It has been represented by Republican Morgan Griffith since 2011. He took office after defeating 14-term incumbent Democrat Rick Boucher. With a Cook Partisan Voting Index rating of R+23, it is the most Republican district in Virginia.

Mikkanen is a lecturer and frequent instructor in federal criminal investigations, prosecution issues and Indian affairs law. From 1991 to 1994, he served as chief justice of the Supreme Court of the Cheyenne and Arapaho Tribes.

David L. McNulty is a U.S. Marshal. He was nominated for full U.S. Senate confirmation to the office in 2011 by U.S. President Barack Obama upon recommendation of Senator Charles Schumer of New York. McNulty is the U.S. Marshal U.S. Marshals Service for the Northern District of New York. A former Major and 33-year veteran with the New York State Police, McNulty was Section Head of the Bureau of Criminal Investigation (BCI), where he assisted with the command of over 1300 BCI police personnel. He joined the New York State Police as a trooper in 1978. McNulty received his B.A. and M.A. from the University of Albany. He led the U.S. Marshals Service response to the highly televised escape of murders Richard Matt and David Sweat from the Clinton County Correctional Facility in Dannemora N.Y. in June 2015. Quite possibly the largest manhunt in state history involving close to 1500 law enforcement personnel. The U.S. Marshals Service efforts were in cooperation with the New York State Police and a host of other local, state and federal agencies throughout this extensive 23 day manhunt that ultimately led to the fatal shooting of Richard Matt and the shooting and capture of David Sweat.

The director oversees and manages the operations of the Marshals Service and directly superintends the various United States Marshals, which lead all USMS personnel within their respective federal judicial district. The director was originally referred to as "Chief United States Marshal" from 1957 to 1970.
