Miftah Uddin Ahmed is a Bangladesh Army lieutenant colonel and officer of the Rapid Action Battalion. Ahmed has been sanctioned by the United States for human rights violations, specifically for the extrajudicial killing of civilians in Bangladesh.. [1] [2]

Career

Commanding officer Ahmed oversaw the arrest of the owner, Abu Bakar Siddique, of M.V. Pinak , a ferry that sank in Padma River killing 48, after the owner went into hiding. [3] Siddique had been charged with culpable homicide for overloading his ferry that lead to its sinking. [3]

Commanding officer of Rapid Action Battalion-7, Ahmed, led a raid on a farm in Chittagong and recovered significant amount of firearms and detained five in 2015. [4] His team raided a residence in Chittagong and detained four people with bombs February 2015. [5] [6]

In 2017, Ahmed as commanding officer of Rapid Action Battalion-7 led a crackdown on Shaheed Hamza Brigade, an Islamist militant group. [7] It arrested businessman Enamul Haque who allegedly provided funding to the group. [7]

On 18 April 2016, two robbers were killed in a gunfight with Rapid Action Battalion-7, which Ahmed commanded, in Mirsarai upazila. [8] In July, his team detained Mozaher Hossain Mia, who supplied weapons to the militants involved with July 2016 Dhaka attack. [9] His unit recovered more drugs from Chittagong that year in cartons of light bulbs. [10] In October 2016, three other robbers died in a shootout with Ahmed's unit. [11]

Ahmed, commanding officer (CO) of Rapid Action Battalion-7, announced the confiscation of 1.5 million Ya ba tablet and arrest of five Myanmar citizen on 25 June 2017. [12]

In January 2018, Ahmed was awarded for bravery in service by the government of Bangladesh. [13] Ahmed was serving as commanding officer of Rapid Action Battalion-7 when Ekramul Haque, a councilor of Tekhnaf Municipality, was killed in a shootout with RAB on 27 May 2018. [14] Ahmed called Ekramul a "top godfather of Yaba' trading" after his death and alleged they were many cases against him. [14] [15]

U.S. sanctions

On 10 December 2021, the U.S. Department of the Treasury placed Ahmed on its Specially Designated Nationals (SDN) list under the Global Magnitsky Act for engaging in serious human rights abuses relating to his tenure at the Rapid Action Battalion, including the Killing of Ekramul Haque. [16] [17] [18] Inspector General of Bangladesh Police Benazir Ahmed was also one of the five individuals sanctioned including Miftah. [19] [20] He was also sanctioned by the U.S. Department of State. <span class="mw-page-title-main">Extrajudicial killings and enforced disappearances in Bangladesh</span> Human rights abuse

Extrajudicial killings and enforced disappearances in Bangladesh refer to extrajudicial executions carried out by law enforcement agencies without due legal process and to abduction cases in which the government directly or indirectly kidnaps people and holds them incommunicado. From 2009 to 2023, at least 2,699 people were victims of extrajudicial killings in Bangladesh. During the period, 677 people were forcibly disappeared, and 1,048 people died in custody. From 2004 to 2006, at least 991 people were killed extrajudicially by "death squad" the Rapid Action Battalion (RAB). The practice of extrajudicial killings and enforced disappearances primarily involves law enforcement agencies such as the RAB and the Detective Branch (DB) of the police.

Crossfire in Bangladesh is a form of staged extrajudicial killings, often referring to the death of a person by gun shot under the custody of a law enforcement agency. In March 2010, the then director general of the elite law enforcement agency of Bangladesh, Rapid Action Battalion (RAB) said that since it was started in 2004 RAB had killed 622 people. Human Rights Watch, a New York-based NGO, has described RAB as a Bangladeshi government death squad. Odhikar, a Dhaka-based human rights organization, reported at least 1,169 people lost their lives in extrajudicial killings between January 2009 and May 2016 in Bangladesh. According to Odhikar, in June 2016, extrajudicial killings in the country took at least 24 lives. According to another rights group, Ain O Salish Kendra, 79 people were killed in so-called shootouts while in police custody in Bangladesh in the first six months of 2016. The police were involved in 37 of these deaths. Of them, seven had been in killed in crossfire with Detective Branch (DB) officials. Bangladesh police forces shot dead 130 people in a Philippines-style drugs crackdown in three weeks starting from May 2018.

Benazir Ahmed is a retired Bangladeshi police officer who served as the 28th inspector general of the Bangladesh Police. Prior to his appointment as IGP, he served as the director general of the Rapid Action Battalion (RAB) from January 2015 to April 2020. He is currently on a US sanctions list due to RAB's alleged role in forcibly disappearing citizens since December 2021.

Killing of Ekramul Haque refers to the extrajudicial killing of Ekramul Haque, councillor of Teknaf Municipality Ward three, by a unit of the Rapid Action Battalion. He was elected as councilor in Teknaf Municipality three times in a row as a candidate of the Awami League. Haque was a former president of the Teknaf unit of the Jubo League, the youth wing of Awami League, for 13 years. During a Bangladesh government crackdown on the narcotics trade, the death of more than 100 suspects took place in shoot-outs with law enforcement agencies. Since 2018 more than 200 individuals were killed in extrajudicial shootings by law enforcement agencies in Teknaf alone.

Tofayel Mustafa Sorwar is a Bangladesh Army brigadier general and the former additional director general (operations) at the Rapid Action Battalion (RAB), an elite multi-service unit of the Bangladesh Police. He has been sanctioned by the U.S. Department of the Treasury for human rights violation at RAB during his time at the agency.

Mohammad Jahangir Alam is a Bangladesh Army brigadier general and former commander of President Guard Regiment. He was commissioned with 29th BMA Long Course in Bangladesh Army. He served as Additional Director General (Operations) at the Rapid Action Battalion (RAB) - an elite multi-service unit of the Bangladesh Police. He was one of seven officers of RAB sanctioned by the United States for violation of human rights.

Mohammad Anwar Latif Khan is a retired Bangladesh Army colonel and former sector commander of Border Guard Bangladesh in Rajshahi. He is the former additional director general (operations) at the Rapid Action Battalion (RAB) an elite multi-service unit of the Bangladesh Police, and oversaw crackdowns on Islamist militants. He has been sanctioned by the United States for his activities in RAB. He had previously commanded RAB-5, RAB-7, and RAB-11.

Rear Admiral Mohammad Sohail (TAS), NUP, PPM, psc, BN was a former two-star admiral in Bangladesh Navy. His last appointment was Chairman of Chattogram Port Authority. Prior to join here he was Chairman of Payra Port Authority. Before that, he was serving as the Director of Submarine at the Navy Headquarters.

Inside the Death Squad or "'Death squad': Inside Bangladesh's Rapid Action Battalion" is a documentary film produced by Deutsche Welle in partnership with Netra News that investigates allegations of extrajudicial killings and human rights abuses committed by the Rapid Action Battalion (RAB), an elite police force in Bangladesh. The documentary features interviews with former RAB officers, witnesses, and human rights activists, and includes footage of alleged killings and interviews with family members of victims. The RAB has been accused of carrying out extrajudicial killings and human rights abuses in Bangladesh. The documentary sheds light on the tactics used by the RAB, including torture, enforced disappearances, and extrajudicial killings, and raises important questions about the use of state violence and the government's role in protecting human rights.
