The Ministry of Environment (Spanish : Ministerio de Medio Ambiente) is a ministry of the State of Chile that is in charge of collaborating with the President of the Republic in the design and application of policies, plans and programs in environmental matters, as well as in the protection and conservation of biological diversity and of renewable and hydric natural resources, promoting sustainable development, the integrity of the environmental policy and its normative regulation.

This ministry was created in January 2010 to replace the National Environment Commission (Comisión Nacional del Medio Ambiente, CONAMA). The new ministry became operational on October 1 of that year.

Maisa Rojas has served as minister since 11 March 2022. [1]

Background

From December 1990 to March 1994, the highest environmental authority was the Technical Secretariat of the National Environment Commission of the Ministry of National Assets, which would later become the National Environment Commission. The highest position of that Secretariat was held in all the period by Rafael Asenjo.

In March 1994, it was created the National Environmental Commission (CONAMA) through the Law on General Bases of the Environment (Law No. 19,300), being José Goñi its first CEO.

In 2007, it was created the position of President of the National Environmental Commission, granting him the rank of Minister of State. Thus, Ana Lya Uriarte was the first Minister President of that Commission.

Luis Gilberto Murillo Urrutia is a Colombian politician and Mining Engineer who was the Minister of Environment and Sustainable Development from 2016 to 2018. He has also served as Governor of the predominantly Afro-Colombian Department of Chocó in Colombia. Murillo was kidnapped in 2000 and after his release he went into and moved to the United States and only returned to Colombia in 2011. In July 2022, Murillo was nominated by president-elect Gustavo Petro to serve as ambassador to the United States.

Water Resources Management (WRM) in Chile is widely known for its 1981 Water Code—written after General Augusto Pinochet took control through a military coup d'état. Free-market mechanisms became the economic philosophy in WRM, including the development of water markets and tradable water permits. A major reform to the 1981 Water Code was signed in 2005 to address social equity and environmental protection concerns. Water resources management in Chile is shared among the private sector which provides investment for infrastructure and distribution, and agencies provide regulatory oversight, maintain records, and issue water rights. Chile is negotiating formalized agreements with both Bolivia and Argentina to manage shared resources and water storage projects. Chile is also supported in rural water supply with $150 million in loans by the World Bank and the Inter-American Development Bank.

The National Institute of Renewable Natural Resources and Environment, also known as INDERENA, was a Colombian environmental government agency established in 1968 to implement environmental policy and promote green development in Colombia. INDERENA was successful in helping create the environment in government and the acceptance in society to move environmental protection into the national agenda, this led to the creation of child agencies like the National Natural Parks System, and the eventual evolution into the Ministry of Environment in 1993.

Environmental governance is a concept in environmental policy that steers markets, technology and society towards sustainability. It considers social, economic and environmental aspects of its policies.
