The Ministry of Health & Family Welfare of West Bengal is a Government of West Bengal ministry. [3] It is a ministry mainly responsible for maintaining and developing the health care system in the State. [3]

Ministerial Team

The ministerial team is headed by the Cabinet Minister for Health & Family Welfare, who may or may not be supported by Ministers of State. Civil servants are assigned to them to manage the ministers' office and ministry. [3]

The current head of the ministry is Mamata Banerjee who is also the Chief Minister of West Bengal. [3]

Governance

The Health and Family Welfare (H&FW) Department is organized into a number of Directorates whose work is monitored and coordinated by the H&FW Department at the Secretariat. The Department functions under the overall guidance of the Chief Minister Smt. Mamata Banerjee, who is also holding the charge of this Department. This Department is headed by the Health Secretary who oversees the working of various Directorates and develops various policies which gets implemented after the approval of the Chief Minister and the Minister-in-charge.

The State Health Administration has two arms, the Secretariat and the Directorate of Health Services. The Secretariat is headed by the Additional Chief Secretary/ Principal Secretary who is a senior officer of the Indian Administrative Service assisted by Special, Joint, Deputy and Assistant Secretaries. The Director of Health Services and ex-officio Secretary heads the Directorate and is the Chief Technical Advisor to the State Government on all matters related to medical and public health. He is assisted by a number of Additional, Joint, Deputy and Assistant Directors.

The health care system has primary health care network, a secondary care system comprising district and sub-divisional hospitals and tertiary hospitals providing speciality and super speciality care. Each of the eighteen districts is headed by a Chief Medical Officer of Health (C.M.O.H.), assisted by Deputy and Assistant C.M.O.H.s, whose responsibility is to manage the primary health care sector and ensure the effective implementation of the various medical, health and family welfare programmes. The secondary level hospitals are headed by medically trained superintendents who report to the C.M.O.H. and are accountable to a hospital management committee. At the block level, the Block Medical Officer is responsible for providing services and for monitoring and supervising the primary health centres and health programme implementation.

The medical manpower in the State Health System is provided by the State Health Service and in the teaching institutions by the Medical Education Service. The training activities are mainly organised at the Institute of Health & Family Welfare, Bidhannagar, Kolkata, and also at various training schools.

In 2022, he was suspended indefinitely from the party following his arrest by the Enforcement Directorate.

He held many positions of Indian Youth Congress, the party's youth wing. In 1998, he joined Trinamool Congress party, founded by his colleague Mamata Banerjee, and his movie debut was in the 2023 Bengali film Oh! Lovely. In 2011, he was elected to the legislative assembly and became a state minister. He was arrested for the Sarada Chit Fund conspiracy case and got bail after 22 months.

Healthcare in West Bengal features a universal health care system run by the state and the federal governments. The Constitution of India charges every state with "raising of the level of nutrition and the standard of living of its people and the improvement of public health as among its primary duties". Ministry of Health & Family Welfare of the Government of West Bengal is responsible for administering and funding the public hospital system in the state. The entire state population is covered by a health insurance, either provided by their employer or the Employees’ State Insurance. Other categories of people are covered under the state’s public health insurance scheme. As of 2021, the total public healthcare budget of the state is 16,368 crore (US$2.0 billion), out of which 10,922 crore (US$1.3 billion) was earmarked for public hospitals, 2,000 crore (US$240 million) was to be spent on the public health insurance program and 5,246 crore (US$630 million) is to be spent on primary health services. An additional 1,000 crore (US$120 million), outside the official health budget, was to be spent on health insurance coverage for the current and retired employees of the state government. Healthcare forms roughly 4.5% of the state's entire budget which critics say should be increased to at least 8% in line with the National Health Policy.

Shashi Panja is a medical practitioner and politician who currently serves as Cabinet Minister for Industries, Commerce & Enterprises and Department of Women and Child Development and Social Welfare of the Government of West Bengal.

Chandrima Bhattacharya is an All India Trinamool Congress politician and the current Minister of State for Finance, Health and Family Welfare, Land and Land Reforms, Refugee and Rehabilitation of the Government of West Bengal. Previously she acted as a minister in the first reshuffle of the ministry in January 2012 after Mamata Banerjee took over as Chief Minister. She was also made the junior Law Minister in October 2012. She was promoted as a cabinet minister and given independent charge of Law and Judicial Department, Government of West Bengal in November 2012.

Dr. Asish Banerjee is an Indian politician representing Trinamool Congress, who was the minister in charge of the Department of Agriculture in the Government of West Bengal from 2017 to 2021. He is also M.L.A. of West Bengal Legislative Assembly, elected from Rampurhat five times.

On 11 June 2019, following the assault of two junior doctors at Nil Ratan Sircar Medical College and Hospital (NRSMCH) the previous night, junior doctors in Kolkata began protesting and demanded that the Chief Minister of West Bengal, Mamata Banerjee, should intervene and provide adequate security to medical professionals. The protests caused a collapse of healthcare facilities in the state. Protests continued through 13 June, despite attempts at mediation, resulting in the chief minister issuing an ultimatum to the protesting doctors. The doctors ignored the ultimatum, asking the government to meet their demands for security and for the chief minister to give them a public apology.
