The Ministry of Water, Irrigation and Energy is the governmental body of Koshi Province, Nepal, responsible for managing drinking water, irrigation, electricity, water-borne disasters (rivers and landslides) at the Provincial level. [1] [2]
According to the constitution of Nepal, the provinces have been established in the Federal Democratic Republic of Nepal, as provided for in the three-tier government structure. Koshi province is one of the seven provinces in Nepal. [3] There are 14 districts: Bhojpur, Dhankuta, Ilam, Jhapa, Khotang, Morang, Okhaldhunga, Panchthar, Sankhuwasabha, Solukhumbu, Sunsari, Taplejung, Terhathum and Udayapur. There is one metropolitan city and tw sub-metropolitan cities. There are a total of 49 local levels consisting of municipalities and 88 rural municipalities. [4]
After Nepal was transformed into a federal structure and the system of union, state and local government was completed in the year 2017, the three-level elections were completed and the provincial government was formed. [1] The Ministry of Water Supply, Irrigation and Energy was established on 6 February 2022 with the responsibility of carrying out various works in the fields of drinking water, energy and irrigation in all the fourteen districts of Koshi Province, as specified in the division of labor regulations. Construction of drinking water plan (gravity, pumping, improvement of water quality), projects related to drainage, construction of irrigation projects, ground water resources, river control (embankment), works related to renewable energy promotion, study, research, plan formulation, approval and This ministry is carrying out the work of planning, operation and maintenance from the subordinate offices. The Minister for Internal Affairs and Law (or simply, the Internal Minister, is the head of the Ministry of Internal Affairs and Law of the Government of Koshi Province. One of the senior-most officers in the Provincial Cabinet, the minister is responsible for maintain peace and state security; the state's police force and investigation bureau comes under its jurisdiction. Occasionally, they are assisted by the Minister of State for Internal Affairs and Law.
The Minister for Industry, Agriculture and Cooperatives is the head of the Ministry of Industry, Agriculture and Cooperatives of the Government of Koshi Province. One of the senior-most officers in the Provincial Cabinet, the minister is responsible for promoting the cooperative sector in national development and adopting policies related to agriculture and land reform, realising the need for land management, formulation implementation and regulation of land management in Koshi Province.
The Ministry of Economic Affairs and Planning is the governmental body of Koshi Province, Nepal, it is responsible for the analysis of the economic situation of the province and the formulation, implementation and regulation of economic policies, the allocation of financial resources at the provincial level, the formulation, implementation and regulation of policies and laws related to financial management and provincial revenue.
The Koshi Provincial Assembly also known as the Koshi Pradesh Sabha, is the unicameral legislature of Koshi Province, one of the seven provinces in Nepal. The assembly is seated at the provincial capital at Biratnagar in Morang District at the District Coordination Committee Office. The assembly has 93 members of whom 56 are elected through first-past-the-post voting and 37 are elected through proportional representation. The term of the assembly is 5 years unless dissolved earlier.
The provinces of Nepal are governed by provincial governments which form the second level of governance in the country; after the federal government. The provincial governments are established, and their structure is defined by Part 13 of the Constitution of Nepal.
The Second Uddhav Thapa cabinet is the current and 6th provincial government of Koshi Province. It was formed after Uddhav Thapa was sworn in as Chief Minister of Koshi Province on 2 August 2023.
The 14th General Convention of the Nepali Congress, in which delegates of the Nepali Congress Party re-elected Sher Bahadur Deuba as chairman, was held 13–15 December 2021, at Bhrikuti Mandap, Kathmandu. Similarly, the convention of the six Province was held from 2–3 December. The convention of the Pradesh 2 was delayed and held after National Convention on 22–23 December 2021.
Om Prakash Sharma is a Nepali politician of Nepali Congress and Minister for Energy and Drinking water since 9 June 2021. He is also serving as member of the Madhesh Province Provincial Assembly.
The 2023 Speaker of the Koshi Provincial Assembly election was held on January 12, 2023 to elect the speaker of the Koshi Provincial Assembly. However nominations have been fixed for the election from 3pm to 5pm and CPN, politician Baburam Gautam who had been nominated in accordance with the provisions of the Constitution, was the only candidate to file the nomination for the post.
The Hikmat Kumar Karki cabinet was the 4th provincial government of Koshi Province. It was formed after Hikmat Kumar Karki was sworn in as Chief Minister of Koshi Province on 9 January 2023.
The governor of Koshi Province is the nominal head of state of the Koshi Province of Nepal and a representative of the President of Nepal. The governor is appointed by the President for a term of five years. The governor's powers are mostly ceremonial and the executive powers of the governor are exercised by the chief minister of Koshi Province, who is the head of the executive of the state government of Koshi Province.

The Minister of Women, Children and Senior Citizens is the head of the Ministry of Women, Children and Senior Citizens of the Government of Nepal. One of the senior-most officers in the Federal Cabinet, the minister is responsibility to formulate policies for social and economic empowerment to promote the role of women, children, senior citizens and various sections of the society in the sustainable peace and development of the country.
The Minister of Energy, Water Resources and Irrigation is the head of the Ministry of Energy, Water Resources and Irrigation. One of the senior-most officers in the Federal Cabinet, the minister responsible for formulating and promoting policies related to water resources, energy and irrigation in the country. The Minister is assisted by the Minister of State for Water Resources, Energy and Irrigation and the junior Deputy Minister of Energy, Water Resources and Irrigation.

The incumbent Chief Minister is Hikmat Kumar Karki and the current council of ministers is the Third Hikmat Karki cabinet.
Lila Ballabh Adhikari is a Nepalese politician, belonging to the Communist Party of Nepal. He has served as the Minister for Internal Affairs and Law in Koshi Province. Adhikari has been serving as a member of the Koshi Provincial Assembly from Morang 2 (B) since 2017. He had previously served as the Minister for Internal Affairs and Law in Bhim Acharya's cabinet from 15 September 2021 to 1 November 2021.
The Ministry of Physical Infrastructure Development is a governmental body of Koshi Province, Nepal mainly responsible for the construction and development of basic physical infrastructure including roads, bridges, buildings and urban development.
Narayan Bahadur Burja Magar is a Nepalese politician, belonging to the CPN Party. Magar is currently serving as the Minister for Water Supply Irrigation and Energy of Koshi Province since 9 February 2024.

He also serves as a member of the Koshi Provincial Assembly and was elected from Okhaldhunga 1(A) constituency. Sunuwar had served as the Minister for Water Supply, Irrigation and Energy of Koshi Province.
