The Western Baseball League was an independent baseball league based in the Western United States and Western Canada. Its member teams were not associated with any Major League Baseball teams. It operated from 1995 to 2002. The league was founded in 1994 by Portland, Oregon, businessman Bruce L. Engel. It began play in 1995, with the following teams:
The Texas League is a Minor League Baseball league which has operated in the South Central United States since 1902. It is classified as a Double-A league. Despite the league's name, only its five South Division teams are actually based in the state of Texas; the five North Division teams are located in Arkansas, Kansas, Missouri, and Oklahoma. The league temporarily operated for the 2021 season as Double-A Central before reassuming its original moniker in 2022.

San Diego Stadium was a multi-purpose stadium in San Diego, California. The stadium opened in 1967 as San Diego Stadium and was known as Jack Murphy Stadium from 1981 to 1997. From 1997 to 2017, the stadium's naming rights were owned by Qualcomm, and the stadium was known as Qualcomm Stadium or simply The Q. The naming rights expired on June 14, 2017, and were purchased by San Diego County Credit Union, renaming the facility as SDCCU Stadium on September 19, 2017; those naming rights expired in December 2020. Demolition of San Diego Stadium began in December 2020, with the last freestanding section of the stadium's superstructure felled by March 22, 2021.
The San Antonio Missions are a Minor League Baseball team of the Texas League and the Double-A affiliate of the San Diego Padres. They are located in San Antonio, Texas, and are named for the Spanish missions around which the city was founded. The Missions play their home games at Nelson W. Wolff Municipal Stadium, which opened in 1994 and seats over 6,200 people with a total capacity of over 9,000.
Seals Stadium was a minor league baseball stadium on the west coast of the United States, located in San Francisco, California; it later became the first home of the major league San Francisco Giants. Opened in the Mission District in 1931, Seals Stadium was the longtime home of the San Francisco Seals (1931–57) of the Pacific Coast League. The PCL's Mission Reds (1931–37) shared the ballpark with the Seals for the first seven years, then moved to Los Angeles and became the Hollywood Stars.

The organization was named for the abundant California sea lion and harbor seal populations in the Bay Area. The 1909, 1922, 1925, and 1928 Seals were recognized as being among the 100 greatest minor league teams of all time.

Nelson W. Wolff Municipal Stadium is a stadium in San Antonio, Texas, United States. It is primarily used for baseball, and is the home field of the San Antonio Missions Minor League Baseball team of the Texas League. The UTSA Roadrunners baseball team also plays some home games at the stadium. The stadium is named for Bexar County Judge Nelson Wolff, who is a former Texas legislator and San Antonio councilman and mayor.

Bret Edward Barberie is an American former professional baseball infielder. He played in Major League Baseball for the Montreal Expos, Florida Marlins, Baltimore Orioles, and Chicago Cubs. Before his professional career, Barberie attended the University of Southern California (USC) and played college baseball for the USC Trojans, and played for the United States national baseball team in the 1988 Summer Olympics and the 1988 Baseball World Cup.

Wallace Reid Ritchie is a former Major League Baseball pitcher. He played all or parts of four seasons in the majors, between 1987 and 1992, for the Philadelphia Phillies. He pitched in a total of 147 major league games, all in relief.

Eight teams from the United States and eight from elsewhere in the world competed in the 65th edition of this tournament. Ocean View Little League of Huntington Beach, California, defeated Hamamatsu Minami Little League of Hamamatsu City, Japan, in the championship game. Nick Pratto hit an RBI single to clinch the title for Ocean View.
