The Bundestag is the German federal parliament. It is the only body that is directly elected by the German people on the Federal level. It can be compared to a lower house similar to the United States House of Representatives or the House of Commons of the United Kingdom. The Bundestag was established by Title III of the Basic Law for the Federal Republic of Germany in 1949 as one of the legislative bodies of Germany and thus it is the historical successor to the earlier Reichstag.
Proportional representation (PR) characterizes electoral systems in which divisions in an electorate are reflected proportionately in the elected body. The concept applies mainly to geographical, and to ideological partitioning of the electorate. For instance at the European parliament each member state has a number of seats that is (roughly) proportional to its population. The same logic prevails when voters vote for parties. If n% of the electorate support a particular political party or set of candidates as their favorite, then roughly n% of seats will be won by that party or those candidates. The essence of such systems is that all votes contribute to the result—not just a plurality, or a bare majority. The most prevalent forms of proportional representation all require the use of multiple-member voting districts, as it is not possible to fill a single seat in a proportional manner. In fact, PR systems that achieve the highest levels of proportionality tend to include districts with large numbers of seats.
A semi-presidential system or dual executive system is a system of government in which a president exists alongside a prime minister and a cabinet, with the latter being responsible to the legislature of the state. It differs from a parliamentary republic in that it has a popularly elected head of state, who is more than a mostly ceremonial figurehead, and from the presidential system in that the cabinet, although named by the president, is responsible to the legislature, which may force the cabinet to resign through a motion of no confidence.

Fusion of powers is a feature of some parliamentary forms of government, where the executive and legislative branches of government are intermingled. It is contrasted with the European separation of powers found in presidential and semi-presidential forms of government where the legislative and executive powers are in origin separated by popular vote. Fusion of powers exists in many, if not a majority of, parliamentary democracies, and does so by design. However, in all modern democratic polities the judicial branch of government is independent of the legislative and executive branches.
